Incumbents will be subject to SAFETY SENSITIVE: periodic random drug & alcohol testing. ESSENTIAL During declared States of Emergencies, employees working in this classification are required to report to work for their CLASSIFICATION: assigned work hours or as directed by supervisory personnel. JOB SUMMARY: Reporting to the Program Manager, responsible for the management and administration of the SCR design consultant contracts and quality of the overall railroad design. The Director of Design Administration will ensure that design tasks are fully defined, scoped and delivered. The Director of Design Administration will establish and oversee a design phase and procurement schedule, to track project progress, inclusive of MBTA design review and procurement processes. The Director of Design Administration will coordinate closely with experts to monitor environmental requirements. DUTIES & RESPONSIBILITIES: Oversee and administer construction phase services, including RFI, change orders, quality issues. Provide technical guidance and leadership to resolve design comments, Review and recommend for approval. Provide leadership to provide clear and consistent directions. Work closely with the SCR Director of Construction to ensure day to day progress on the SCR program implementation. Oversee document control of design documents, drawings, specifications and bid packages. Directly manage the design decision making process and adherence to MBTA policies, procedures and design standards. Oversee the timely analysis of cost and schedule impacts of proposed designs or design changes. Provide technical expertise in railroad design, signals and systems, station design, pedestrian and vehicular traffic and urban design standards. Provide directions and comments on construction logistics plan, staging plan to consultants and address coordination issues between adjacent and related projects. Administer the design consultant contract. Work closely with the Program Management consultant to oversee the design submissions review and approval process. Ensure that consultant expertise in the design area reflects the needs of the program. Serve as a liaison to MBTA Commuter Rail operations. Working with the Deputy Program Manager, coordinate the development of a commissioning plan for the acceptance of the railroad by MBTA. Perform other related duties and projects as assigned. Supervision Oversee all activity of PM/CM Design Team comprised of consultants & contractors. MINIMUM REQUIREMENTS/QUALIFICATIONS: Minimum of seven (7) years of experience administrating capital designs and projects in the public and/or private sectors. Minimum of five (5) years of supervisory experience overseeing Design construction(s) of comparable scale and/or complexity. Bachelor's Degree from an accredited institution in Civil Engineering, Electrical Engineering, Architecture, or related field. Demonstrated success in oversight and administration of the design of Transit or Transportation projects. Demonstrated experience with leading and managing multi-million dollar construction programs in the public or private sector. Demonstrated experience working collaboratively with program teams and supervising consultants. PREFERENCES: Familiarity with Federal Railroad Administration policies and requirements. Experience as a design manager or operation of a large-scale commuter rail system. Experience in design of interlocking, signals and communications. Experience in directing the production of quality design presentation materials and graphics. Demonstrated commitment to design quality, aesthetics, and excellence public space. Knowledge and expertise in system testing and integration of signals, interlocking, new rail cars and track. Experience and education in all aspects of Commuter Rail or Transit designs.
