BGH News and Updates BGH Turns 76: Improving P S ho would have thought that Bataan General Hospital (BGH) that emerged during the Japanese colonization which dates back its root in 1941 would reach seventy six years and be poised for an even more dynamic commitment beyond? As what has been stated and being guided by its quality policy, BGH remained true to its commitment towards holistic, excellent, efficient W and equitable medical care and other services towards total patient and customer satisfaction through continuous implementation of quality management system processes to ensure quality medical health care and services in the province of Bataan. Moreover, here are some of the hospital’s milestones highlighting the parade of successes it has achieved through the years dated back from its genesis until now while thriving with the presence of challenges in modern times marching towards its 76th founding anniversary in the provision of quality health care and medical services to satisfy all its patients in need.

A glimpse into its antiquity

The humble beginning of Bataan General Hospital, formerly known as Bataan Provincial Hospital can be traced back on November 30, 1941 when the institution was first built. Ten days after the outbreak of Second World War; BGH as a primary health care provider catered the people and served as a war hospital during the Japanese invasion in the province of Col. Iku Takasaki. Initially, the hospital had a 20 bed capacity with a total number of 17 personnel and had been accessible to the public in year 1942.

Despite of insurgencies thereafter that afflicted many people, this cause never became a hindrance for BGH as the hospital achieved unceasing development and improvement with regards to the infrastructure and manpower resources through the initiative of political leaders, governors and congressmen in year 1950.

In the 1960s, it marked an increased of the bed capacity from 20 to 150 and was further increased to 200-bed capacity through the hospitals’ integration with the provincial health office in year 1983.

In year 1991, BGH was then entrusted to the province of Bataan in lieu of the enactment of Republic Act 7160 otherwise known as the Local Government Code, and eventually been upgraded in year 1998 by virtue of Republic Act 8561, making the Bataan Provincial Hospital into a Tertiary Level II Hospital elevating its bed capacity to 350. This transition was made possible under the direct control, supervision and management of the Department of Health.

Two years after, inauguration of Emergency Room-Out Patient Department Complex was constructed and in year 2008, it created its first Memorandum of Agreement between the province of Bataan and Department of Health with both parties together runs BGH with at least 25% fund increment.

The pioneering years: BGH Growth and Expansion

Having been guided by its set quality objectives, BGH had embraced its dedication to continually improve provision of health care to all patients through customer’s active participation, improve availability and accessibility of health care services and facilities, improve its manpower including enhancement and development of the knowledge, skills and characters of all the employees and staff through valuable trainings and seminars, establish research and development program within the hospital, and lastly, produce physicians trained in different fields of specialization.

BGH’s ultimate goal in delivering and providing excellent medical services for the people of Bataan was attained as the institution strived for various International Organization for Standardization (ISO) certifications dated in year 2014, wherein BGH passed the ISO 9001:2008 certification and had upped its level of accreditation as the hospital has been the first agency in Central Luzon to receive the 2015 version of the ISO 9001 Quality Management System (QMS) with no non-conformance reports and been recertified for QMS last May 22, 2017. The ISO certification became evident to have found that there has been desirable improvement and vast development within the operational services and processes taken in the institution as it continuously thrives for advances in modern technology, changing needs of the economy, meeting such rapid demands of the community and an ever increasing population of its patients, BGH continues to uphold that standard implementation and fulfillment of such must solely adheres to all mandatory, constitutional and regulatory requirements in correspondence with the provision of Universal health care.

3 BGH Life and Health Today Vol. 1 Issue No. 2

As a result of abounding awards, citations, certifications and recognitions received by BGH in accordance with its quality policy, these created a good impact and also a reflection that the trust level of the people of Bataan increased due to the fact that the hospital marked a consistent increase in the number of P S hospital admissions and bed occupancy rate. Both emergency and out-patient departments have also documented an increase in the number of patients served thus hospital’s income has also been augmented.

With its growing patients and clients to serve, BGH had managed to expand its institutionalized services by improving its designs and facilities, construction and reconstruction of infrastructures became necessary. Thus, infrastructure development that began last year is expected to be completed this year which includes three -storey multi-specialty building, hemodialysis unit, physical and rehabilitation center, and oxygen generating plant.

