The annual issues of the national bibliographies of Denmark, Finland, Norway and Sweden have been examined for the years items originally published in Danish, Finnish, Norwegian and Swedish are translated into English. The English translation of the title is put in brackets immediately after the title. Egyptology is not included. The purpose is to publish supplements to the present issue every second or third year. No periodicals or articles from newspapers or magazines are included. Those will be listed in forthcoming parts of this publication. The various subjects are arranged according to common practice in Swedish libraries.     Svein Gjedrem: Making use of the central bank Speech by Mr Svein Gjedrem, Governor of Norges Bank (Central Bank of Norway), at Norges Bank’s Symposium “What is a useful central bank?”, Oslo, 17 November 2010. * * * The text below may differ from the actual presentation. In his first year as governor of Norges Bank in 1985, Hermod Skånland gave a speech entitled: “Making use of the central bank”.1 Skånland compared the independence of the Bundesbank with Norges Bank’s position in the government administration under the credit rationing policy of the time here in Norway. He said: “In Norway, where no great degree of power has been given to the central bank, it must develop other qualities.” The Bank was to be efficient in its operations and function as a sound adviser for the government authorities. But in the course of Skånland’s years as governor, Norges Bank’s role changed – the interest rate once again became an active monetary policy instrument. The Norges Bank of today is a result of its own and the country’s economic history. Although the Bank’s role is influenced by central bank developments in other countries, we also have our own legal traditions and our own way of organising government administration. The tasks assigned to the Bank are also supported by modern economic theory. A central bank is different from other public bodies in that it has its own balance sheet, independent budgetary authority and its own accounts. To build confidence in the Bank over time, the central bank must manage this form of autonomy in a sound manner.

    Gustav Smedals klipparkiv Juristen Gustav Smedal (1888-1951) var en profilert person i det polare miljøet i Norge før krigen, og han involverte seg spesielt i Grønlandssaken på 1920- og 1930-tallet Arkivet består av avisutklipp innsamlet av Smedal selv Norsk Polarinstitutt Biblioteket Innledning Klipparkivet er på omtrent fem hyllemeter, sortert i bokser. Boksene inneholder mapper organisert av Gustav Smedal selv, inndelt i tema og ofte på dato. Klippene kommer i hovedsak norske aviser, men arkivet består også av utklipp fra nordisk og internasjonal presse. Enkelte tema er mye mer omfattende enn andre siden særlig Grønlandsspørsmål opptok Smedal. Likevel er det en stor spennvidde i arkivet fra norsk innenrikspolitikk til dansk kolonipolitikk, fra Arktis og Antarktis til strid om grensen mellom Danmark og Tyskland for å nevne noen. Hver enkel mappe er indeksert i listen under. Biblioteket kan i enkelte tilfeller tilby seg å kopiere innholdet i ønskede mapper. Der det finnes større mengder materiale lar dette seg dessverre ikke gjøre. Alle interesserte er imidlertid velkomne til å besøke biblioteket i Tromsø for nærmere studier. Preface In September 1998, I was commissioned by the Norwegian Ministry of Foreign Affairs to carry out a preliminary study looking into Norway’s role in the Middle East. According to the agreement with the Ministry, the study should focus on the years prior to 1993 and examine whether Norway’s political past in the Middle East – and, not least, the mediating and confidence-building efforts of Norwegians prior to the opening of the secret Oslo Back Channel – had had any influence on the process that followed. The study should also try to answer the question ‘Why Norway?’ – that is, what had made Norway, of all countries, suitable for such an extraordinary task? The work on the study started on 15 September 1998. The date of submission was stipulated as 15 April 2000. This was achieved. Taxonomy of Minority Governments LISA LA FORNARA INTRODUCTION A minority government in its most basic form is a government in which the party holding the most parliamentary seats still has fewer than half the seats in parliament and therefore cannot pass legislation or advance policy without support from unaffiliated parties.1 Because seats in minority parliaments are more evenly distributed amongst multiple parties, opposition parties have greater opportunity to block legislation. A minority government must therefore negotiate with external parties and adjust its policies to garner the majority of votes required to advance its initiatives.2 This paper serves as a taxonomy of minority governments in recent history and proceeds in three parts.
