Will the Minister for Water and Power be pleased to state:

(a) whether the Province of is being provided its due share of water as per the 1991 Water Accord; and

(b) the time by which Chashma - Jehlum Link Canal will be opened as per the said accord?

Khawaja Muhammad Asif: (a) Yes, the province of Sindh is getting water strictly as per Water Apportionment Accord 1991. The Water Accounts Report prepared for the period April 01 to May 10, 2015 (ongoing Kharif Season) is given as under:—

(b) There is no mention of operation of any link channel in the Water Accord 1991, however, para 14 (d) of the Accord provides the freedom to the provinces to modify system-wise and period-wise uses within their allocations.

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Government has launched some solar and biomass power projects in the country; and

(b) whether the said projects have been launched in Sindh, and Balochistan, if so, the names of Districts in which the same have been launched and if not, its reasons?

Khawaja Muhammad Asif: (a) Alternative Energy Development Board (AEDB) is pursuing development of Renewable Energy (RE) under RE Policy 2006. The solar power projects are being developed on IPP mode through private investors on the locations proposed by the investors.

The biomass power projects are being developed on IPP mode as well as under the Framework for Power Cogeneration 2013 (Bagasse/Biomass) wherein the sugar mills are being encouraged to generate electricity for supply to national grid using high pressure boilers.

(b) The solar and biomass projects have been launched in all four provinces. The list of Solar and biomass power projects along with their locations is attached as Annex-I.

Will the Minister for Water and Power be pleased to state:

(a) the volume of water being provided to Dera Ismail and Dera Ghazi Khan from the Chashma Right Bank Canal; and (b) whether there is any proposal under consideration of the Government to construct Chashma Left Bank Canal to irrigate the remaining barren land in Dera Ismail Khan, if so, the time by which work will be started on the same?

Khawaja Muhammad Asif: (a) The design discharge of Chashma Right Bank Canal is 4,879 cusecs out of which 3,079 cusecs for D.I. Khan (KP) and 1.800 cusecs for D.G. Khan (Punjab).

IRSA accorded approval on 04-3-2015 with immediate effect till further orders as under:

- Full indent of KP + 1300 cusecs for Punjab at RD 513.

(b) There is no proposal under (consideration for the construction of Chashma Left Bank Canal.

Will the Minister for Water and Power be pleased to state:

(a) the date on which the project for construction of Gomal Zam was approved indicating also the estimated cost, date of start of work and original date of completion of the same;

(b) the percentage of work completed on the said project so far;

(c) the amount allocated and released for that project during the fiscal year 2014•15; and

(d) whether it is a fact that completion of the said project has been delayed, if so, the reasons thereof?

Khawaja Muhammad Asif: (a) • Project was approved on 31-8-2001 with estimated cost of Rs. 12,829 million.

• Work started on 15-7-2002.

• Original date of Completion was 28-9-2006.

(b) The status of work on Gomal Zam Dam Project is as under:— • Dam & Hydropower component substantially competed.

• Irrigation & Flood Protection component is 96% completed.

Waran Canal

Out of 7 Contracts, 5 Contracts have been awarded and Contractors have mobilized at site. Survey work in progress.

(c) • Allocation for the financial year 2014-15 is Rs. 2,200 million including Rs. 1,600 million from USAID funding.

• Rs. 580 million against PSDP and Rs. 291.901 million against USAID funding has been released.

(d) It is fact that Project could not be completed in the prescribed time limit due to:

• Acute shortage of funding.

• Precarious law and order situation in the project area.

• Kidnapping of Chinese’s Engineers.

• Cancellation of contract No. GZD-01 and re-award to FWO on 09-03-2007.

Will the Minister for Water and Power be pleased to state:

(a) the date on which the project for construction of Munda Dam was approved indicating also the estimated cost and original date of completion of the same;

(b) the amount allocated and released for that project during the fiscal year 2014•15; and

(c) whether work has been started on the said project, if so, the details thereof?

Khawaja Muhammad Asif: (a)

• PC-II Proforma of Mohamand (Munda) Dam Hydropower Project for Detailed Enginering Design and Preparation of PC-I & Tender Documents was principally approved by CDWP in its meeting held on March 13, 2014.

• Up to date 67% of the Detailed Design study has been completed. The project activities are at halt due to non-formal approval of PC-II / Non Authorization of the Project.

• Tentative completion date of the Study is April 30, 2016.

• After the completion of Detailed Design Study and preparation of PC-I & Tender Documents, project will be ready for construction. Construction period of the Project is 7 years.

