Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether it is a fact that for medical check up, the Doctors of private hospitals/clinics in Islamabad charge more than Rs.1000 as fee at present; and

(b) whether it is also a fact that the Doctors mostly do not sit in Government Hospitals resultantly people are compelled to visit said clinics/hospitals; if so, the steps taken by the Government to bound such Doctors to serve full time in the Government Hospitals?

Will the Minister for National Food Security and Research be pleased to state:

(a) the total number of seeds analyzed and experiments made by the Agricultural Research Council during the year 2015;

(b) the total expenditure incurred thereupon and achievements made therefrom;

(c) whether it is a fact that cultivation is being made in Multan by said experiments; and

(d) the areas for which said seeds are suitable alongwith the details thereof?

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a) PARC acquired and distributed germplasm of wheat (196) pulses (1155), rice (23640), Maize (5194) and fodder (549) to various agricultural research institutes for evaluation and varietal development. Candidate line of wheat (40), rice (16), maize (93) oilseed crops (80), pulses (64), sugarcane (12) and fodder (67) were tested in NUYT. In adaptability trials, rice hybrids (50), maize (104), S.S hybrids (10) and millet hybrids (6) were tested. PARC produced certified seed of canola (15 tons), soybean (90 tons), wheat (20 tons) and mungbean (30 tons) during 2015.

(b) Total expenditure of Rs.6.65 million was incurred on the activities.

(c) It is not fact that these seeds are planted in Multan.

(d) The seed of Wheat, Canola, Soybean and Mughbean are suitable for major production areas of these crops. However, these varieties are most suitable for Pothwar region.

(a) the breakup of average production of hydel electricity in megawatts being produced against overall potential of hydel in the country at present;

(b) whether it is a fact that Pakistan has failed to utilize full potential of hydel electricity; if so, the reasons thereof; and

(c) whether there is any proposal under consideration of the Government to utilize full potential of hydel electricity of the country?

Minister for Water and Power (Khawaja Muhammad Asif): (a) WAPDA has identified a hydropower potential of 60,158 MW in the country. @226. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether it is a fact that Pakistan is among those three countries of the world where polio is still exist; if so, the steps taken by the Government to make our country polio free; and

(b) whether it is also a fact that a large quantity of vaccines are being disposed of/wasted by the drug mafia; if so, the action taken by the Government against responsibles therefor?

Minister for National Health Services, Regulations and Coordination: (a) Unfortunately, Pakistan is one of the few countries in the world with endemic Polio virus. Government of Pakistan is committed to Polio End game strategy and implementing full measures to eradicate this virus from the country.

Various steps taken by the Government of Pakistan are as following:

The National Emergency Action Plan 2015-16 endorsed by the Prime Minister of Pakistan is being implemented all across.

There is highest level political commitment.

Formulation of National Task Force headed by the Prime Minister.

Formulation of Prime Minister’s Focus Group on Polio Eradication comprising of senior high level administrators.

Constitution of Cabinet Committee (Ministers Interior, Defense and National Health Services) to ensure security for the polio workers.

Inter-Ministerial committee headed by the Minister of State, National Health Services spearheads generation of resources and also ensuring transparency.

Formulation of Provincial Task Forces chaired by the Chief Secretaries and District Polio Eradication Committees headed by the Deputy Commissioners.

National Islamic Advisory Group has been constituted to work with local level religious leaders.

Establishment of Emergency Operation Cell (EOC) at Federal level.

Conduction of Special National Immunization Days (SNIDs).

Under International Health Regulations (IHR) sanction, all international passengers are administered Polio vaccines.

Approval of 2nd PC-1 (2016-18).

(b) After 18th Amendment, implementation of vertical programs rests with provinces. Federal EPI procures vaccines for the whole country and then delivers them to provinces.

So far, no province/area has filed any complaint about disposal/wastage of vaccines by any drug mafia.

