Robert Piram Regional Trail (Formerly Harriet Island to South St Robert Piram Regional Trail (Formerly Harriet Island to South St. Paul Regional Trail) City of Saint Paul - Parks and Recreation Design and Construction Division Project Overview: Saint Paul and Dakota County have teamed up to plan for the creation of a new 3.7 mile bicycle and pedestrian trail that will fill several important gaps in the region’s trail system. The new trail segment will connect the Harriet Island Regional Park and its trail system to Kaposia Landing Park in South St. Paul. The project will also make improvements to the connection between the Lilydale Park trail and the Big Rivers Trail in Dakota County. PROJECT WEBSITE Project Background & Purpose: The Robert Piram Regional Trail builds on the 2012 Harriet Island to South St. Paul Regional Trail Master Plan. Project goals include the following: • Implement a public transportation and recreational trail corridor that connects Harriet Island and Lilydale Regional Park and their trails to South St. Paul • Support the Great River Passage vision for a “More Connected” river corridor, connecting surrounding neighborhoods to the Mississippi River and enhancing neighborhood livability • Connect Saint Paul’s Harriet Island/Lilydale Regional Trail and Cherokee Regional Trail to Dakota County trail systems, including the Mississippi River Regional Trail, the Dakota County Big Rivers Regional Trail, and the River to River Greenway, as well as improved connections to Downtown Saint Paul via Wabasha Street and Lafayette • Fill an important gap in the Mississippi River Trail (MRT) system, a multi-state transportation and recreation trail that begins at the headwaters of the Mississippi River and extends through ten states on its way to the Gulf of Mexico. Trail Alignment in orange: Project Status & Timeline: • Winter/Spring 2018: Project Memorandum complete and approved by MnDOT • June 2018: 100% Construction Plans completed and approved, project received authorization from MnDOT. • Fall 2018: Right-of-way negotiations and agreements have been ongoing since 2017. The project cannot be advertised for construction until these are complete and R/W certificate is approved by MnDOT. The City of St. Paul and Dakota County will continue to work with project partners and stakeholders this fall to complete specifications and have the project be in a position to begin construction Spring of 2019. Plans and specifications will be available following a bidding process when the project is advertised for construction • January 2019: Anticipated to send project out to bid assuming property issues have been resolved and approved. • Spring 2019-Fall 2020: Construction is projected to take 18 months to complete. • Fiscal year 2022: Remaining federal funds are available for reimbursement .

Background Saint Paul has submitted a master plan amendment for the Robert Piram Regional Trail, formerly named the Harriet Island-South St. Paul Regional Trail. When complete, the regional trail will travel 3.4 miles and connect Lilydale-Harriet Island Regional Park in Saint Paul to the River to River Greenway and Mississippi River Regional Trails at Kaposia Landing in South St. Paul. The regional trail will complete an important gap in the system and make connections to existing and planned trails that lead to downtown Saint Paul and Hastings along the Mississippi River, and Burnsville along the Minnesota River. The current master plan for the regional trail was approved by the Metropolitan Council in April 2016.

As national, regional and local organizations that support recreational trails, we urge you to support the reauthorization of the RTP as a discrete program in new surface transportation legislation. Funding for the RTP is derived from federal taxes paid on gasoline used in nonhighway recreation and is administered by the Federal Highway Administration. Funding is distributed to the states based on a formula that honors the user-pay/user-benefit character of the program. RTP funds are utilized by state transportation departments and natural resource agencies in cooperation with citizen advisory committees and a network of organizations and communities. These partners leverage available funding with cash and in-kind support – often doubling available federal funds. Work for these projects is primarily done by youth corps, volunteers, and small businesses, providing employment opportunities for many hardest hit by the recession and the finished projects are catalysts for tourism, providing valuable access to public lands.

    Protected Bikeways Update to the Minneapolis Bicycle Master Plan Public Input Summary May 2014 Overview The first of two planned phases of public engagement for the Protected Bikeways Update to the Minneapolis Bicycle Master Plan was held in May 2014. A public open house was held at the Minneapolis Central Library on May 8; this was a joint open house with Hennepin County for the update to their Bike Plan. An online survey was also available from May 1 to May 15 for people who could not attend the open house. Participation 70 people signed in at the open house, and 35 people completed comment forms at the open house. 135 people completed the online survey. 4 additional emails with comments from the public were received. Community Notification The open house and online survey were advertised via press release to many media outlets on April 25. An email advertising the public open house was sent to the City’s bicycle e‐gov delivery list on April 25. A second email to the City’s bicycle e‐gov delivery list regarding the online survey was sent on May 9. A printable flyer advertising the open house was distributed to the Bicycle Advisory Committee on April 25. A presentation introducing the project and advertising the public open house and online survey was received and filed by the City Council’s Transportation and Public Works Committee on April 29. Open House Format The open house was held from 4:30 to 7:30pm. Information on the Protected Bikeways Update was shared via a project summary hand out (see Appendix C) and information boards around the room (see Appendix D).