(b) Rs. 100 million, as foreign component (afd soft loan) was allocated in FY 2014-15. The amount Rs.181.293 million as a first drawdown has been received on 17-11-2014 from afd. However, EAD vide its letter dated 10-11-2014 has restricted WAPDA for the utilization of released amount by afd till the Project Authorization / PC-II approval by the Planning Commission. Hence no amount has been released for the Project.

(c) The construction work has not started. However, the consultants mobilized on June 01, 2012 to carry out Detailed Engineering Design, Preparation of PC-I & Tender Documents.

The project activities were suspended due to non-authorization of Project by Planning Commission. The up to date physical progress achieved is 67%. (Def) *Question No. 5 Senator Baz Muhammad Khan: (Notice received on 20-05-2015 at 07:05 p.m.)

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that more than eighteen hours load shedding is being carried out in village Krozada Jerrian, Sagri Feeder, Sub-Division Rawat, if so, the reasons thereof; and

(b) whether it is also a fact that the WAPDA officials do not rectify the faults in electricity lines in the said area, if so, the reasons thereof?

Khawaja Muhammad Asif: (a) Load shedding is carried out to meet the gap between supply and demand. Equitable load shedding is being carried out on Urban/Rural feeders keeping in view the quantum of load of both categories.

 Load shedding Hrs for Urban category = 6 Hrs.

 Load shedding Hrs for Rural category = 8 Hrs.

Sometimes forced load shedding is carried out by RCC in urban/Rural areas which becomes inevitable due to increased gap between supply and demand to save the system from total collapse. Forced load shedding is always over and above the scheduled load shedding which increases the number of interruptions from 8 to 10 aproximately. 11KV Sagri feeder is emanating from 132 KV GSS Old Rawat. It is a Rural feeder hence scheduled load shedding is carried out @ 8 interruption in a day (each of one hour duration).

(b) Restoration of lines is the prime responsibility of WAPDA/IESCO staff and as soon as the fault occurs staff alongwith L.S In-charge starts patrolling for rectification of fault. However, it is a Rural feeder having length of line more than 65 KM which takes some time to locate/rectify the fault.

(a) the original estimated cost of Kachhi Canal project;

(b) the revised cost of the said project, if any;

(c) the names of companies / contractors to which the work of the said project has been awarded;

(d) the authority which is supervising the work of that project; and

(e) the percentage of work completed on the said project so far and the time by which the remaining work will be completed?

Khawaja Muhammad Asif: (a) The original estimated cost of Kachhi Canal Project approved by ECNEC on 27-09-2003 was Rs. 31,204 Million. (b) The revised cost for Phase-I of the Project approved by ECNEC on 31-12-2013 is Rs. 57, 562 Million.

Expected completion date of the Project is as Under:

31-08-2015 for Phase-I (Part-A) to irrigate 55,000 acres land. 31-12-2015 for Phase-I (Part-B) irrigate 47,000 acres land.

Will the Minister for Water and Power be pleased to state:

(a) the number of small located in District Chakwal at present indicating also the amount spent by the Government on construction of each of the same; (b) the acreage of land being irrigated from the said dams with particular reference to Dharabi Dam;

(c) the quantum of electricity being generated from those dams; and

(d) the volume of water being provided to the local population for drinking purpose from the said dams?

Khawaja Muhammad Asif: (a) There are twenty small dams located in District Chakwal. Detail of each including capital cost are attached at Annex-I.

(b) Irrigation channels of all Dams are operational except Dharabi Dam and Uthwal/Lakhwal Dam. The enquiry of said dams is under process in the office of Chairman, CMIT Lahore.

(c) Small Dams are constructed for irrigation and drinking purpose whereas the component of electricity is not included in the PC-I

(d) Out of twenty small dams four small dams supplies drinking water to the local population besides irrigation purposes. List attached at Annex-I

Will the Minister for Water and Power be pleased to state.

(a) the steps taken / being taken by the Government to conserve water in less developed areas in the country; and

(b) the details of Dams proposed to be constructed in Balochistan?

Khawaja Muhammad Asif: (a) WAPDA was assigned the task of construction of Small / Medium Dams to conserve water in less developed, remote and far flung areas across the country. In Phase-I, 12 Small / Medium Dams are under different stages of Planning, award and construction.

The list of Phase-I Projects alongwith status is attached as Annex-A.

(b) Following 5 Small / Medium Dams are proposed to be constructed in Balochistan by WAPDA:—

(a) the capacity and generation of electricity from ;

(b) the per day quantum of electricity generated from the said dam during the last three months;

(c) the per day demand of electricity of FATA indicating also the quantum of electricity provided to FA TA during the said period; and

(d) the income being generated from that dam indicating also the name of authority which receives its royalty?

