In view of the current conflict between Russia and Europe, it is crucial to comprehend how both actors perceive each other and the reality(ies) of the current status of their bilateral relations. According to the post-structuralists, foreign policies are dependent on the representations of “us” and “them”, articulated in national discourses. Such constructs are often represented through mass media, and given the growing adaptation of IT technologies, social media specifically become a suitable platform for the distribution of the images of “us” and “them” for both domestic and foreign audiences. The study seeks to identify which images of the EU are framed by Russian officials in social media and whether such frames correlate with some aspects of Russian domestic and foreign agendas. The thesis focuses on the images of the EU framed by Russian officials in the period between March 2019 and December 2019, a drastic period of EU-Russia relations, triggered by the Ukrainian crisis.

    RUSSIA 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Russian Federation has a highly centralized, authoritarian political system dominated by President Vladimir Putin. The bicameral Federal Assembly consists of a directly elected lower house (State Duma) and an appointed upper house (Federation Council), both of which lacked independence from the executive. State Duma elections during 2016 and the presidential election in 2012 were marked by accusations of government interference and manipulation of the electoral process. Security forces generally reported to civilian authorities, except in some areas of the North Caucasus. The continuing occupation and purported “annexation” of Ukraine’s Crimean Peninsula continued to affect the human rights situation significantly and negatively. The government continued to train, equip, and supply pro-Russian forces in eastern Ukraine, who were joined by numerous fighters from Russia. Credible observers attributed thousands of civilian deaths and injuries, as well as widespread abuses, to Russian-backed separatists in Ukraine’s Donbas region, and to Russian occupation authorities in Crimea (see the Country Reports on Human Rights for Ukraine). Authorities also conducted politically motivated arrests, detentions, and trials of Ukrainian citizens in Russia, many of whom claimed to have been tortured. Human rights groups asserted that numerous Ukrainian citizens remained in Russia as political prisoners. The most significant human rights problems were: Restrictions on Political Participation and Freedom of Expression, Assembly, and Media: Authorities restricted citizens’ ability to choose their government through free and fair elections and increasingly instituted a range of measures to suppress dissent. The government passed repressive laws and selectively employed existing ones to harass, discredit, prosecute, imprison, detain, fine, and suppress individuals and organizations critical of the government.

    Russian Political, Economic, and Security Issues and U.S. Interests Jim Nichol, Coordinator Specialist in Russian and Eurasian Affairs March 31, 2014 Congressional Research Service 7-5700 www.crs.gov RL33407 Russian Political, Economic, and Security Issues and U.S. Interests Summary Russia made uneven progress in democratization during the 1990s, but this limited progress was reversed after Vladimir Putin rose to power in 1999-2000, according to many observers. During this period, the State Duma (lower legislative chamber) became dominated by government- approved parties, gubernatorial elections were abolished, and the government consolidated ownership or control over major media and industries, including the energy sector. The Putin government showed low regard for the rule of law and human rights in suppressing insurgency in the North Caucasus, according to critics. Dmitry Medvedev, Putin’s longtime protégé, was elected president in 2008; President Medvedev immediately designated Putin as prime minister and continued Putin’s policies. In August 2008, the Medvedev-Putin “tandem” directed military operations against Georgia and recognized the independence of Georgia’s separatist South Ossetia and Abkhazia, actions condemned by most of the international community. In March 2012, Putin was (re)elected president by a wide margin. The day after Putin’s inauguration in May 2012, the legislature confirmed Medvedev as prime minister. Since then, Putin has tightened restrictions on freedom of assembly and other human rights. Russia’s Economy Russia’s economy began to recover from the Soviet collapse in 1999, led mainly by oil and gas exports, but the decline in oil and gas prices and other aspects of the global economic downturn beginning in 2008 contributed to an 8% drop in gross domestic product in 2009.

  • Chapter 5 Russia: the Post-Putin Issue and Changes in the 1993
    NIDS East Asian Strategic Review 2021 Summary The Russian Federation, which newly emerged after the fall of the Soviet Union in December 1991, governed the nation with the Federal Constitution established in December 1993. The Boris Yeltsin administration in the 1990s was characterized by chaotic socioeconomic conditions, an unstable political order, and increasingly centrifugal federal-regional relations. On the other hand, the Vladimir Putin administration inaugurated in May 2000 opted for “power vertical,” executed large- scale political reform, including of the federal system, and worked to stabilize the constitutional system. In this context, problems concerning the Rights and Freedoms of Human and Citizen guaranteed in Chapter 2 of the 1993 Constitution have emerged against the backdrop of strengthened measures to combat terrorism and extremism and legal restraints on the mass media. These problems have become the focus of Russian politics, particularly in recent years. The process of amending the 1993 Constitution, which began in earnest at the beginning of 2020, has built the basic mechanisms for maintaining the Putin regime. On the other hand, voices of citizens calling for change also grew, ushering Russian society into a period of change. The amendments to the Constitution clarified a prohibition on electing a president three times, but because a provision was established stating that previous terms of incumbent or former presidents are not counted, President Putin and Dmitry Medvedev, deputy chairman of the Security Council, are able to run in the next presidential election under this system. In this chapter, we focus on Russian Constitutional reforms to derive suggestions about the political regime and the Post-Putin issue.