301. *Ms. Sajida Begum:

Will the Minister for Industries and Production be pleased to state:

(a) whether it is a fact that production of Pakistan Steel Mills (PSM), Karachi has been stoped due to the non supply of gas from more than five months;

(b) whether it is also a fact that eighteen billion rupees under the head of gas bill and surcharge have been accounted therefor;

(c) whether it is further a fact that the production of PSM was increased by the monetary package of Rs.18.50 billions; 7 (d) whether it is further a fact that the request has been made to the Government for the support of Rs. 9.30 billions for the supply of raw material to PSM;

(e) if the answers to parts (a), (b) are in the affirmative, the steps taken by the Government for provision of gas, electricity and monetary support to run the said Mills again?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) Yes, it is a fact that Pakistan Steel Mills has been stopped due to the non supply of gas from more than Seven months.

(b) Detail of SSGC natural gas outstanding balance as on November 2015 is as under:—

Principal amount = Rs. 19.1 billion Late payment surcharge = Rs. 20.8 billion

Natural gas bill for the month of December 2015 is Rs.72 million, whereas the payment surcharge Rs.799 million will be charged after due date i.e 21-01-2016.

(c) Yes, it is a fact that the production of PSM was increased by the package of Rs.18.50 billions. The plant was running at 6% in FY 2013-14 and 1% in April, 2014 when a bailout of Rs.18.5 billion provided to revive the mill, PSM had been lifted from 1% CAPU of April 2014 to 41% in March, 2015 (65% on 10th March, 2015 when gas pressure reduced and affected monthly capacity). (e) The answer to part (a) and (b) is in affirmative and the steps taken by the Government is as under:—

A high level ministerial meeting with the Minister for P&NR was also held by Chairman Privatization Commission, Chairman SSGC and CFO Pakistan Steel on 1st July, 2015 in Islamabad, and decision taken for restoration of gas supply to PSM which will henceforth pay current bill. The decision was not implemented by SSGC.

302. *Ms. Sajida Begum:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the construction work on the Munda Dam has been started;

(b) if so, the percentage of work completed thereupon so far?

Minister for Water and Power (Khawaja Muhammad Asif): (a) & (b) Construction work on Mohmand (Munda) Dam has not yet been started.

Mohmand (Munda) Dam is in “Study Phase” and its Detailed Engineering Design, Preparation of PC-I and Tender Documents are in progress. Progress achieved upto date is 67%.

Construction will be started after the completion of Detailed Engineering Design and approval of PC-I.

303. *Mrs. Shahida Rehmani:

Will the Minister for Industries and Production be pleased to state:

(a) the total land in possession of the Export Processing Zone Authority (EPZA), Gawadar at present; and

(b) the time by which the said EPZA will become operational?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) The total land in possession of the Export Processing Zone Authority (EPZA), Gawadar at present is 1000 Acres at Mouza Karwat 42 kms away from the sea port.

(b) Export Processing Zone (EPZA), Gawadar will be completed by end of 2019 and likely to be operational on its completion.

304. *Mrs. Shahida Rehmani:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state the annual death rate in Pakistan due to Hepatitis since 2008?

Minister for National Health Services, Regulations and Coordination: There is no National or Provincial data on deaths due to various causes including hepatitis.

World over, it is estimated that almost 5% cases suffering for hepatitis C will die due to liver failure or cancer.

In Pakistan there are about 8 million (80 lac) cases suffering from hepatitis C, therefore almost 80,000 (0.8 lac) will die each year due to liver disease.

These deaths are due to very advanced liver disease called liver failure. Usually these patients develop liver failure after having disease for over 20-30 years during which time they do not take appropriate treatment or the treatment fails or they develop liver cancer.

In Pakistan, the death certificate does not disclose the cause of death, so checking death certificate to identify the cause of death is useless.

Only hospital case files of patients who die in a hospital have the information on the cause of death while their death certificate does not identify the underlying disease. The death certificate of those who die at home due to known illness is also without such information. 10 305. *Ms. Musarat Rafique Mahesar:

Will the Minister for Water and Power be pleased to state:

(a) the present status of the Dasu Dam Project;

(b) the expected expenditure to be incurred thereupon; and

(c) the sources of its funding?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The present status of the project is as under:—

CONTRACTS AWARDED

i. Construction of Right Bank Access Road (Dasu-RAR-01).

ii. Relocation of Karakorum Highway (Dasu-KKH-01).

iii. Construction of 132 kilo watt (KV) Transmission Line from Dubair to Dasu (Dasu-TL-01).

iv. Project Colony and Infrastructure (Dasu-PCI-01R).

v. Resettlement of Village Chuchang and Construction of Open Air Shatial Museum (Dasu-RV).