Khawaja Muhammad Asif: (a) The installed capacity of Warsak Dam is 243 MW which has now been reduced to 185 MW. The average generation per day during financial year 2014-15 is 111.31 MW.

Actual sales income for power generation from Warsak Hydel Power Station upto June 2015 worked out as Rs. 2,359 million which is meant for meeting O&M expenses of the Warsak Hydel Power Station.

No any amount of royalty is being paid to any Agency because same is not included in the power sales tariff of Warsak Hydel Power Station.

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that IESCO granted selection grade in 2012 to the line superintendents (grade-I), working in that company, with retrospective dates; and

(b) whether it is also a fact that selection grade has not been granted to the retired line superintendents who were in service on the dates from which the selection grades were granted to the said superintendents, if so, the reasons thereof and the time by which selection grade will be granted to those retired line superintendents?

Khawaja Muhammad Asif: (a) Yes selection grades (BPS-16) were granted to Line Superintendents (Grade-I) vide Office Order No.7589-601 dated 16-02-2012 (Annex-A) and Office Order No. 20903-13 dated 18-05-2012 (Annex-B).

(b) It is to inform that selection grade was allowed to the employees @33% of the strength of the respective cadres. This scheme was discontinued vide Finance Division O.M. No. F.1 (5) Imp/2001 dated 04-09-2001.

At that time the 33% quota was not fully utilized and less employees were allowed selection grade. Cases of those employees, who were due for selection grade and falls within 33% quota prior to September, 2001 were processed and allowed selection grade vide Office Order No.75897-601 dated 16-02-2012 and Office Order No. 20903-13 dated 18-05-2012.

Khawaja Muhammad Asif: (a) Neelum Jhelum cess was imposed on electricity bills w.e.f January, 2008.

(b) Province-wise break up and utilization of Neelum Jhelum cess is as under:—

Neelum Jhelum cess is being utilized on the construction of Neelum Jhelum Project on Civil works and Electrical Mechanical Hydraulic (EMH) works.

Will the Minister for Water and Power be pleased to state whether it is a fact that the Karachi Electric Supply Company (KESC) is sending inflated electricity bills to its consumers without meter reading, if so, the steps being taken by the Government in this regard?

Khawaja Muhammad Asif: Substantially all bills issued by KE are on the basis of actual meter readings and in line with the provisions of Consumers Service Manual (CSM). The policy of the Company is that consumers are billed as per the meter reading and this policy is implemented in letter and spirit.

(a) the present status of the project for construction of Dasu Dam indicating also the percentage of work completed on the same so far;

(c) the amount allocated for that project in the budget for fiscal year 2014-15?

Khawaja Muhammad Asif: (a) Present status of Dasu Hydropower Project is as under:—

• Following three Contracts for preparatory works have been awarded:

(i) Construction of right bank access road.

(ii) Relocation of .

(iii) Construction of transmission line from Dubair to Dasu.

The Contractors of above works have just mobilized at site.

• Pre-qualification documents for construction of Main Dam Works have been received on 28-5-2015. Evaluation is in progress.

(b) The amount Spent on the Project upto May, 2015 is Rs. 5,413 million.

(c) Rs.5,605 million have been allocated in the PSDP for fiscal year 2014-15.

Khawaja Muhammad Asif: Main PC-I of DBDP was approved by ECNEC on 20-08- 2009 for Rs. 894,257 Million with F.E.C Rs. 312,943 Million. The construction activities on main dam could not be started due to non-funding arrangement from donor agencies, however execution of preliminary works, through WAPDA self-financing, are underway as briefed below:

Construction of Project Colony in Thor Valley

For the Construction of Project Colony in Thor Valley, 1194 Kanal of land has been acquired. Out of 17 Contract Packages, 16 Contract Packages have been awarded, Contractors have been mobilized and started construction activities. The %age progress of works is attached as Annex-I.

Construction of Composite Model Village-II at Harpan Das

For the resettlement of affectees, 5491 Kanal of land has been acquired near Chilas Town for the Construction of Composite Model Village. Out of 7 Contract Packages, 5 Contract Packages have been awarded. Contractors on 3 Contract Packages have been mobilized on site and started construction activities. The %age progress of works is attached as Annex-I.

Construction of Shatial – Thor Nullah Bypass

During Construction of Main Dam the existing KKH is to be used for construction activities while the KKH Bypass from Shatial to Thor Nullah being constructed by NHA as WAPDA deposit work will be utilized for uninterrupted traffic flow.

The contract has been awarded to M/s. Hakas and contractor has mobilized. Work is in progress. The status is attached as Annex-I.

