Incumbents will be subject to SAFETY SENSITIVE: periodic random drug & alcohol testing. ESSENTIAL During declared States of Emergencies, employees working in this classification are required to report to work for their CLASSIFICATION: assigned work hours or as directed by supervisory personnel. JOB SUMMARY: Reporting to the Program Manager, responsible for the management and administration of the SCR design consultant contracts and quality of the overall railroad design. The Director of Design Administration will ensure that design tasks are fully defined, scoped and delivered. The Director of Design Administration will establish and oversee a design phase and procurement schedule, to track project progress, inclusive of MBTA design review and procurement processes. The Director of Design Administration will coordinate closely with experts to monitor environmental requirements. DUTIES & RESPONSIBILITIES: Oversee and administer construction phase services, including RFI, change orders, quality issues. Provide technical guidance and leadership to resolve design comments, Review and recommend for approval. Provide leadership to provide clear and consistent directions. Work closely with the SCR Director of Construction to ensure day to day progress on the SCR program implementation. Oversee document control of design documents, drawings, specifications and bid packages. Directly manage the design decision making process and adherence to MBTA policies, procedures and design standards. Oversee the timely analysis of cost and schedule impacts of proposed designs or design changes. Provide technical expertise in railroad design, signals and systems, station design, pedestrian and vehicular traffic and urban design standards. Provide directions and comments on construction logistics plan, staging plan to consultants and address coordination issues between adjacent and related projects. Administer the design consultant contract. Work closely with the Program Management consultant to oversee the design submissions review and approval process. Ensure that consultant expertise in the design area reflects the needs of the program. Serve as a liaison to MBTA Commuter Rail operations. Working with the Deputy Program Manager, coordinate the development of a commissioning plan for the acceptance of the railroad by MBTA. Bachelor's Degree from an accredited institution in Civil Engineering, Electrical Engineering, Architecture, or related field. Demonstrated success in oversight and administration of the design of Transit or Transportation projects. Demonstrated experience with leading and managing multi-million dollar construction programs in the public or private sector. Demonstrated experience working collaboratively with program teams and supervising consultants. PREFERENCES: Familiarity with Federal Railroad Administration policies and requirements. Experience as a design manager or operation of a large-scale commuter rail system. Experience in design of interlocking, signals and communications. Experience in directing the production of quality design presentation materials and graphics. Demonstrated commitment to design quality, aesthetics, and excellence public space. Knowledge and expertise in system testing and integration of signals, interlocking, new rail cars and track. Experience and education in all aspects of Commuter Rail or Transit designs.     CHAPTER 2 Progress Since the Last PMT The 2003 PMT outlined the actions needed to bring the MBTA transit system into a state of good repair (SGR). It evaluated and prioritized a number of specific enhancement and expansion projects proposed to improve the system and better serve the regional mobility needs of Commonwealth residents. In the inter- vening years, the MBTA has funded and implemented many of the 2003 PMT priorities. The transit improvements highlighted in this chapter have been accomplished in spite of the unsus- tainable condition of the Authority’s present financial structure. A 2009 report issued by the MBTA Advisory Board1 effectively summarized the Authority’s financial dilemma: For the past several years the MBTA has only balanced its budgets by restructuring debt liquidat- ing cash reserves, selling land, and other one-time actions. Today, with credit markets frozen, cash reserves depleted and the real estate market at a stand still, the MBTA has used up these options. This recession has laid bare the fact that the MBTA is mired in a structural, on-going deficit that threatens its viability. In 2000 the MBTA was re-born with the passage of the Forward Funding legislation.This legislation dedicated 20% of all sales taxes collected state-wide to the MBTA. It also transferred over $3.3 billion in Commonwealth debt from the State’s books to the T’s books. In essence, the MBTA was born broke. Throughout the 1990’s the Massachusetts sales tax grew at an average of 6.5% per year. This decade the sales tax has barely averaged 1% annual growth.

    2020 FMCB Annual Report This report fulfills the requirements of Section 207 of Chapter 46 of the Acts of 2015 specifying that the MBTA Fiscal and Management Control Board (FMCB) report annually on, among other things, the Massachusetts Bay Transportation Authority’s “own-source revenue, operating budget, capital plan and progress toward meeting performance metrics and targets.” This final report is presented to the Legislature after five and a half years of governance by the FMCB, with just under six months left in our extended term. 2020 was an extraordinary year, marked by an unprecedented global pandemic, nationwide protests, political and racial tensions, and substantial changes in the ways we live and work. Due to the widespread adoption of teleworking and the closure of hotels, restaurants, and other sectors to slow the spread of COVID-19, MBTA ridership fell sharply. By the end of October, Commuter Rail ridership was down 87% compared to 2019, with the system carrying only 8.5% of its pre- COVID morning peak ridership. Ferry ridership stood at 12% of pre-COVID ridership, with the MBTA paying to operate 112 trips daily with an average of seven riders per trip. Ridership at gated rapid transit (subway) stations was still roughly one-quarter of pre-COVID levels. Even bus ridership, which serves our most durable, transit-dependent customers, had fallen to about 45% of the baseline by October. This decline in ridership, of course, had significant implications for own source revenue. In November 2020, fare revenues were down 78% compared to November 2019. Parking and advertising revenues dropped in line with fares, while real estate revenues remained more stable.

    Introduction The Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA) held a series of public meetings in southeastern Massachusetts in September 2016 to update the cities and towns in the region on two topics: (1) progress in designing the South Coast Rail project, and (2) a new proposal to advance service to the South Coast using the Middleborough line, a route that was previously considered and rejected. MassDOT and the MBTA estimate that service to the South Coast is not likely to begin until 2030 on the Stoughton Electric route (see map on page 2), which is the preferred route. The agencies began to look at other potential routes that could possibly be put into service more quickly and brought this information to the September public meetings for review. This document includes questions that were posed at the six meetings. It’s not possible to answer all of the questions at this time, since the design engineers have just started to look at the Middleborough route in detail. MassDOT and the MBTA are collecting the information needed to evaluate the new Middleborough Option cost and construction duration, required permits, operational plans, travel time and ridership.