Furthermore, a research survey which was conducted during the end of 2016 is another benchmark with a very satisfactory mark from clients, patients, and employees. It is also reflective of its quality performance and delivery of services involving improved facilities,

acquired state of the art equipment availability, globally competitive medical doctors, competent nurses, laboratory personnel, allied health staff and supporting staff, and affordable cost of medicines towards holistic, equitable and excellent healthcare assistance.

Embracing the challenges of tomorrow: An edified institution for all stakeholders

BGH with its current status of level II hospital with an authorized bed capacity of 214 and with an implementing bed capacity of 400 is considered a fully grown body with its colossal growth and expansion will continue to fulfill its commitment and reach its fullest admiration to cater all its stakeholders in the provision of quality health care.

As BGH kicks-off its countdown to its 76th founding anniversary, the hospital has steadily made good in its commitment to improve patient satisfaction, to excel and gear for more achievements, rewards and recognitions both local and national levels, struggle for more certifications and accreditations through the accredited training programs awarded by different medical societies in the country to earn a prominent reputation in the province of Bataan.

Some of its targets for the succeeding challenging years in service, this includes procurement of additional dialysis machines, ambulance, construction of three-storey multi-specialty building with equipment, construction of parking area, additional land acquisition and expansion, construction of three-storey medical ward building, supply and property warehouse, new engineering building and motorpool, and upgrading of radiology instruments of the hospital to mention a few.

The year by year target of BGH is also a realization to all its manpower to not be complacent in rendering its services for all patients in need. Thus, extending their collective efforts, care and devotions in reaching the people must serve as an inspiration to everyone in pressing and continuing their journey as health care providers and medical health care professionals while most institutions around the world grow increasingly more challenging.

Operation Smile Eighteen (18) children with cleft lip and palate have regained theira smile after they have been operated during the Operation Smile held on October 19-20, 2017 at Bataan General Hospital. The said operation was successfully done through the efforts of Bataan General Hospital in partnership with the Philippine Band of Mercy (PBM) and the Diocese of Balanga. Prior to this, there was an initial screening done to determine those children who will be a candidate for the said operation.

Cleft lip and palate is a congenital condition wherein the baby’s lip and palate failed to close before their birth which is associated to several factors such as heredity and environmental factors during pregnancy. In fact, most of the children who have been operated during the said surgical mission have relatives or family members with the same condition.

Meanwhile, Bishop Ruperto Santos of the Diocese of Balanga visited those children while they are admitted in the hospital and waiting for their schedule of operation. Bishop Santos together with Dr. Glory V. Baltazar, Medical Center Chief of BGH, gave their spiritual and moral support not only to the children but to the parents and guardians of the children as well. In return, the parents and guardians were very thankful for having this kind of surgical mission which is regularly done once a year in BGH.

The surgical team was composed of Dr. Mel Anthony Cruz and Dr. Mark Manansala who are both plastic surgeons together with Dr. April Giorgina Gervasio and Dr. Paulito Demapelis (both are anesthesiologists), Ms. Michelle Orbe (PBM coordinator) and nurses namely Mr. Marcelino Palitic,Ms. Micah dela Cruz and Mr. Mark Maderia.

Sight Saving Month

The Eye Care Center (ECC) of the Bataan General Hospital has celebrated the Sight Saving Month through vision screening among Grade 1 pupils of Tenejero Elementary School on August 29, 2017. This year’s celebration focused on the early detection and treatment of Error of Refraction which is considered as the most common visual disorder among children with a theme of “Mas makikita ang forever kung eyesight ay better” wherein having a regular eye check-up is very important to assess whether the child is suffering from the said condition.

Aside from the eye screening, there was a simultaneous orientation on the proper eye care among parents of Grade 1 pupils which was delivered by Mr. Romeo C. Tuazon Jr., Training Specialist for Nursing. Several topics were covered during the said lecture such as the role of eye, common eye problems and danger signs. The parents were given the opportunity to ask question through an Open Forum and most of them were enlightened about the importance of eyes in our body and their misconceptions were corrected.

