Transferred to Interior Division for answer on Next Rota Day. 50. *Ms. Sajida Begum: (Deferred on 13-01-2016) Will the Minister for National Health Services, Regulations and Coordination be pleased to state: (a) whether it is a fact that for medical check up, the Doctors of private hospitals/clinics in Islamabad charge more than Rs.1000 as fee at present; and (b) whether it is also a fact that the Doctors mostly do not sit in Government Hospitals resultantly people are compelled to visit said clinics/hospitals; if so, the steps taken by the Government to bound such Doctors to serve full time in the Government Hospitals? Transferred to Capital Administration and Development Division for answer on Next Rota Day. 2 1. *Ms. Sajida Begum: (Deferred on 13-01-2016) Will the Minister for National Food Security and Research be pleased to state: (a) the total number of seeds analyzed and experiments made by the Pakistan Agricultural Research Council during the year 2015; (b) the total expenditure incurred thereupon and achievements made therefrom; (c) whether it is a fact that cultivation is being made in Multan by said experiments; and (d) the areas for which said seeds are suitable alongwith the details thereof? Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a) PARC acquired and distributed germplasm of wheat (196) pulses (1155), rice (23640), Maize (5194) and fodder (549) to various agricultural research institutes for evaluation and varietal development. Candidate line of wheat (40), rice (16), maize (93) oilseed crops (80), pulses (64), sugarcane (12) and fodder (67) were tested in NUYT. In adaptability trials, rice hybrids (50), maize (104), S.S hybrids (10) and millet hybrids (6) were tested. PARC produced certified seed of canola (15 tons), soybean (90 tons), wheat (20 tons) and mungbean (30 tons) during 2015. (b) Total expenditure of Rs.6.65 million was incurred on the activities. (c) It is not fact that these seeds are planted in Multan. (d) The seed of Wheat, Canola, Soybean and Mughbean are suitable for major production areas of these crops. However, these varieties are most suitable for Pothwar region. 21. *Dr. Fozia Hameed: (Deferred on 13-01-2016) Will the Minister for National Food Security and Research be pleased to state the steps taken by the Government to control sale of haram/ unhygienic meat in Islamabad? Transferred to Interior Division for answer on Next Rota Day. 160. *Mr. Muhammad Muzammil Qureshi: (Deferred on 13-01-2016) Will the Minister for Water and Power be pleased to state: (a) the breakup of average production of hydel electricity in megawatts being produced against overall potential of hydel in the country at present; (b) whether it is a fact that Pakistan has failed to utilize full potential of hydel electricity; if so, the reasons thereof; and (c) whether there is any proposal under consideration of the Government to utilize full potential of hydel electricity of the country? Minister for Water and Power (Khawaja Muhammad Asif): (a) WAPDA has identified a hydropower potential of 60,158 MW in the country. However, with the support of Federal Government and donor agencies, several Projects are at different stages of development. (detail is attached as Annex-A). 5 (c) To utilize available potential, WAPDA has prepared a master plan to construct new hydropower projects in the country. The list of projects under construction, ready for construction and under planning, is attached as Annex-A. (Annexure has been placed in the National Assembly Library) @226. *Ms. Nafeesa Inayatullah Khan Khattak: Will the Minister for National Health Services, Regulations and Coordination be pleased to state: (a) whether it is a fact that Pakistan is among those three countries of the world where polio is still exist; if so, the steps taken by the Government to make our country polio free; and (b) whether it is also a fact that a large quantity of vaccines are being disposed of/wasted by the drug mafia; if so, the action taken by the Government against responsibles therefor? Minister for National Health Services, Regulations and Coordination: (a) Unfortunately, Pakistan is one of the few countries in the world with endemic Polio virus. Government of Pakistan is committed to Polio End game strategy and implementing full measures to eradicate this virus from the country. Various steps taken by the Government of Pakistan are as following: The National Emergency Action Plan 2015-16 endorsed by the Prime Minister of Pakistan is being implemented all across. There is highest level political commitment. Formulation of National Task Force headed by the Prime Minister. Formulation of Prime Minister’s Focus Group on Polio Eradication comprising of senior high level administrators. Constitution of Cabinet Committee (Ministers Interior, Defense and National Health Services) to ensure security for the polio workers. @Transferred from Prime Minister Office. 6 Inter-Ministerial committee headed by the Minister of State, National Health Services spearheads generation of resources and also ensuring transparency. Formulation of Provincial Task Forces chaired by the Chief Secretaries and District Polio Eradication Committees headed by the Deputy Commissioners. National Islamic Advisory Group has been constituted to work with local level religious leaders. Establishment of Emergency Operation Cell (EOC) at Federal level. Conduction of Special National Immunization Days (SNIDs). Under International Health Regulations (IHR) sanction, all international passengers are administered Polio vaccines. Approval of 2nd PC-1 (2016-18). (b) After 18th Amendment, implementation of vertical programs rests with provinces. Federal EPI procures vaccines for the whole country and then delivers them to provinces. So far, no province/area has filed any complaint about disposal/wastage of vaccines by any drug mafia. 301. *Ms. Sajida Begum: Will the Minister for Industries and Production be pleased to state: (a) whether it is a fact that production of Pakistan Steel Mills (PSM), Karachi has been stoped due to the non supply of gas from more than five months; (b) whether it is also a fact that eighteen billion rupees under the head of gas bill and surcharge have been accounted therefor; (c) whether it is further a fact that the production of PSM was increased by the monetary package of Rs.18.50 billions; 7 (d) whether it is further a fact that the request has been made to the Government for the support of Rs. 9.30 billions for the supply of raw material to PSM; (e) if the answers to parts (a), (b) are in the affirmative, the steps taken by the Government for provision of gas, electricity and monetary support to run the said Mills again? Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) Yes, it is a fact that Pakistan Steel Mills has been stopped due to the non supply of gas from more than Seven months. (b) Detail of SSGC natural gas outstanding balance as on November 2015 is as under:— Principal amount = Rs. 19.1 billion Late payment surcharge = Rs. 20.8 billion Natural gas bill for the month of December 2015 is Rs.72 million, whereas the payment surcharge Rs.799 million will be charged after due date i.e 21-01-2016. (c) Yes, it is a fact that the production of PSM was increased by the package of Rs.18.50 billions. The plant was running at 6% in FY 2013-14 and 1% in April, 2014 when a bailout of Rs.18.5 billion provided to revive the mill, PSM had been lifted from 1% CAPU of April 2014 to 41% in March, 2015 (65% on 10th March, 2015 when gas pressure reduced and affected monthly capacity).

