These differences between the two countries could be attributed to the fact that universal banking in Germany creates implicit barriers to entry. Yet, regulatory and informational differences which are unrelated to universal banking could be responsible for the observed difference as well. This paper provides a stylized theoretical model of the banking industry, which suggests that market segmentation and limited market entry can be due to a number of factors, including information costs. Despite our hypotheses that Spanish savings banks were similar to German savings banks until the crisis, or at least until liberalisation and before the break‐up of the regional principle, we came to the conclusion that they were never as significant as savings banks in Germany, at least not for SME finance. Notwithstanding recent initiatives to create a common European market and to integrate diverse national banking systems, the European financial system remains spatially complex and uneven, particularly with respect to the degree of geographical concentration.

On the one hand, it denotes the power of banks to control public corporations through direct shareholdings or the exercise of proxy votes – this is the power of banks in corporate control. On the other hand, the market power derived from imperfect competition in markets for financial services is implied, which banks exercise vis-à-vis their loan and deposit customers. In the past, bank regulation has often been blamed for undermining competition and the functioning of market forces in the financial industry for the sake of soundness and the stability of financial services firms. This chapter tries to shed some light on the historical development and current state of bank regulation in Germany. In so doing, it tries to embed the analysis of bank regulation in a more general in- dustrial organization framework. For every regulated industry, competition and regulation are deeply interrelated as most regulatory institutions, even if they do not explicitly address the competitiveness of the market, affect either market structure or conduct.

Gorn German banking is distinguished from neighboring European banking systems by the influence of its public sector banks. Nearly 50% of German banking is carried out by government owned state banks (ländesbanken) and regional savings banks (sparkassen) whose roots date from the 18 th century. German banks play a particularly important role in the economy and exert more control over firms and corporations than do their American counterparts. German banks tend to be less profitable than foreign counterparts. German public banks were originally founded to foster local and regional business. However, the operations of German public sector banks now extend into all forms of international investment. German public banks are currently seeking new business models to increase profits as they are being forced to compete in the global financial market under liberal market practices dictated by the European Union. Sudden deleveraging may lead to fire sales and price pressure when asset demand is downward-sloping. This paper looks at the effects of changes in leverage on asset prices. It provides a historical case study where a large, well-identified shock to margin credit disrupted the German stock market. In May 1927, the German central bank forced banks to cut margin lending to their clients. However, this shock affected banks differentially; the magnitude of credit change differed across banks.

It first emerged when, in the fall of 2007, the global financial system began to teeter toward the abyss. Schmidt♣ November 2015 1 Introduction Germany has a banking system in which privately owned banks have coexisted for more than 200 years with banks marked by direct government involvement. The privately owned banks comprise large commercial banks active on a national and international level such as Deutsche Bank and Commerzbank and a number of other, more specialized private banks as well as the regionally focused, relatively small credit cooperatives. The banks with government involvement are the large, mostly nationally active Landesbanken and the smaller, regionally focused savings banks. The savings banks and the cooperative banks follow similar, relatively simple business models (deposit taking and lending). They are both geographically constrained as their by-laws allow them to provide loans only to borrowers from the same administrative district. On the other hand, the large commercial banks and, to a lesser degree, the Landesbanken offer the full range of products from loans, through investment banking services to insurance products. In particular the large private commercial banks can therefore be characterized as typical universal banks. The private commercial banks, the small credit cooperatives and the savings banks and Landesbanken make up what is often referred to as the ‘Three-Pillar-Banking-System’.

Some banks almost drove off the road, while others managed to stay on track, allowing them to overtake their competitors. However, the road ahead is still not clear. Massive trends are shaping new traffic patterns, putting additional pressure on all types of banks, even those that seem to be in good shape today. If left unmitigated, these trends will put three out of four banks in real trouble. The next three years will be critical for the industry in order to find the right set of mitigating levers.