PROCUREMENT OF CONTRACTS UNDER PROCESS

i. Construction of KKH-02 and RAR-02.

ii. Resettlement of Villages on Left & Right Banks (Dasu-LBRV-10 & 11 and Dasu-RBRV-10 & 11).

iii. Construction of RAR-03

iv. Main Works (MW-01 & MW-02)

v. Electrical and Mechanical Works (EM-01) 11 (b) Rs. 486,093.30 Million (as per approved PC-I dated March 28, 2014) are expected to be incurred on Stage-I of Dasu Hydropower Project.

(c) The World Bank approved the financing of Stage-I of Dasu Hydropower Project with an International Development Agency (IDA) Credit of US$ 588.4 Million and an IDA Partial Credit Guarantee (PCG) of US$ 460 Million on June 10, 2014 as first (IDA) Credit. Loan Agreement signed on August 25, 2014, which has been effective from November 20, 2014.

To bridge the financing gap between Project cost and available World Bank IDA Credit, Local and International financial institutions/ commercial banks were approached. In this regard, negotiations with Local and International Banks for Rs.1.44 Billion and US$ 800 Million respectively, are underway.

306. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that budget has been allocated by the Government to repair electric transformers;

(b) whether it is also a fact that in case transformers are burnt in cities particularly in rural areas are repaired after collecting contribution from the local people of those areas;

(c) whether it is further a fact that the serving and retired employees of power transmission departments give electricity connection privately through illegal means; if so, whether the said practice is called power pilferage;

(d) if so, the steps being taken by the Government to curb said practice?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Repair and maintenance of transformers is being made out of Distribution margin of DISCOs allowed by NEPRA. Therefore Government is not allocating separate funds for the same. 12 (b) No contribution is being collected from consumers of General Duty/ Public Transformers. However, the cost for replacement/repair of independent/ dedicated connections is recovered through Demand Notice/Bank Challan.

(c) It is not a fact that serving and retired employees give electricity connections privately through illegal means.

(d) Not applicable.

307. *Ms. Suraiya Jatoi:

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state the amount charged from each pilgrim who performed Hajj under the Private Hajj Tour Operators during Hajj 2014 and 2015?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): Every HGO is bound to execute an agreement with each pilgrim by indicating amount of the package and detail of facilities i.e accommodation. Transport, food etc. to be provided. The packages are prepared by the HGOs including all facilities and pilgrims accept and sign the agreements. Every HGO offer different packages and there is no specific amount. The packages is offered on the basis of “offer and acceptance” between HGO and pilgrims themselves. In case of any deviation from the Services Provided Agreement (SPA) and individual agreement, severe punishment like fine, cut in their quota or suspension of quota are awarded to them.

308. *Ms. Suraiya Jatoi:

Will the Minister for Housing and Works be pleased to state:

(a) the details of complaints registered against employees of the Estate Office, Islamabad during the last three years alongwith the names thereof;

(b) the action taken against the said complaints; and

(c) the steps taken by the Government to control the corruption in the said Estate Office during the said period?

13 Minister for Housing and Works (Mr. Akram Khan Durrani): (a) Detail of complaints received against the officials of the Estate Office, Islamabad during last three years is at Annex-A.

(b) Action taken against the said complaints is under the column No.5 of above Annex.

309. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for National Food Security and Research be pleased to state:

(a) whether there is any proposal under consideration of the Government to establish regulatory mechanism in Islamabad Capital Territory (ICT) in order to control and regulate the food industry/business; if so, the details thereof; and

(b) the name of departments in ICT which are controlling and regulating the said business at present?

310. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state:

(a) the details of complaints registered in the Ministry against Private Hajj and Umrah Operators during the year 2015; and

(b) the action taken by the Government in this regard?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): (a) A total of 172 complaints were received, in KSA. Out of 172 complaints, 162 minor complaints about Hajj were decided thereon and 14 an amount of Rs. 6.14 million was given to 270 hujjaj of 30 HGOs. 34 complaints in Pakistan and 10 in KSA were received in 2015 against 44 tour operators in this Ministry regarding non provision of facilities to the Hujjaj.

