INTRODUCTION I.1 PROGRAMME COMPLEMENT The setting-up of the administrative capacities for the efficient management of the Structural Funds and the establishment of suitable institutional structures demand solid expertise and thorough preparation. The most important regulations on the organisational structure are Council Regulation 1260/1999 laying down the general provisions for Structural Funds as well as Commission Regulations 438/2001 and 448/2001 laying down the detailed rules for the implementation of Council Regulation 1260/99 as regards the management and control systems for assistance granted under the Structural Funds. Concerning Article 5 of EC Regulation 438/2001, the coordinator is the National Development Agency, an organisation to which the ARDOP Managing Authority has given all the necessary information. In May 2003 the Government of the Hungary adopted the Community Support Framework (CSF) and, in connection with it, the Agriculture and Rural Development Operational Programme (ARDOP). The European Commission also adopted the Hungarian CSF on the 21 st June 2004 (C(2004) 2093). However, in order to get access to the Structural Funds of the European Union, a Programme Complement (PC) is elaborated, the aim of which is to describe the ARDOP from a more application oriented approach and by this to establish a closer relationship between the applicants and the national authorities taking part in the programme. The aim of the Program Complement is to justify the strategy and the planned support with detailed data about the different levels of measures, to describe the measures in detail and to define the concrete support. The Programme Complement describes the details of operation according to the priorities and related measures. For each measure monitoring indicators have been determined, which will be used for the assessment of the efficiency of the project. The Program Complement consists of 7 chapters and the attachments. The first one describes the institutions participating in the management of the measures, stating the exact position they occupy in the process. Based on that, the applicants can become acquainted

The bat fauna of the Gömör-Torna Karst region has been studied for several decades, in par ti cu lar that of the Aggtelek Karst (Hungary). The earliest research was mainly conducted in the well-known Baradla cave system, whilst other sites in the region were somewhat neglected. At the end of the 1980s a new research programme started, when studies on house-dwelling bat species and a comparative analysis of results was systematically carried out. These results played an important role in the conservation strategies for the protection of roosts (e.g. in churches). Some of these roosts were of international im por tan ce. During the third period of research, a survey of man-made caverns and of forest-dwelling bat po pu la ti ons began. This research revealed that 26 bat species inhabited the administrative area of the Aggtelek National Park (24 species in the proper area of the national park). These fi gures prove that there is a very rich bat fauna in terms of both species and their populations. The latest faunistical studies and the pro te cti on of these populations have both signifi cantly improved our knowledge on the distribution and occur ren ce of several species. At the same time, it became necessary to reassess all previous data. Ennek keretében az ungvári és beregszászi levéltárosoknak lehetőségük nyílt arra, hogy magyarországi levéltári rendezvényeken vegyenek részt, saját történelmük magyarországi nyomait kutassák. A magyar szak­ emberek pedig eljutottak a kárpátaljai levéltárakba, elsősorban Beregszászra, ahol értékes iratanyagot őriznek. A míregyházi levéltárosok - a Nemzeti Kulturális Alap által támogatott - ku­ tatást végeztek a Beregszászi Levéltárban azzal a céllal, hogy felmérjék, mekkora terjedelmű és milyen jellegű az az iratanyag, amely a történeti Bereg vármegye ma Magyarországhoz tartozó részére vonatkozik. Néhány fontos iratról fénymásolatot is készíthettek.

As part of this project microtectonic measurements in the area of the Villány Hills and Görcsöny–Máriakéménd Ridge were carried out. Several publications have already appeared concerning the structural development of the Mecsek–Villány area (Csontos and Bergerat 1988, 1993; Benkovics 1997; Csontos et al. 2002), but in these the Villány Hills and their surroundings played a secondary role compared to the Mecsek Mountains. The goal of the present study was to establish the limits of the structural phases and determine their relative and absolute ages. An important issue has been to clarify to what degree the suggested events of structural deformation could be integrated into regional geologic processes. The tectonic conditions of the area of interest were studied through description and analysis of structural elements of 12 investigated quarries within it. Calculated stress field data were also analyzed. Seven quarries in the Villány Hills, five in the Görcsöny–Máriakéménd area, the data of over 650 striae, 550 joints, various ductile deformation elements (folds, flexures) as well as stylolites, were recorded. Koppany Valley is located in one of the most underdeveloped Hungarian territories considering serious economic, social and infrastructural issues. Despite this fact, there is significant potential regarding the green energy sector if taking into account essential amount of local raw bio- material production. The estimated theoretical potential of biomass in the area is substantial, although however it is complicated to realise due to the social barriers such as lack of knowledge and low level of awareness regarding renewables among the local stakeholders. During 16 months of our research the most important social, economic and biomass production data of the examined settlements were collected primarily as well as secondary statistical data. Three hundred questionnaires were distributed in 10 rural settlements of the tested micro region. It was concentrated to three main parts of questions: general information about respondents (background information), awareness regarding renewable energy and different types of sources and a separate block considered biomass data specifically. In the questionnaire mostly Likert scale and multiple choice questions were applied. The study of social and natural opportunities for the renewable energy utilization helps to determine local economic circumstances by describing the social environment of the Koppany Valley. The main factors affecting public behavior towards local sustainable energy improvement were investigated.
