Forum of Federations 75 Albert Street, Suite 411 Ottawa, Ontario (Canada) K1P 5E7 Tel: (613) 244-3360 Fax: (613) 244-3372 [email protected] Bending the Constitution: The new Regulation of Intergovernmental Fiscal Relations in Germany 3 Introduction On June 1 and 2, 2017, the German federal parliament adopted a set of new regulations, scheduled to take effect in 2020, reforming the intergovernmental fiscal relationship between the federation and the 16 federal states — called Länder — in Germany. These new regulations initiate sweeping change to the federal structure of the constitution.1 On July 13 and August 17, 2017, the new laws were published in the federal law gazette,2 despite concerns expressed by Federal President Frank Steinmeier in a letter to the Federal Chancellor Angela Merkel.3 At the heart of this reform is a profound change in the fiscal constitution, from its traditional horizontal arrangement among the Länder towards a vertical one. The history of German federalism, since 1949, has been characterized as a “unitary federal state,” which is how it was originally described in 1962 by Konrad Hesse.4 Over time, the Länder have often been willing to hand over legislative powers to the federal government, normally in exchange for the right to share decision-making via the Bundesrat. -

The Honorable Mauricio Cárdenas, Governor of the Bank and Fund for Colombia, served as the Chairman. In Committee Meetings and the Plenary Session, a joint session with the Board of Governors of the International Monetary Fund, the Board considered and took action on reports and recommendations submitted by the Executive Directors, and on matters raised during the Meeting. These proceedings outline the work of the 70th Annual Meeting and the final decisions taken by the Board of Governors. They record, in alphabetical order by member countries, the texts of statements by Governors and the resolutions and reports adopted by the Boards of Governors of the World Bank Group. In addition, the Development Committee discussed the Forward Look – A Vision for the World Bank Group in 2030, and the Dynamic Formula – Report to Governors Annual Meetings 2016. -