(b) Revised PC-I (AL&R) of Diamer Basha Dam Project (DBDP) amounting to Rs.101,372 million approved by ECNEC on 02-03-2015. Land is to be acquired by the local administration. Out of 18,357 acres of private land, 3,200 acres land has been acquired in Gilgit-Baltistan and Khyber Pakhtunkhwa area through different awards by the local Administration at the rates which have been agreed by the affectees with local administration and are more than market rates. Remaining Land Acquisition as per enhanced Compensation Package approved by Ministerial Committee is in progress. GOP has released sufficient funds for Land Acquisition. Out of 18,073 acres of on-compensable Govt. land, 17,213 acres has been transferred to DBDP by Govt. of GB.

(b) (i) The Auditors (M/s A.F. Ferguson & Co., Chartered Accounts have issued unqualified (clean) Audit Report on the accounts of PPIB for financial year ended June 30th, 2014.

LOIs have been issued to 30 wind power projects for 1760 MW capacity. Five (05) wind power projects of 255.4 MW capacity in total are operational. Nine (09) projects of 479 MW cumulative capacity are under construction and will be completed by Sep, 2015.

31 solar power projects having a cumulative capacity of 711.12 MW have been given LOIs by AEDB and are at different stages of development.

13 biomass / bagasse based co-generation projects of 416.1 MW cumulative capacity under the Framework for Power Co-generation 2013 (Biomass/Bagasse) are at different stages of development. Two projects of 52.7 MW cumulative capacity are operational.

Mr. Shahid Khaqan Abbasi: (a) Last audit of accounts of Sui Southern Gas Company Limited (SSGCL) was conducted and finalized for Financial Year 2011-12. Whereas, audit of Financial Year 2012-13 and 2013-14 accounts is in process but neither accounts could be finalized nor audit completed for following reasons:

Under section 8(2) of OGRA Ordinance 2002 read with Rule 4(3) of Natural Gas Tariff Rules 2002, both companies (SSGCL and SNGPL) submit their petitions for Final Revenue Requirement to OGRA based on Initialed Audited Accounts during August each year. OGRA after necessary scrutiny of all details, invite interveners on record in the hearings, and issues determination of Final Revenue Requirements (FRR) in September. Accordingly, SSGC filed its Final Revenue Requirements for FY 2012-13 with OGRA on 15th August, 2013, decision on which is still pending with OGRA. The target date of filing FRR petition for FY 2013-14 was 15th August, 2014. Owing to non-issuance of determination for FRR for FY 2012•13; the financial statements for FY 2012-13 and correspondingly of FY 2013-14 could not be finalized.

(b) Audit report for FY 2011-12 was issued with qualification for the reason that our trade debts included an unsecured receivable from Karachi Electric (KE) and Pakistan Steel Mills Corporation (Private) Limited of Rs. 41.805 billion and Rs. 8.782 billion respectively. SSGC is making all out efforts for recovery of outstanding amount. In this connection, SSGC is sending daily communication to Ministry of Finance for resolution of circular debts and has also filed recovery suit in Sindh High Court against KE. *Question No. 109 Senator Muhammad Talha Mehmood: (Notice received on 08-06-2015 at 09:00 a.m.)

(a) FGE HOUSING FOUNDATION

In Housing Scheme Phase-VI (Bara Kahu), under Membership Drive (Phase-I) there is 2% quota allocated for employees of Constitutional Bodies, which includes the following Organizations: (1) Supreme Court of Pakistan (2) Islamabad High Court (3) Federal Shariat Court (4) Election Commission of Pakistan (5) Senate Secretariat (6) National Assembly Secretariat (7) Islamic Ideological Council (8) Wafaqi Mohtasib Secretariat (9) Federal Tax Ombudsman Office

However, in Membership Drive (Phase-II), this quota has been increased to 3%.

(b) FGE HOUSING FOUNDATION

No specific quota is allocated for the retired employees of Constitutional Bodies. However, those who got membership under Membership Drive Phase-I, launched by the FGE Housing Foundation in 2009 being serving employee, will be considered for the allotment irrespective, whether they retired late on or they are in service.

(c) FGE HOUSING FOUNDATION

The FGE Hosing Foundation has launched Membership Drives Phase-I & Phase-II, in order to provide an opportunity to employees of Constitutional Bodies and others to get lifetime membership with FGE Housing Foundation, so that they can get allotment of plot even after their retirement.

PHA FOUNDATION

The mandate of PHAF is not allotment of plots, PHAF provide flats / housing units to Federal Government Employees & General Public.

(c) the number of government accommodations allotted to government employees in Islamabad since January, 2013, indicating also the seniority number and present status of allotment in each case?