(b) A Complaint Disposal Committee (CDC) was constituted in this regard for redressal of complaints of Hujjaj. The Committee visited the concerned Directorates of Hajj in all Provinces. Both complainant and HGO were given opportunity of personal hearing. Decisions are awaited. Decision of Complaint Disposal Committee (CDC) can be challenged in the Appellate Forum created in the Ministry.

311. *Ms. Munaza Hassan:

Will the Minister for Ports and Shipping be pleased to state:

(a) the steps taken by the Gwadar Port Authority (GPA) to develop the unprivileged area of Gwadar;

(b) the steps taken by the GPA to develop the unprivileged area of Balochistan at present; and

(c) the total amount incurred for the said purposes during the last three years?

Minister for Ports and Shipping (Mr. Kamran Michael): (a) Despite the fact that currently there is not much port operations in Gwadar Port and a small revenue is earned, hopefully it will increase in future. Gwadar Port Authority has taken following steps to contribute in the development of unprivileged areas/ people of Gwadar:

(i) During 2014, the Gwadar Port Authority Board approved a Social Sector Development Fund. Annually an amount of upto Rs.1.000 million is spent on different social sector programs.

(ii) GPA adopted a primary school in one of the poorest locality/income groups of Gwadar Town, renovated the school building, provided electrical Items, furniture, uniform and restored the source of clean drinking water facility.

(iii) GPA annually provides three scholarships to toppers of Primary, Middle and Matric examinations studying in government schools in Gwadar District. 15

(iv) GPA encourages IT literacy in the very poor localities of Gwadar and so far has provided three computers to IT centers functioning in such areas.

(v) GPA has also provided books to best students belonging to poor families.

(vi) With the efforts of GPA and Ministry of Ports and Shipping, the Chinese Government is providing solar electric systems and goods (LED bulbs, tube lights and Solar Power Generation systems) to poor families in Gwadar. Total amount of this grant is RMB 20.00 Million Yuan (equal to about Rs.320.000 million). These goods are scheduled to arrive Gwadar in March/April 2016.

(vii) The Port Operator (M/s China Overseas Port Holding Company) donated three School buses as part of Social Sector Responsibility through GPA to Education Department Gwadar.

(viii) The Chinese Company has also created an Education Support Funds Rs. 500,000/= annually).

(ix) GPA has also encouraged investors and Chinese Embassy to provide grants to poor schools and health institutions for medicine. On two different occasions, the Chinese Embassy provided grants and gifts to students, teachers, schools, and hospitals.

(x) GPA, with Chinese Government grant, has planned to start building a Vocational Training Institute in its Free Zone so that the local people of the region are trained in port and free zone related skills and trades. Construction work on this institute is scheduled during 2016.

(b) The details are mentioned above.

(c) GPA has incurred Rs.1.0 Million on the above projects. This amount excludes the amount spent by the Chinese Company and the Chinese Government. 16 312. *Ms. Munaza Hassan:

Will the Minister for Ports and Shipping be pleased to state:

(a) the present status of development work of new Gwadar City which was launched by the Gwadar Development Authority (GDA); and

(b) the present status of development work of the old Gwadar City which was also launched by the GDA?

313. *Shazia Marri:

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state the total number of programe conducted for imparting training/education to Ulama and Khateebs by the Ministry during the last three years?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): Training of Imams is an institutional job and Dawah Academy, International Islamic University Islamabad has conducted ten courses for training of Imams in last three years.

314. *Shazia Marri:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether it is admissible to register two different medicines under the same name;

(b) if not, the action taken by the Ministry during the tenure of the present Government to control the said practice?

Minister for National Health Services, Regulations and Coordination: (a) It is not admissible to register two different medicine under the same brand name. 17 (b) 1. Drug Regulatory Authority of Pakistan, Ministry of National Health Services Regulation and Coordination is cognizant and as soon as such an information is received/reported corrective action is taken. The Registration Board has changed the brand names of 106 products since 2013 till date to avoid any similarity / resemblance in brand name of drugs available in the market to prevent any health hazard. The Registration Board takes up such cases on top priority in the light of following decision taken in its 242nd meeting dated 24-25th February, 2014:

i. Brand names of already registered drugs will be changed due to resemblance with another brand name.

ii. Change of brand names of both manufacturers / importers due to grant of No Objection Certificate will be processed simultaneously. However, for those cases in which brand name for one manufacturer / importer has already been changed then brand name of another registration holder will be decided on priority.