    WAPDA TO ADD 364 MW TO NATIONAL GIRD THIS YEAR By Mansoor Ahmad Lahore : The Water and Power Development Authority (WAPDA) would add 364 MW of hydroelectricity this year in the power supply system of the national grid, the chairman of the authority told The News on Wednesday. “WAPDA is also working on projects that will generate 35,500 MW of hydroelectricity including 22,800 MW run of the river projects”, said. “We are committed to ensure that Pakistan takes full advantage of its hydroelectricity production potential”, he said. The first unit of 96 MW hydropower project at Jinnah Barrage has already been commissioned and it would start operating on full capacity by the end of this year, he said. Durrani said that the 130 MW Allai Khwar project at Battagram is almost complete and would start generating power within few months. “Duber Khwar – a 130 MW hydroelectric project at Kohistan, is scheduled to generate full power by December 2012”, he added. In addition Satpara Dam is generating 17.36 MW of hydroelectricity. The 72 MW Khan Khwar hydropower project in 2011 is already generating its installed capacity, Durrani said. “This is a humble contribution of WAPDA to reduce the gap between demand and supply of electricity”, he said. Work on high capacity hydroelectricity projects is in full swing. He said the feasibility study and detailed engineering and design of 7,100 MW Bunji project in Gilgit Baltistan has been completed and is currently under review of WAPDA experts. He said feasibility study of Dasu Dam in Khyber Pakhtunkhwa has been completed.

A flagship component of BRI, the China Pakistan Economic Corridor (CPEC), has a strong focus on energy infrastructure development. Currently, coal-fired plants constitute half of announced CPEC energy generation projects and 69% of capacity, throwing doubt on the environmentally friendly rhetoric surrounding the BRI initiative. This paper seeks to understand the cost and feasibility of using alternative technologies and a different energy mix as compared to emission-intensive CPEC energy projects. The levelized cost of electricity, CO2 emissions, and SO2 emissions were calculated for current CPEC projects using information gathered from Pakistan generation licenses and tariff documents. Generalized plants, based on current projects and other Pakistan power projects, were then used to build an optimization model around LCOE and emissions under different constraints Model results show that there were more cost effective and less polluting options using large re-gasified liquid natural gas plants and hydro projects. A literature review suggests that political and economic situations originating in China, as well as political factors in Pakistan, contribute to the use of coal over other technologies.

Several formulae were used for sediment simulations under no flushing condition, maintaining reservoir water level at a full supply level (FSL) of 950 m asl. The preliminary assessment for both flushing methods, pressure flow flushing and free flow flushing was carried out. The validity of the model was checked with the Brune´s formula. The simulation result showed that without flushing, low level outlets and power intakes would be filled with the sediments between, 20-25 years. It was also observed that free low flushing, after minimum 15 years of dam commissioning, is more efficient compared to pressure flow flushing. It is recommended that without construction on any upstream reservoir, sedimentation is a severe problem for the Dasu HPP or any downstream run-of-river power plant. However, few studies have concentrated on the importance of the economic water scarcity, that is, the water management issue under the looming impacts of climate change and the population explosion of Pakistan. The purpose of this study is to develop a management strategy which helps to achieve water security and sustainability in the Upper Indus Basin (UIB) with the help of different socio-economic and climate change scenarios using WEAP (Water Evaluation and Planning) modeling. The streamflow data of five sub-basins (Gilgit, Hunza, Shigar, Shyok, and Astore) and the entire Upper Indus Basin (UIB) were calibrated (2006–2010) and validated (2011–2014) in the WEAP model.
