CS10: Transportation and Movement Scheme : Herluin Way to Locking Road Link, Weston-super-Mare (This scheme forms part of the Greater Bristol Metro scheme) Scheme Prioritisation within Infrastructure Delivery Plan: Necessary in the longer term Cost Estimate: approximate Funding Source: cost is £15m in 2011/12 prices To be determined Expected Completion Date: To be delivered as part of the Greater Bristol Metro scheme 2021 - 2026 Scheme Description: A new single carriageway bridge (one traffic lane in each direction) with parallel footways, running broadly north-south from the Hutton Moor Roundabout (A370) to Locking Road (B3440) to replace the existing bridge to provide sufficient width for double tracking of the rail line. Scheme Deliverability: The scheme is needed is to facilitate the redoubling of the Weston-super- Mare loop line, as part of the Greater Bristol Metro scheme. Since the railway line was reduced from twin track to single drainage improvement works have been carried out within the railway formation that have raised the level of the remaining single track. This is possible because the existing bridges at Hutton Moor and Locking Moor Roads are arched and the additional required headroom has been achieved within the arch. Consultation: The route alignment is safeguarded in the North Somerset Replacement Local Plan. The Greater Bristol Strategic Transport Study (GBSTS), undertaken by Atkins, developed a series of transport strategies for the Greater Bristol sub-region covering the period to 2031. The study identified, analysed and appraised solutions on the national and local strategic transport networks, including the Herluin Way to Locking Road Link, so as to improve strategic transport movements into, out of and through the study area. The study was guided by consultation with a Key Stakeholder Advisory Group (KSAG) drawn from representative organisations with an interest in transport planning and operations in the study area. Scheme Justification: The schemes objectives are; • To facilitate redoubling of the Weston-super-Mare loop railway line between Worle Junction and Weston-super-Mare railway station, which; o removes the need for west-bound trains to stand on the main Bristol to Exeter railway line awaiting clearance to enter the loop line, which; o reduces delays upon the west-bound main line. • Improve cycle and pedestrian links between proposed housing and employment development at Weston Village and Weston Milton railway station (Locking Moor Road) • Improve cycle and pedestrian links between existing housing (Milton) and Hutton Moor Leisure Centre (Hutton Moor Road). The scheme alignment was reserved from development that would prejudice its construction in the North Somerset Replacement Local Plan. Herluin Way to Locking Road Link Scheme Plan: .