iii. If brand names of two products resemble, then later registration holder is bound to propose alternate names for approval as one of condition of registration. But in some cases, later registration holder do not propose alternate names. The Board decided that in such cases DRAP will issue one reminder with 15 days time period and then manufacturing of the product will be stopped after approval of Chairman, Registration Board. Stoppage of manufacturing will be till approval of new brand name.

iv. If packing material of two products resemble, then later registration holder is bound to change packing material / design as one of condition of registration. But in some cases, later registration holder avoids to change packing design. Thus Board decided that in such cases DRAP will advise the manufacturer / importer to change the pack design with one reminder with 15 days time period and then manufacturing of the product will be stopped after approval of Chairman, Registration Board. Stoppage of manufacturing will be till approval of new pack design. 18

2. Recently further improvement are being made under advise by Minister NHRS&C to avoid following resemblance in the brand names of registered drugs.

(i) Sound alike

(ii) Look alike

The same has also been considered by the Registration Board in its 255th meeting to prevent in the similarity in the brand name among the registered products.

315. *Ms. Naeema Kishwar Khan:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) the total quantity of vaccines of deadly diseases which have been rendered un-useable due to lack of proper storage facilities since 1-1-2015 alongwith the details and reasons thereof;

(b) the total number of viles of polio rendered un-useable alongwith the value and reasons thereof; and

(c) the action taken against the responsibles therefor?

Minister for National Health Services, Regulations and Coordination: (a)

In an incident 1.3 million doses of pentavalent vaccine were wasted which in the cold room no 13 which was placed in cold room no 13 installed in NIH and, was reported in February 2015.

The pentavalent vaccine were received in 2013 and is heat stable vaccine which takes months if treated with undesired higher temperature (Required temperature is 02-08°C.

Since then i.e. February, 2015 no vaccine including polio vaccine are wasted as federal EPI is following the international standards for 19

the storing of vaccines and has been ISO 2001—2008 certified in January 2016.

(b) The Oral Polio vaccine in the year 2014-15 was wasted due to the date expiry not because of the VVM stage change. Total quantity of expired vaccine was 7,615 vials.

(c) Steps taken by the Government;

An Inquiry committee was constituted to investigate the matter and fixed responsibility to the alleged.

All the responsible officers/officials were either terminated (WHO Staff) or repatriated to their parent departments. Also the FIA arrested the five officers/officials for being responsible, who are now on bail.

The Government has taken following steps for the improvement of vaccine storage in Federal EPI;

Constitution of two committees for physical reverification and TORs for the disposal of wasted vaccines.

Rearrangement of vaccine as per international.

Vaccine Logistic Management Information System (vLMIS) a web based system is implemented for all stock of vaccine and cold chain maintenance at federal level.

First Expiry First Out (FEFO) principal is strictly followed.

27 CCTV cameras are installed in ware house for 24/7 monitoring of ware house.

Digital data logger have been installed for the cold rooms that record the history of temperature of cold rooms upto 60 days. 20

(a) the details of the financial irregularities indicated in the Audit Repot of Pakistan Housing Authority in respect of the financial year 2013-14 alongwith names and designations of responsibles thereof;

(b) whether action has been taken against the responsibles therefor; if so, the details thereof; and

(c) the steps being taken by the Government to control such irregularities in future?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a) The details of irregularities pointed out in the financial year 2013-14 and audit year 2014-15 are given below:

i. Unauthentic expenditure due to non-recording of detailed measurement in Measurement Books-Rs. 487.56 million.

ii. Irregular payment of Mobilization Advance-Rs. 80.00 million

iii. Irregular award of Consultancy contract without competition- Rs. 6.44 million.

iv. Payment of price adjustment in violation of standard procedure- Rs. 109.51 million.

v. Undue payment of price escalation without provision in the appendix-C of the contract agreement – Rs. 45.96 million.

vi. Unjustified payment of contractor’s claim-Rs. 16.90 million.

vii. Undue benefit to the Contractor through change of item- Rs. 5.95 million.

viii. Overpayment of price escalation on unconsumed material-Rs. 2.88 million. 21 • In order to resolve / handle the above mentioned irregularities, para- wise compliance report on actions taken by PHAF is enclosed as Annex-A.

