Executive Summary Djibouti has now faced six consecutive years of drought and serious rainfall deficit. Although rainfall fluctuations and drought are intrinsic features of the country’s semi-arid climate, the current drought far exceeds normal variation. Since 2007, rainfall has been less than 75% of average, and this has had a direct and life-threatening impact upon the most vulnerable people of Djibouti, particularly pastoralists and rural dwellers. The drought-related humanitarian context in Djibouti is mainly characterized by worsening food insecurity, a situation which culminated in the 2010-2011 2012 Consolidated Appeal for Djibouti drought disaster. This overall situation was itself the impetus of the 2010-2011 Drought Appeal, which this Consolidated Appeal now replaces. A total of 206,000 vulnerable people have been identified in Djibouti as now being affected by the drought and its impact, and have been targeted for the emergency humanitarian assistance programmes in this Appeal. This figure includes 120,000 rural people, 60,000 urban poor, and 26,000 refugees, and is a very substantial increase of 85% compared to the 120,000 people targeted in the 2010-2011 Drought Appeal. (A planning figure of 16,400 migrants is not included in the overall total.) Whereas the 2010-2011 Drought Appeal narrowly focused on rural drought-affected populations, the scope of this 2012 Consolidated Appeal has been widened to include urban vulnerable households and refugees. Urban vulnerable populations, though affected by drought, are mainly hit by the high rise in prices of staple foods, and most of the new acute malnutrition cases come from urban areas. A total of US$179,071,306 is requested for emergency humanitarian activities. 1 All dollar signs in this document denote United States dollars. HIGHLIGHTS/KEY PRIORITIES • Tensions remain high in North Eastern Province of Kenya following a series of explosive attacks targeting military and police convoys in the area. • Aid workers have further reduced operations in the Dadaab refugee camps following heightened insecurity. • WHO has called on health partners to intensify cholera preventative activities in Mogadishu following an increase in cases. II. Situation Overview While drought conditions have eased in many locations due to the recent rains, drought conditions are expected to worsen in parts of the Horn of Africa in the coming months as the dry season sets in. A new food security analysis of the Integrated Food Security Phase Classification (IPC) system in Djibouti has indicated that the food security situation in Obock Region has deteriorated from ‘Stressed’ (IPC Phase 2) to ‘Crisis’ (IPC Phase 3).Deterioration in food security conditions is now likely in coastal and southeast areas as well. In Ethiopia, even as the seasonal deyr (October-December) rains continue in most lowland areas of southern and south-eastern Ethiopia, drought conditions are expected to worsen in the northernmost parts of the Afar Region and parts of northern Somali Region in the coming month. On the other hand, drought conditions in the northern, north-eastern and southern parts of Kenya have significantly eased following good rainfall received in the October-December short rains season.In Somalia, while the deyr rains have subsided in many parts of Lower and Middle Juba regions, flooding continues to affect many settlements in Middle Juba.

    Recent Developments During 2000, the East and Horn of Africa region witnessed significant upheaval that caused new population displace- ments. At the beginning of the year, the region was hosting over 1.2 million refugees and 3.2 internally displaced persons (IDPs); by mid-year these figures had risen to roughly 1.3 mil- lion and 4.2 million respectively. The chief causes were renewed fighting between Ethiopia and Eritrea, continuing violence in southern Somalia and Sudan, and severe drought in parts of Djibouti, Eritrea, Ethiopia, Kenya and Somalia. The resumption of hostilities between Ethiopia and Eritrea in May led to the internal displacement of 1.1 million persons in Eritrea alone, while thousands fled to neighbouring countries, including 95,000 to Sudan, 1,000 to Djibouti and 1,000 to Yemen. Following the signing on 18 June of a cease-fire agree- of Africa ment negotiated by the Organisation of African Unity (OAU), hostilities between Ethiopia and Eritrea ceased. A Tripartite Agreement between UNHCR and the governments of Sudan and Eritrea signed on 15 July paved the way for the return of some 25,000 Eritreans, while others returned spontaneously. According to government figures, some 600,000 IDPs also returned home, mainly to areas in the Gash-Barka and Debub zones. Most of the remaining IDPs cannot yet return to their homes and are accommodated in IDP camps and with host families. Others remain scat- East and Horn tered in mountains and valleys.