On the other hand, Ms. Agnes Magdalera, school principal, expressed her gratitude to the whole team for conducting the said activity among their grade 1 students wherein she requested the team to conduct it annually in their school. Dr. Luis Hizon, ophthalmologist and head of ECC, said that this will be a regular activity of BGH-ECC as part of its community extension services. Lastly, those Grade 1 students who were found to have visual problems have been referred to BGH-ECC for further evaluation and treatment.

BGH News and Updates 2nd Round of SURGICAL CARAVAN conducts an orientation on

Hospital Incident Command System (HICS)

BATAAN GENERAL HOSPITAL – On July 13, 2017, the hospital’s Disaster Risk Reduction Management for Health (DRRM-H) conducted a one-day orientation to selected hospital personnel on the Incident Command System (ICS). This is an initiative of our Medical Center Chief, following her significant training on the Incident Command System (Executive Course).

The program started with opening remarks and a brief update on the contingency planning of BGH, led by Medical Center Chief II, Dr. Glory V. Baltazar. She first discussed the history and effects of the movement of the West Valley Fault, more commonly known as the “Big One.” Further, she talked about the activation of the code alerts, with “Code Red” being the highest among the three, and role of the hospital personnel should the “Code Red” be set in motion. Also, she called upon the Division Chiefs to prepare, pre-position and procure logistical needs, such as medical tents, cot beds and “go-bags,” to name a few, as part of preparation and contingency planning.

Right before noontime, Dr. Noel M. Laxamana and Dr. Don Arlie S. Romero provided lectures on the background, principles and purpose of the hospital ICS. They also provided important points on the importance of the ICS organization, with emphasis on the 4Cs (Command, Control, Communications and Coordination), 4Ss (Space, Stuff, Staff and Special) and 3Ts (Triage, Treatment and Transport). Dr. Romero gave special mention to ICS facilities, which would include Staging Areas, Incident Command Post, Advanced Medical Post and the like. A video clip was shown, which demonstrated the proper and prompt conduct of the Japanese people in the Great Eastern Earthquake of 2011, particularly in one of their Red Cross Hospitals.

In the afternoon, the participants, who are mostly Medical Specialists and Clinical Department Heads, gave their best of insights in the tabletop exercises. The first exercise involved the creation of an ICS organization, based on the principles of the Single Command System and the Unified Command System. To sustain their motivation in the training, Dr. Laxamana and Dr. Romero then made an earthquake scenario at BGH, and tested the

group’s critical thinking following the principles of ICS. This was made through the conduct of a tabletop exercise, utilizing a large map surrounding the hospital’s premises, and cut-out vehicles and facilities printed in paper. The output was presented in the presence of the Medical Center Chief, with a lively discussion and evaluation.

The training ended up in the nomination and election of an Incident Commander (IC) among the group. Dr. Laxamana and Dr. Romero were elected as the First Call ICs, and Dr. Luis Hizon and Dr. Roberto Luneta were chosen as the Deputy ICs. Dr. Baltazar remains as the agency’s Responsible Official or Responsible Officer, for whom the Incident Commander reports directly to, in case of a mass casualty incident.

BGH News and Updates IDOTS with SSTR New regimen in the fight against Drug Resistant TB The Department of Health Regional Office III (DOH RO3) in cooperation with the Bataan General Hospital Satellite Treatment Center for Drug Resistant TB successfully conducted training on Integrated Daily Observed Treatment Short Course (iDOTS) with Standard Short Treatment Regimen for Multi – drug resistant TB last October 23 -27, 2017 at Lohas Hotel, Clark, Pampanga, wherein 36 representative from rural health units of Bataan and 4 representative from Aurora participated. The objective of this training is to update and capacitate participants to implement the IDOTS with SSTR under the programmatic condition.

On June 19, 2017, DOH issued the Department Memorandum 2017-0281 – “Implementing Guidelines on the Programmatic Management of Drug Resistant TB” which aims to strengthen the case holding mechanism of DOTS facilities to improve treatment success rate (TSR) by implementing programmatic approach in drug resistant TB.