Mr. Akram Khan Durrani: (a) It is not a fact As per Estate Offie Policy, Estate Office is updating General Seniority List for allotment of government accommodation twice in a year i.e. on 01 January and 01 July. Current updated GWL is available on Estate Office web site.

(b) Yes, it is a fact, Estate Office is allotting Government accommodation to government employees of different entitled departments and when any one died in these departments, not communicating their status then such situation is arising. Efforts have been made to remove the names of such officers/officials from the list, who have been died, Further, presently 04 teams have been constituted to conduct the survey for eradication of such anomaly.

(c) Total 426 government accommodations have been allotted in different categories. Detail of allotted government accommodation category-wise alongwith seniority of government employees is at Annex-A.

(a) whether it is a fact that Sui Northern Gas Pipelines Limited (SNGPL) changed gas meters of a number of Government flats particularly in Block No. 37, Cat. V, I-9/4, Islamabad, in February, 2014 on the pretext of tempering without informing the allottees of the flats, if so, the reasons thereof; and

(b) whether it is also a fact that SNGPL has included a fine of Rs. 12000/- for the said tempered meters in the bills for the month of May, 2015, if so, the reasons thereof?

Mr. Shahid Khaqan Abbasi: (a) SNGPL has has reported that the company has changed only one gas meter in Block No. 37, Cat V, I-9/4 Islamabad, on 10-02-2015. The changed meter was in the name of Mr. Muhammad Shafique Mughal, House 37/7, Cat.5, Sector I-9/4, Islamabad bearing Consumer No. 11269330004. This meter was sent to Central Metering Workshop for flow proving, in order to verify alleged charges of tampering by the consumer.

(b) During flow proving at Workshop, it was transpired that index assembly capsule has been drilled by hole from back side. In the light of meter inspection report, Regional Detection & Evolution Committee booked an amount of Rs.12,094/-, as per OGRA’s standard procedure.

The SGPC, India will provide details of developmental works (proposed plan) which will be carried out as per Sikh religious architecture heritage and Sikh religious code of conduct. As the Gurdwara Darbar Sahib Kartarpur, Narowal is located at Pakistan/India border and has strategic significance, therefore, terms & conditions of awarding Karsewa (Developmental Works) will be discussed first with the concerned departments i.e Ministry of Defence, Ministry of Interior etc. After adopting all the procedure and formalities, final approval will be given to the Shiromani Gurdwara Parbandhak Committee (SGPC), India.

(b) whether it is also a fact that officials of the Sub-Division Kallar Syedan, IESCO laid down electricity lines and transformers over and above the houses in village Darkali Shar Shahi, Kallar Syedan, Rawalpindi, against the provision of the said Act; and

(c) the steps being taken by the Government to re-align those lines in the said village and take action against the officers / officials who approved laying of the same in violation of the provisions of that Act?

Khawaja Muhammad Asif: (a) Yes, as per Electricity Act 1910 Rule No.70, the shifting of lines over the said abadi can be executed on cost deposit basis to be borne by the affectees as they have constructed their houses under the existing electricity lines.

(b) No, the electricity lines were erected prior to the construction of abadi, hence no violation to the Electricity Act committed by the staff of IESCO Sub-Division Kallar Syedan.

(c) An estimate amounting to Rs.2, 07,483/- was prepared for shifting of lines to an appropriate route. The completion of work is subject to the payment of aforesaid amount, either by the affectees or allocation of payment by any sponsoring agency or local MPA/MNA.

As the electricity lines were erected prior to the construction of abadi, hence no action against any IESCO Officer / Official can be taken due the reason explained above. *Question No. 115 Senator Nuzhat Sadiq: (Notice received on 09-07-2015 at 11:50 a.m.)

(a) the target set by the Government to bring investment in petroleum sector in the country during the current financial year; and

(b) the details of steps taken / being taken by the Government to boost local production of POL products in the country?

Mr. Shahid Khaqan Abbasi: (a) Presently, 16 new exploration blocks covering an area over 31,713 Sq Kms are under process for award which will attract new investment in the E&P sector.

(b) The current Government is taking serious steps to increase the indigenous oil and gas production. To this effect, following steps are being taken:

 The government has introduced Petroleum Policy, 2012 with better incentives

 New exploration Licences are being granted. During the tenure of this Government 46 new exploration licences covering an area of 94,608.85 Sq. Kms have been granted to different E&P companies.

 202 wells have been spudded since 05-06 2013.

 Monitoring of E&P activities have been enhanced.

 11,284 LKm of 2D and 8,828 Sq. Km of 3D seismic survey have been acquired since 05-06-2013 to identify new prospects.