(b) DAC has been held on the Audit Paras as mentioned above on 29-01-2015. The directives of DAC are being followed in letter and spirit and actions have been taken accordingly which have already been mentioned as Annex- A.

(c) To control these kind of irregularities in future following steps are being adopted by the management of PHA Foundation:

i. In order to improve the internal control, each and every claim of vendor is Pre-Audited strictly prior to sanction of expenditure and release of payment.

ii. Project accounting has been initiated to minimize the chances of any financial irregularities in future.

iii. Every single payment of stalled project is being made with the approval of PHA Board.

iv. A system of measurement book has been adopted in PHA-Foundation as the same is being followed by Pak PWD and CDA. No project expenditure is made without project measurement book.

v. Prior to Audit year 2013-14, the Audit of PHA Foundation was conducted by Commercial Auditor, now the same is being conducted by Director-General, (Audit) Works to improve the internal checks in PHA Foundation. Furthermore, irregularities in this audit report have been reduced due strict financial control/ parameters.

Minister for National Health Services, Regulations and Coordination: (a) According to 2008 survey, Pakistan has approximately 8 million people suffering from HCV. Every year 500,000 new HCV cases are added in the population. Therefore by 2015, there would be around 11.5 million cases.

(b) As Hepatitis B is a vaccine preventable disease, therefore its vaccine is given as pentavalent vaccine through EPI. Each year, 4 million children are vaccinated.

For the treatment of Hepatitis B, tablet Entacavir and Tenofovir are registered and available in Pakistan.

For Hepatitis C, there is no vaccine available world over, however once infected, patients have to be treated. For Hepatitis C, DRAP has allowed use of interferon injection and last year allowed new oral drug SOVOLDI. 25 Hepatitis D can only infect someone who has Hepatitis B, therefore it has to be prevented through hepatitis B vaccination. There is no treatment for Hepatitis D

Minister for Housing and Works (Mr. Akram Khan Durrani): No low cost housing schemes so far has been launched during the present government. However, government has taken following steps to overcome the deficiency of housing units in the country and has announced a comprehensive Housing Programme which includes construction of 1000 Clusters of 500 houses each for low- income families all over the country. Ministry has since completed initial Planning work and housing designs and the Provinces are allocating land for this purpose free of cost or on very nominal rates. 323. *Ms. Nighat Parveen Mir: Will the Minister for National Food Security and Research be pleased to state the steps taken by the Government to make the country self sufficient in all the agriculture commodities during the last three years?

Minister for Ports and Shipping (Mr. Kamran Michael): Gwadar ‘ Port is the deepest Port of Pakistan with a depth of 14.5 meters. First phase of Gwadar Port was completed in 2006, which consists of a multipurpose terminal (with three berths, one Roll-Off/Roll-On facility and one service berth) and all required equipment and machinery. But due to lack of rail & road connectivity, deficiency & unavailability of water, power, and gas resources and un-unavailability of required commercial and industrial facilities in Gwadar have hampered to fully utilize prospects of greater trade and economic development of Pakistan.

Under the Concession Agreement dated 16th May, 2013, the Concession Holder & Port Operator M/s China Overseas Ports Holding Company Limited (COPHCL) has been rehabilitating the unused and out-dated port equipment, machinery & facilities, finalization of the Port Development Plan and infrastructure and superstructures (port machinery & equipment) are being improved to enhance port operations.

Under the China Pakistan Economic Corridor (CPEC), plan is to construct Gwadar East Bay Expressway, with Chinese assistance to connect Gwadar Port with the under-construction M-8 & N-85. Thus Gwadar shall have its direct link to Rathodero/Sukkur, and Quetta through Turbat, Panjgoor, and Soorab. Similarly, in order to address water, electricity, and gas, Early Harvest Projects have been approved under CPEC. These projects will be completed within 3-5 years.

During the last 2-1/2 years besides handling limited government subsidized imports of Urea, for the first time, Gwadar Port started containerized export from 12 May 2015. So far 6 ships have discharged 35 numbers of empty 40 feet containers and exported 25 loaded 40 feet containers carrying 675 tons of frozen fish to the international market. Currently, Chinese shipping company M/S COSCO is doing the containerized shipment on subsidized basis to encourage other shipping companies to use Gwadar Port.