The influence of state capacity on the speed of EU accession: the case of post-socialist states of Central, Eastern and South-Eastern Europe By Aleksei Sorbale Submitted to Central European University Department of Political Science In partial fulfilment of the requirements for the degree of M.A. Political Science Supervisor: Professor Anton Pelinka CEU eTD Collection Budapest, Hungary 2017 Abstract This thesis considers the speed of EU accession of 19 candidate countries from Central, Eastern and South-Eastern Europe through the lens of the factors of their state capacity. The primary data analysis method is Qualitative comparative analysis of multiple values (QCAmv), which allows to identify the combination of factors that led to the acceleration or deceleration of the speed of EU accession in each of the cases under consideration. Two analytical models constructed for (1) current EU member states and (2) current EU candidate states demonstrate high explanatory power of the factors of fragmentation of the party system, ideological polarization of the national parliament, GDP per capita and governance efficiency. Another important finding of the study is that the “classical” theories of European accession (Lewis 2008; Renner and Trauner 2009; Schmidt 2006; Fink-Hafner 2007a, 2007b; Haughton 2009) are not fully adequate to explain the political reality of the post-socialist countries, and should be replaced by new theoretical models that take into account the level of party coalitions. Bei Donald Trump wäre relativ klar gewesen, was wir bekommen hätten: einen unberechenbaren, nicht zu multilateraler Absprache und langfristiger Strategie fähigen oder willigen Präsidenten. Joe Biden – der mit gut 81 Millionen so viele Stimmen wie kein Kandidat zuvor bekommen hat, aber doch relativ knapp ins Weiße Haus gewählt worden ist – steht hingegen für den Willen zu multilateralem Interessenausgleich im Inneren wie im Äußeren. Mit Kamala Harris steht zudem erstmals eine Politikerin als Vizepräsidentin an der Seite des 78-Jährigen, die für Aufbruch und Veränderungswillen steht. Aber bedeutet der Wahlausgang die von vielen ersehnte, deutliche Abkehr von Trump und seiner Politik? Insgesamt werden mit Joe Biden und seiner Administration nicht die guten alten Zeiten im transatlantischen Verhältnis zurückkehren, aber vieles wird mit ihm doch einfacher. Germany was unified again, after four decades of separation. October 3 – A day to celebrate! How is Germany doing today and where does it want to go? 2 2015 EDITORIAL Good neighbors We aim to be and to become a nation of good neighbors both at home and abroad. WE ARE So spoke Willy Brandt in his first declaration as German Chancellor on Oct. 28, 1969. And 46 years later – in October 2015 – we can establish that Germany has indeed become a nation of good neighbors. In recent weeks espe- cially, we have demonstrated this by welcoming so many people seeking GRATEFUL protection from violence and suffer- ing. Willy Brandt’s approach formed the basis of a policy of peace and détente, which by 1989 dissolved Joy at the Fall of the Wall and German Reunification was the confrontation between East and West and enabled Chancellor greatest in Berlin. Ausschuss) zu dem Antrag der Abgeordneten Frank Müller-Rosentritt, Alexander Graf Lambsdorff, Grigorios Aggelidis, weiterer Abgeordneter und der Fraktion der FDP – Drucksache 19/25028 – Beziehungen zu Japan stärken A. Problem Die antragstellende Fraktion setzt sich dafür ein, die Beziehungen zwischen Deutschland und Japan im Bereich von Wirtschaft und Wissenschaft, aber auch bei Kunst und Kultur zu intensivieren. Als pluralistische Demokratie gehöre das Land für Deutschland zu den wichtigsten Wertepartnern in der Region. Japan sei mit seiner Nähe zu Nordkorea und China in Fragen von Stabilität und Sicherheit in der Region ein wichtiger Partner für Deutschland und die EU. Die Bundesre- gierung soll sich entsprechend gemeinsam mit Japan für einen freien Handel im indopazifischen Raum und für die Aufrechterhaltung einer regelbasierten, multi- lateralen Ordnung einsetzen. Um den Grundstein für eine stärkere politische Zusammenarbeit mit den Ländern in der Region Asien-Pazifik zu legen, soll ein deutsch-japanischer Freundschafts- vertrag angestrebt und eine deutsch-japanische Versammlung ins Leben gerufen werden. Insbesondere im Bereich von Digitalisierung und Wasserstofftechnologie könne Deutschland von Japan lernen. Entsprechend lägen hier besondere Potenziale für Kooperation. Diese sollen Thema regelmäßiger Regierungskonsultationen sein, darüber hinaus soll der Wissenschaftsaustausch zu Zukunftstechnologien und Di- gitalisierung stärker gefördert werden. Einen engeren Austausch möchten die Antragsteller auch bei sozialen Themen wie dem demographischen Wandel und der Fachkräftemigration erreichen. Um den Kulturaustausch mit Japan zu befördern, möge sich die Bundesregierung un- ter anderem für ein weiteres „Deutschlandjahr in Japan“ einsetzen, wie es das be- reits 2005 gab. Signed: ______________________ Date: ________________________ 2 Abstract This research aims to provide a better understanding of the role of ideas in the policy process by not only examining whether, how, and to what extent ideas inform policy outcomes but also by examining how ideas might simultaneously be used by political actors as strategic discursive resources. Traditionally, the literature has treated ideas – be it implicitly or explicitly – either as beliefs, internal to the individual and therefore without instrumental value, or as rhetorical weapons, with little independent causal influence on the policy process. In this research it is suggested that ideas exist as both cognitive and discursive constructs and that ideas simultaneously play a causal and instrumental role. Through a process tracing analysis of Germany’s policy on European monetary affairs in the period between 1988 and 2015, the research investigates how policymakers are influenced by and make use of ideas. Using five longitudinal sub-case studies, the research demonstrates how ordoliberal, (new- )Keynesian, and pro-integrationist ideas have importantly shaped the trajectory of Germany’s policy on European monetary affairs and have simultaneously been used by policymakers to advance strategic interests. -

The Political Economy of the SPD Reconsidered: Evidence from the Great Recession Björn Bremer∗ European University Institute [email protected] February 2019 Published in German Politics Abstract The transformation of Germany’s political economy in the last few decades has strongly been influenced by the SPD. Still, the economic programme of the SPD remains contested since several authors characterise the party’s economic platform differently. This paper reconsiders the political economy of the SPD in light of evidence from the Great Recession. It combines quantitative content analysis with process tracing in order to situate the party in research on the moral economy of contemporary Germany. The quantitative content analysis shows that the SPD attempted to shift its position on the welfare state and economic liberalism in response to the crisis, but it remained wedded to ortho- dox fiscal policies. Based on elite interviews with social democratic politicians and policy-makers, the paper explains this response with the absence of an eco- nomic paradigm. Weakened by internal conflict, the SPD made programmatic decisions with reference to electoral calculations and it remained trapped by its pre-crisis support for economic supply-side policies. Therefore, the SPD was unable to oppose the conservative economic discourse in Germany and failed to develop a consistent economic programme in response to the Great Recession.
