ABSTRACT This publication provides information about ',he cost of attending Pennsylvania colleges and universities including tuition, required fees, and room and board charges for the year 1994-95 as well as trend information for the past 10 years. Comparative national data are also provided. The main source of the Pennsylvania data was an annual survey of Pennsylvania colleges and universities. Individual tables and figures provide information on: (I) average undergraduate in-state tuition and required fees by institutio'al category, 1985-86 through 1994-95;(2) average annual

increase !- undergraduate in-state tuition and required fees, 1985-86 through 1994-95;(3) average combined room and board charges by institutional category, 1985-86 through 1994-95;(4) average annual increase in room and board charges, 1985-86 through 1994-95; (5) average basic student charges by institutional category, 1994-95; and (6) average undergraduate basic student charges in four-year institutions, United States, Pennsylvania and selected neighboring states, 1993-94. Appendices provide additional information on basic student charges, tuition and required fees for first-professional programs, and student charges by control of institution and state. Also provided are a glossary and notes on data sources and nonrespondents. (DB)

This publication provides information about the cost of attending Pennsylvania colleges and universities.It lists the tuition and required fees for undergraduate, graduate, and first-professional programs, as well as room and board charges by institution.In addition, historical data by institutional category for the past 10 years is provided for those interested in knowing the trend of these changes and how it compares with the average cost of living index during the same period. National data by

;tate, as well as 3 graphic presentation of these costs for the selected neighboring states, compares

how Pennsylvanio ranked in relation to these states. These statistics have proven to be of interest and value to prospective cullege-bound high school students, guidance counselors, educational researchers,

legislators, media representatives, business leaders, and other interested individuals.

The source of this data is an annual survey of Pennsylvania colleges and universities. National

data was drawn from the results of a survey conducted by the U. S. Department of Education, National

Center for Education Statistics (NCES). Consumer price indices were obtained frum the U.S.

The average increase in tuition and required fees for each category of Pennsylvania institutions was higher than the average increase in the Consumer Price Index for the past 10 years. For example, during the period 1984-85 through 1993-94, the Consumer Price Index rose an average of 3.7% annually (1982-84=100.0), whereas the increase in average tuition and required fees wis between 4.7% fur theological seminaries and 8.6% for private colleges and universities.In general, increases at private institutions, except theological seminaries, were higher than at public institutions.

With the exception of private state-aided institutions, the increases in average room and board charges in Pennsylvania colleges and universities were modest compared to the increases in tuition and required fees during the past decade. However, these increases were still higher than the average increase of 3.7% in the Ccnsumer Price Index during the same period. The smallest average increase in room and board charges was at the theological seminaries (3.7%) and the largest average increase was at the private state-aided institutions (9.2%).

Pennsylvania had the fourth highest average basic student charges among four-year public institutions in the nation in 1993-94. Pennsytvania institutions in this category charged on the average $8,278 against the national average of $6,374. On the other hand, the average for Pennsylvania private four-year colleges and universities was 12th highest. These institutions charged on the average $18,118 compared to the national average of $15,958.

GLOSSARY

BASIC STUDENT CHARGES - Includes tuition, required fees, and room and board charges for a full- time undergraduate, graduate, or first-professional educational program.

BOARD CHARGES - Charges for a 7-day meal plan. Where a 7-day meal plan is not available, 6-day or 5-day meal plans are used in calculating the averages. The averages do not include board charges at branch campuses.

CONTRACT STATE A state having a contract with a Pennsylvania college for which students are charged a reduced tuition for certain programs. The contract state for the University of Pennsytvania is Puerto Rico. For the Pennsylvania College of Optometry, the contract states are , Nebraska, New Jersey, North Carolina, Virginia, and West Virginia.

FIRST-PROFESSIONAL STUDENT - A student who is enrolled in a professional school or program that requires at least two academic years of college work for entrance and a total of at least six years for a degree.

REQUIRED FEES - Fees required of all students or by such a large portion of students that someone not paying the particular fee is an exception.

ROOM CHARGES - Charges based on double occupancy for a tull academic year. The averages do not include room charges at branch campuses.

TUITION -- The typical nine-month charge for a full-time student. Calculated averages include full-time in-state students (from sponsoring districts for community colleges) attending day school at the main campus. An exception t.d the main campus rule is the inclusion of the first-professional medical program at the Pennsylvania State University, Hershey Medical Center. As an additional note, community college charges for in-state students residing in nonsponsoring districts are approximately twice the listed amount for in-state students in sponsoring districts.
