Resettlement Plan S/S – Sub Station III 1.0 Introduction 1.1 Project Background and Description To improve the quality and reliability of service in the power distribution system networks in the State of Madhya Pradesh, the Government of Madhya Pradesh (GoMP) has taken initiatives to invest in the power sector availing financing assistance from the Asian Development Bank (ADB) as development partners. The investments involve expansion, upgrading and reconfiguration of the existing power distribution system improvement in central Madhya Pradesh (Figure: 1). Figure 1: MP DISCOM-Central Jurisdiction The proposed investments are necessary to: (i) facilitate increased power transfers to accommodate increased demand and economic growth; (ii) improve supply-side energy efficiency by system de-bottlenecking and reducing technical losses; (iii) reduce the intensity of greenhouse gas (GHG) and other emissions via improved system efficiency; (iv) support expanded private sector participation in distribution system operations and other energy services; and (v) facilitate poverty reduction via improved electricity services and economic growth. 1 This social monitoring report provides information pertaining to the project for the period March 2014 to December 2017. The report is prepared by Environmental Planning and Coordination Organization [EPCO], Bhopal, Department of Environment, GoMP) for MP DISCOM-Central. The project is categorized as “B” for Involuntary Resettlement (IR) and “C” for Indigenous Peoples as per the ADB’s SPS. The core principles are consistent with the standards of the original safeguards documents and loan covenants. The RP covers the involuntary resettlement impact caused by the project activity. The main features of the project as per original scope of work (Annexure-I) of DISCOM – Central under this loan includes: (i) Distribution system improvement (i) Construction of 76 No.s New 33/11 S/S (ii) Installation of 501 km 33 KV (iii) 373 km 11 KV distribution lines, (iv) Bifurcation of overloaded 33 KV feeders and (v) Installation of 331 No.s 11 KV, 1500 KVAR Automatic Capacitor Banks. (ii) Capacity building for the executing agency staff. It is being implemented by DISCOM-C Bhopal under ADB Loan no. 3066. As per the Requirement of ADB Loan 3066, a combined Resettlement Plan and IEE Report for all distribution companies were submitted for ADB’s approval in September, 2013. However, in due course of work, 2 Nos. site locations of substations has been changed and 01 No substation was de-scoped from the original scope of work due to non-availability of land/ land dispute. DISCOM-Central area is facing low voltage problem and overloading of 11 KV feeders hence, it is decided to construct 13 Nos. new substations at load center. As the project implementation has taken sometime alternative feeders are created and problem of overloading emerged in other area so 4 No feeders are deleted, 7 No. new 33 KV feeders and 2 No.s 11 KV feeders were added in the project (Table 1). In light of these changes, the RP report was further updated & submitted for ADB’s approval.