In this regard, all health care workers (physicians, nurses, medical technologist, midwives, and community volunteers) in facilities as well as NTP managers at the regional, provincial and city levels providing DR-TB services are hereby instructed to utilize the said department memorandum.

As stated in the PMDT performance, the number of enrolled drug – resistant tuberculosis (DR-TB) cases continuously increased from 15 cases in year 2000 to 5,334 cases in year 2016 for a cumulative total of 21, 316 based on the PMDT Implementing Guidelines. Thus, emerging cases of drug resistant TB can drastically affects the target treatment success rate of the NTP. In line with this, the Philippine Strategic TB Elimination (PHILSTEP) creates PMDT Plan and Targets to address the emerging problem in the combat against TB. To attain these, the following are the key strategies: a. Enable ROs and LGUs to formulate plan to address DRTB through multi-sectoral collaboration. b. Build capacity of human resources to manage PMDT, to provide diagnostic and treatment services, to promptly identify and properly manage adverse events, and to provide palliative care. c. Continue to provide free ancillary drugs to combat adverse events. d. Expand quality – assured laboratory facilities supporting PMDT. e. Integrate PMDT services with DOTS services.

The implementation of iDOTS with Short Standard Treatment Regimen aims to strengthen the fight against drug resistant TB by improving treatment compliance of patients. In SSTR, patients will have to take second line drugs for 9 – 11 months based on their treatment response unlike in the Standardized Regimen for Drug Resistant TB (SRDR), patient will have to endure 18-24 months of treatment process.

As part of the advocacy campaign, Dr. Joseph M. Quan, Medical Officer III and Mr. Adrian B. Almario, RN, Nurse Coordinator for Bataan General Hospital DOTS facility serves as one of the resource speakers in the training design for iDOTS with SSTR. Dr. Quan discussed the case management and pharmacovigilance to properly address adverse drug effects which is crucial in treatment process. Also, Dr. Quan made use of the opportunity to emphasized proper assessment in case finding for patients who are eligible for Gene Xpert (Xpert MTB/RIF); a rapid molecular diagnostic tool that detects the presence of Tb bacteria and rifampicin resistance to significantly improve the treatment success rate by early diagnosis and treatment. After which, all the representative who participated in the group photo were equipped with knowledge and skills in handling drug resistant TB after completing the training of iDOTS with SSTR.

A Medical Social Worker’s Experience at BGH… A testimony from the perspective of a non-Bataeño employee

I have been working in Bataan General Hospital for three years now as a Medical Social Worker. I came from the province of Zamboanga Del Sur, Region IX. Prior to my work here I had been working in the different field related to my profession in a private setting in Metro Manila. Looking back on how I end up working here is I think was God’s gracious intervention because I don’t know even one single person and was never been here before. I am a total stranger of the place, people and its values and culture; yet, I choose to stay knowing that I need to adjust and adapt the way people live. I ventured on this place having confidence in God that ZUMBA there is a bigger purpose on why I am here. True enough, the values of this institution holds, being “patient centered” is not only close to my own values but for being a social worker and a public servant. Adjusting with the people and the nature of work was only difficult on the first few Zumba is one of the most fun and versatile fitness months and slowly I learned to adapt on it. Now, I already love it thus I crazes to come along in a long time. Classes can tried to find ways to improve myself through further studies so that I can be geared for just about any fitness level. People are warm and have a deep religious conviction. This attitude of the Bataeños makes them resilient on facing their troubles every day. I encountered lots of them at BGH not only Zumba is an interval workout. The classes move patients but also employees who are so dedicated in their work no matter between high- and low-intensity dance moves how small it is. It’s a kind of inspiring and contagious thus when I’m designed to get your heart rate up and boost stricken with homesickness I just reflect on how the patient’s real cardio endurance. Working up a sweat in the condition is, unlike mine which is just merely a feeling; it comes and go. 60-minute classes burns an average of 369 calories more than cardio kickboxing or step Being a medical social worker in this institution is truly a great aerobics. opportunity for growth and development.
