(Def.) *Mr. Muhammad Talha Mehmood: (Notice received on 12-03-2014 at 09:00 am) Will the Minister for Interior and Narcotics Control be pleased to state: (a) the number of persons arrested at various airports in the country on charges of smuggling of Narcotics during the last five years; and (b) the steps taken by the Government to control smuggling of Narcotics from Pakistan? Steps taken by Govt. to control smuggling of Narcotics from Pakistan are as under:— a. 25x Police stations of ANF are working in the country to control the narcotics. b. Deployment of ANF personnel at all international airports, seaports and dry ports to counter narcotics trafficking through passengers and goods. c. Formulation of new National Anti Narcotics Policy-2010. d. Launching of campaign/ crackdown against drug peddlers involving Police under IATF forum. e. Creation of Inter-Agency Task Force (IATF) to strengthen Inter-agency cooperation and to coordinate efforts against the menace of narcotics. f. Capacity building of ANF officials and other Law Enforcement Agencies (LEAs) through training and provision of equipment for counter narcotics activities. g. Establishment of Canine Units (sniffer dogs) at each Regional Directorate (Khyber Pakhtunkhwa, Rawalpindi, Lahore, Sindh and Balochistan). h. Extension of ANF‘s jurisdiction to FATA. i. Destruction of Poppy Crops in coordination with Provincial Govt. and FATA Administration. 2. In order to monitor the trafficking and use of synthetic drugs, Regional Directorates of ANF are taking stringent measures. With regard to diversion of precursors for manufacturing of narcotics drugs, an elaborate SOP has been formulated and being implemented in letter and spirit. Moreover, Pre-Export Notification (PEN) online system is also in practice to have check on misuse/ diversion of precursors. 3. Capacity building courses at National and international level are being imparted to enhance the capacity of ANF personnel for effective narcotics checking. Presently ANF has a very modest training institute which runs courses on drug law enforcement not only for all the law enforcement agencies of the country but also hosts training courses for officials of regional countries. 4. ANF is striving hard to control drugs trafficking through Pakistan. Unprecedented and record seizures affected by ANF are indication of ANF's resolve to combat the menace of drugs. Its achievements in seizures of narcotics are appreciated by the world community. Pakistan is reported to be one of the top three countries which have affected the largest drug seizures. 137. (Def) *Mr. Babar Khan Ghauri: (Notice received on 12-03-2014 at 09:15 am) Will the Minister for Interior and Narcotics Control be pleased to state the names, parentage, designation, educational qualifications and place of domicile of the officers / officials working in Anti Narcotics Force in BPS 1 to 21? Ch. Nisar Ali Khan: The requisite information is attached at Annexure-A & B. (Annexures have been placed on the Table of the House as well as Library) 145. (Def.) *Mr. Abdul Rauf: (Notice received on 17-03-2014 at 09:15 am) Will the Minister for Interior and Narcotics Control be pleased to state: (a) the number of Qaumi Razakars appointed in Civil Defence, Islamabad during the last five years; (b) the amount granted as remuneration to those Razakars during the said period; and (c) the details of duties performed by the said Razakars in time of emergency during that period? Ch. Nisar Ali Khan: (a) The Civil Defence Department appointed 70 Razakars during the last five years. (b) An amount of Rs. 5,488,900/- has been paid to Razakars as remuneration, during the last five years. (c) The emergency duties performed by the Razakars is attached as Annex-A. 130. (Def.)*Mr. Abdul Rauf: (Notice received on 18-03-2014 at 10:15 am) Will the Minister for Interior and Narcotics Control be pleased to state: (a) the major achievements of the Livestock Department / Section of Islamabad Capital Territory Administration during the last two years; (b) the details of dairy forms in ICT; and (c) the number of visits of the said forms undertaken by the officers / officials of the said Department / Section during the said period? Ch. Nisar Ali Khan: (a) The Livestock & Dairy Development Department, ICT Islamabad aims at enhancement of livestock productivity through provision of veterinary healthcare as well as breed improvement services at 11 veterinary field outlets located in the rural ICT. Accordingly, the progress achieved during the last 02 years (2011-12 & 2012-13), is briefly enumerated a under:— Treatment / Vaccination of Animals = 151,251 Nos. Artificial Insemination (A.I) Services. = 17,352 Nos. Pregnancy Tests. = 5,296 Nos. (b) Data pertaining to the dairy farms, established by the private sector in the rural areas of ICT is as under:— • Number of dairy farms = 343 • Total Livestock harbored in dairy farms = 17,540 • Average No. of Animals per dairy farm. = 51 • No. of serving vet. Outlets of LS & DD ICT. = 11 • No. of union councils harboring dairy farms. = 12 Detail of dairy farms is enclosed as Annexure-A. (c) The technical field staff, comprising of 25 officials, deployed at the 11 veterinary outlets in ICT, in accordance with the need furnished by the Dairy Farmers, undertake around 01 visit of each farm, every month, so as to carryout vaccination, treatment and artificial insemination services, of the livestock, located in the respective area of each veterinary outlet. During the last 02 years, 8,232 visits have been undertaken by the officials of the livestock and Dairy Development Department, ICT. (Def.) *Mr. Abdul Rauf: (Notice received on 19-03-2014 at 08:32 am) Will the Minister for Interior and Narcotics Control be pleased to state the major achievements of the Fisheries, Agriculture and Agriculture Engineering Department / Sections of the Islamabad Capital Territory Administration during the last five years? Ch. Nisar Ali Khan: The department of Fisheries, ICT is undertaking fish culture activities in the water bodies located in ICT Area. The progress achieved by the Fishieries Department, ICT during the last 05 years is as under:— Agriculture Department: Main functions of the Agriculture Department, ICT are provision of extension services to the farmers of ICT, construction of green houses, or off•season vegetable cultivation, training & motivation of farmers for adaption of the recent technologies and establishment of demonstration plots. Progress achieved during last 05 years (2009-10 to 2013-14) is as under:- 132. (Def.) *Mr. Abdul Rauf: (Notice received on 19-03-2014 at 08:32 am) Will the Minister for Interior and Narcotics Control be pleased to state the details of work carried out by the National Programme for water courses in Islamabad Capital Territory during the last five years with year-wise village-wise breakup? Ch. Nisar Ali Khan: National Program for Improvement of Watercourses in ICT is one of the Component of National Project, launched by the Ministry of Food & Agriculture, Islamabad (MINFA). It was commenced in fiscal year 2004-05 and closed in the year 2011-12. Following work has been carried out and completed, under the said project in Islamabad Capital Territory, during the last five years of the said project:— Year-wise and village-wise detail of the water courses / irrigation schemes completed during the period under report, is attached as ―Annexure-A‖. CONSTRUCTION OF IRRIGATION SCHEMES/WATERCOURSES AND PROVISION OF PUMPING UNITS TO THE FARMERS FOR LIFTING OF WATER FOR IRRIGATION An amount of Rs. 18.232 millions was allocated by the Federal Steering Committee of the project for the year 2011-12. However, physical work for the fiscal year 2011-12 could not be carried out as funds were not released, due to devolution of Ministry of Food & Agriculture. 133.