For the last three years, 40 ships called at Gwadar Port and discharged 1.6053 Million tons urea. 30 GPA has signed Sister-Port Relationship MoUs with (i) Qingdao Port (China); (ii) Zhuhai Port (China); and (iii) Chahbahar Port (Iran).

The Port Operator is finalizing Free Zone Master Plan. The first project of the Free Zone (Commercial Logistic Zone) is expected to start during March/ April 2016.

A number of delegations from China comprising businessmen, industrialist/ investors and government officials visited Gwadar district evincing keen interest in the development of Gwadar Port and Free Zone.

It is expected that the year 2016 shall be the takeoff year for CPEC and Gwadar Port. GPA and COPHCL have set targets with a 100% increase in cargo- handling during 2016, and start of the Free Zone.

Thus efforts are being made to make Gwadar Port and its Free Zone as important areas for attracting Foreign Direct Investment (FDI) for Pakistan.

It is pertinent to mention that Dengue cases are being reported form over 100 countries across the globe. If the epidemiological patterns are observed, it is evident that the Dengue virus infection affects different geographical areas in waves with a period of dormance. During 2015, most of the Dengue Fever cases were reported from August to October and a total 1,470 cases have been reported in Rawalpindi. Graphical representation is as under:— 33

After 18th amendment, health is now a devolved subject and the responsibility of province. However, the M/o NHSRC is observing the situation and has taken the following steps for the prevention and control of Dengue fever are as below;

(i) Health professionals and authorities throughout the country are regularly sensitized through Seasonal Awareness and Alert Letters (SAAL) being issued by the National Institute of Health (NIH), Islamabad thrice a year since 2004.

(ii) Advisory regarding dengue has been issued to all concerned in August 2015.

(iii) The updated version of National Guidelines on Dengue Fever is available at NIH website for ready reference.

(iv) Provision of free of cost diagnostics and genotyping facilities for Dengue Fever at NIH

(v) Training on Rapid Response Teams for the provincial public health staff has been conducted. 34

Steps taken by the Government specially for Rawalpindi Division:

(i) A special seminar on Dengue was conducted by expert epidemiologists from Center for Disease Control (CDC), Atlanta, USA at NIH in October 2015 for the Rawalpindi health teams and representatives from allied departments.

(ii) An Epidemiologist from Field Epidemiology & Laboratory Training Program (FELTP) Pakistan, NIH, was deputed to evaluate the risk factors for Dengue fever at Rawalpindi.

(iii) An Epidemiologist from FELTP Pakistan posted at DCO office Rawalpindi was assigned special duty to coordinate preventive and control activities in the district.

(iv) Joint meetings of FELTP, NIH and District Health Management were conducted at NIH. The recommendations were provided to provincial health departments for the control of Dengue with special emphasis on vector control.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Yes, the silt accumulated in the Warsak Dam has de-rated its original capacity of 243 MW and the existing capability of the power station is 193 MW at rated head and discharge.

WAPDA has undertaken the 2nd rehabilitation of Warsak Hydroelectric Power Station, which will help to regain capacity of 243 MW. 35 (b) Up-gradation/augmentation, rehabilitation & extension of Grid Station, besides transmission lines/feeders of DISCOs is a continuous process as per growing need/load & due to aging of equipments with the passage of time. This improvement process of electricity infrastructure helps in smooth disposal of power to consumers & reduction of line losses.

Will the Minister for Housing and Works be pleased to state: 5 (a) whether it is a fact that in order to solve the accommodation problems of Government servants they are being allotted temporary/provisional accommodations in Government Hostels and Lodges;

(b) if so, the total number of employees/persons who have been accommodated in said Hostels/Lodges during the last three years?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a) Yes, it is a fect.

(b) About 217 officers have been given temporary allotments in the Hostel/Lodges in the last 3 years.

(a) the prescribed criteria for the registration of the Private Medical College; and

(b) the total number of Colleges registered with the Pakistan Medical and Dental Council since 1-1-2008 alongwith the procedure/ criteria adopted therefor?

Minister for National Health Services, Regulations and Coordination: (a) Prescribed criteria for registration of public/private medical colleges is attached at Annex-1.

(b) 71 medical/dental colleges have been recognized by PM&DC since 1-1-2008. Procedure/criteria adopted is attached at Annex-2.
