Given that the two-wheeler fleet consumes more gasoline than all other forms of on-road transport combined, it is important to consider ways to improve the technologies adopted in ICE two-wheelers and to reduce fleet average fuel consumption. In this paper, we first assess the technology used in India’s existing two-wheeler fleet. We then estimate the technology potential for improving the fuel efficiency of ICE two-wheelers and the costs associated with doing so and compare the cost-effectiveness of ICE two-wheelers and electric two-wheelers (E2Ws) in reducing overall fleet fuel consumption. The shift from carburetor technology to fuel injection that has come with the implementation of the Bharat Stage VI emission standards provides the basis from which to consider other incremental technologies for fuel efficiency improvement. Indeed, several technologies have the potential to reduce the fuel consumption of ICE two-wheelers in each of the three market segments we evaluated: small motorcycles with engine displacement less than 150 cubic centimeters (cc); large motorcycles with engine displacement more than 150 cc; and scooters with engine displacement less than 150 cc. However, to promote widespread adoption of these technologies, India needs to adopt a fuel consumption standard for two-wheelers. To identify realistic fuel consumption targets for each of the three segments and for the fleet overall, we evaluated the cost-effectiveness and the payback period of different ICE vehicle technologies. We designed a variety of ICE technology packages, with increasing numbers of fuel efficiency technologies, specifically for each segment. Additionally, we included an E2W with a range of 100 km for a small motorcycle and 75 km for a scooter as one of the technology packages for those segments. We then used two approaches to estimate the cost of complying with fuel consumption standards. In the first approach, the ICE technology packages are exhausted before switching over to E2Ws. In the second, E2Ws are used ahead of certain ICE technology packages if the E2Ws are more cost-effective. We also assessed the impact of counting E2W emissions as zero instead of as gasoline equivalent fuel consumption, as well as the impact of technology multiplier credits for E2Ws. From internal analysis that will be included in one of ICCT’s forthcoming publications, we have observed that on a total cost of ownership (TCO) basis, the E2W motorcycles are cost-competitive well before 2025. However, as the above figure shows, from an incremental cost perspective, the high upfront cost of E2W motorcycles makes the adoption of ICE technologies cheaper until there is a need for 23% fuel consumption reduction for the motorcycle, which corresponds to an emissions level of 27 gCO2/km. We estimate that technology package PK3 can achieve the required 23% benefit for small motorcycles and can be paid back within 6 years of ownership. Technologies such as engine friction reduction, 5-speed transmission, low-rolling-resistance tires, and idle start-stop can be used in the short term to achieve this 23% benefit. Despite providing more fuel savings, the technology package with mild hybridization (package PK5) pays back only after 6 years. Similarly, the figure shows the incremental cost of E2W scooters and ICE scooters. The compliance cost curves of scooters show that an E2W scooter is more cost effective if scooter emissions need to reduce below 38 gCO2/km. Technology package PK2, which includes idle start-stop, engine friction reduction, and low-rolling-resistance tires, can deliver a fuel consumption reduction of nearly 18% versus a typical scooter. Similar to a small motorcycle, the hybridization technology package (package PK5) has a payback period of 7 years, despite the high operational savings from the technology. Application of a learning factor adjustment indicates that the incremental cost of the technology packages will be cheaper in 2030 than in 2025. This means that compliance will be less expensive in 2030 for both motorcycles and scooters. The results show that even with no penetration of E2Ws, the fleet average emissions level, 41.2 gCO2/km, can ii ICCT WHITE PAPER | FUEL CONSUMPTION REDUCTION TECHNOLOGIES FOR THE TWO-WHEELER FLEET IN INDIA be brought down to 30 gCO2/km by 2025 with a compliance cost of less than INR 9,400 and a payback period of less than 6 years. Setting a 2025 fuel consumption standard at an emissions level of 25 gCO2/km or lower would ensure at least a 32% market penetration of E2Ws by 2025 with a compliance cost of INR 9,300. "The ICC has suggested creating a travel and tourism sustainability fund, which transfers direct benefits to prevent financial loss and employment cuts," the ICC said in a statement.

Prior to the pandemic, the Indian economy was grappling with the triple burden of rising unemployment among the educated youth, declining female labour force participation, and slowing growth momentum beginning 2017–18.With negative growth projections and pervasive gender gaps in formal employment, Indian educated women will be adversely affected as they are highly participative in the unpaid and informal work. The Indian development scenario looks bleak as the pandemic is likely to accentuate the existing tribulations in the post- pandemic period. Attempting to identify vulnerable states and provide a forward-looking approach, this paper explores the inter-play of growth, higher education, and employment from a gender perspective. The findings also highlight that neither growth nor the ballooning educated labour force resulted in the disposal of gender bias in India’s labour market.     BRIEF REPORT Outbreak Trends of Coronavirus Disease–2019 in India: A Prediction Sunita Tiwari, PhD; Sushil Kumar, PhD ; Kalpna Guleria, PhD ABSTRACT Objective: The objective of this paper is to prepare the government and citizens of India to take or implement the control measures proactively to reduce the impact of coronavirus disease 2019 (COVID-19). Method: In this work, the COVID-19 outbreak in India has been predicted based on the pattern of China using a machine learning approach. The model is built to predict the number of confirmed cases, recovered cases, and death cases based on the data available between January 22, 2020, and April 3, 2020. The time series forecasting method is used for prediction models. Results: The COVID-19 effects are predicted to be at peak between the third and fourth weeks of April 2020 in India. This outbreak is predicted to be controlled around the end of May 2020. The total number of predicted confirmed cases of COVID-19 might reach around 68 978, and the number of deaths due to COVID-19 are predicted to be 1557 around April 25, 2020, in India. If this outbreak is not controlled by the end of May 2020, then India will face a severe shortage of hospitals, and it will make this outbreak even worse. Conclusion: The COVID-19 pandemic may be controlled if the Government of India takes proactive steps to aggressively implement a lockdown in the country and extend it further. This presented epidemiological model is an effort to predict the future forecast of COVID-19 spread, based on the present scenario, so that the government can frame policy decisions, and necessary actions can be initiated.

India’s 2011 population and housing census shows a large increase in migrant population from 309.4 million in 2001 to 449.9 million in 2011. Across state boundaries, the number went from 41.17 million to 54.26 million over the corresponding period. Most inter-state migration is from north-central, eastern regions to western-southern regions. The Study shows a distinct pattern between the characteristics of short-term seasonal migration and those of long-term migration, even as originating states remain largely the same for both. MGI research combines the disciplines of economics and management, employing the analytical tools of economics with the insights of business leaders. Our “micro-to-macro” methodology examines microeconomic industry trends to better understand the broad macroeconomic forces affecting business strategy and public policy. MGI’s in-depth reports have covered more than 20 countries and 30 industries. Current research focuses on six themes: productivity and growth, natural resources, labour markets, the evolution of global financial markets, the economic impact of technology and innovation, and urbanisation. Recent reports have assessed the digital economy, the impact of AI and automation on employment, physical climate risk, global health, income inequality, the productivity puzzle, the economic benefits of tackling gender inequality, a new era of global competition, Chinese innovation, and digital and financial globalisation. MGI is led by three McKinsey & Company senior partners: co-chairs James Manyika and Sven Smit and director Jonathan Woetzel. Michael Chui, Susan Lund, Anu Madgavkar, Jan Mischke, Sree Ramaswamy, Jaana Remes, Jeongmin Seong, and Tilman Tacke are MGI partners. Mekala Krishnan is an MGI senior fellow, and Sundiatu Dixon-Fyle is a visiting senior fellow.
