The Democratic Republic of Congo: Background and Current Developments Ted Dagne Specialist in African Affairs February 4, 2010 Congressional Research Service 7-5700 www.crs.gov R40108 CRS Report for Congress Prepared for Members and Committees of Congress The Democratic Republic of Congo: Background and Current Developments Summary In October 2008, the forces of the National Congress for the Defense of the Congolese People (CNDP), under the command of General Laurent Nkunda, launched a major offensive against the Democratic Republic of Congo Armed Forces (FARDC) in eastern Congo. Within days, the CNDP captured a number of small towns and Congolese forces retreated in large numbers. Eastern Congo has been in a state of chaos for over a decade. The first rebellion to oust the late President Mobutu Sese Seko began in the city of Goma in the mid-1990s. The second rebellion in the late 1990s began also in eastern Congo. The root causes of the current crisis are the presence of over a dozen militia and extremist groups, both foreign and Congolese, in eastern Congo, and the failure to fully implement peace agreements signed by the parties. Over the past 14 years, the former Rwandese armed forces and the Interhamwe militia have been given a safe haven in eastern Congo and have carried out many attacks inside Rwanda and against Congolese civilians. A Ugandan rebel group, the Lord’s Resistance Army (LRA), is also in Congo, despite an agreement reached between the LRA and the Government of Uganda. In November 2008, United Nations Secretary General Ban Ki-Moon appointed former Nigerian President Olusegun Obasanjo as his envoy to help broker a peace agreement to end the crisis in eastern Congo. -

GEOTHERMAL RESOURCE INDICATIONS OF THE GEOLOGIC DEVELOPMENT AND HYDROTHERMAL ACTIVITIES OF D.R.C. Getahun Demissie Addis Abeba, Ethiopia, [email protected] ABSTRACT Published sources report the occurrence of more than 135 thermal springs in D.R.C. All occur in the eastern part of the country, in association with the Western rift and the associated rifted and faulted terrains lying to its west. Limited information was available on the characteristics of the thermal features and the natural conditions under which they occur. Literature study of the regional distribution of these features and of the few relatively better known thermal spring areas, coupled with the evaluation of the gross geologic conditions yielded encouraging results. The occurrence of the anomalously large number of thermal springs is attributed to the prevalence of abnormally high temperature conditions in the upper crust induced by a particularly high standing region of anomalously hot asthenosphere. Among the 29 thermal springs the locations of which could be determined, eight higher temperature features which occur in six geologic environments were found to warrant further investigation. The thermal springs occur in all geologic terrains. Thermal fluid ascent from depth is generally influenced by faulting while its emergence at the surface is controlled by the near-surface hydrology. These factors allow the adoption of simple hydrothermal fluid circulation models which can guide exploration. Field observations and thermal water sampling for chemical analyses are recommended for acquiring the data which will allow the selection of the most promising prospects for detailed, integrated multidisciplinary exploration. An order of priorities is suggested based on economic and technical criteria. -

Ejiogu, Department of Sociology University of Maryland Abstract Since time immemorial, societies, states and state builders have been challenged and transformed by the need and quest for military manpower.1 European states relied on conscript armies to ‘pacify’ and retain colonies in parts of the non-European world. These facts underscore the meticulous attention paid by the British to the recruitment of their colonial forces in Africa. In the Niger basin for one, conscious efforts were made by individual agents of the British Crown and at official level to ensure that only members of designated groups were recruited into those colonial forces that facilitated the establishment of the Nigerian supra- national state. The end of colonial rule and shifts in military recruitment policies hardly erased the vestiges of colonial recruitment from the Nigerian military. The study on which this article is based and which examines Britain’s policies on military human resource recruitment as state-building initiatives, argued that military coups d’état in Nigeria can be traced back to colonial and post-colonial recruitment patterns for military human resources. Introduction Nigeria, built in the late nineteenth century by British colonial intervention, is Africa’s most populous country.2 Events in Nigeria3 since October 1, 1960, when it acquired political independence from Britain, furthermore attest to the political instability that the country experiences. -

Armed Conflicts Report - Chad Armed Conflicts Report Chad (1965 - first combat deaths) Update: January 2009 Summary Type of Conflict Parties to the Conflict Status of Fighting Number of Deaths Political Developments Background Arms Sources Summary: 2008 In February, rebel forces attempted a coup d’etat in the capital N’Djamena. Although unsuccessful, the attempted coup resulted in several hundred deaths, displaced tens of thousands and prompted the Chadian government to declare a state of emergency. A joint-international mission was deployed in Chad, including an EU military component (EUFOR) and a UN humanitarian component, the United Nations Mission in Central African Republic and Chad (MINURCAT). However, the relative ineffectualness of these missions, in combination with rebel proxy violence in the Sudan/Darfur-Chad border regions, hampered potential developments towards security. The humanitarian situation deteriorated as insecurity hampered the efforts of aid organizations. Citing Chad’s continued failure to use oil revenues for poverty reduction, the World Bank finally ended its involvement there by recalling loans from the Chad-Cameroon oil pipeline. 2007 The governments of Chad, Sudan and the Central African Republic signed an agreement to not support rebels in their territory attacking the other signatories, however, cross border attacks continued in 2007 and led to the death and increased displacement of Chadian citizens as well as Sudanese refugees living in Chad. Despite the signing of a ceasefire agreement by the government and four main armed opposition groups, no lasting peace agreement has been reached and armed resistance to President Idriss Deby’s leadership continued to intensify. Ethnic violence also continued and led UN Secretary-General Ban Ki-Moon to propose two possible military operations for Chad, in combination with the European Union peacekeeping mission that is set to deploy in early 2008. -

The perception is that African leaders rule failed states that have acquired tags such as “corruptocracies”, “chaosocracies” or “terrorocracies”. Perspectives on political leadership in Africa vary from the “criminalisation” of the state to political leadership as “dispensing patrimony”, the “recycling” of elites and the use of state power and resources to consolidate political and economic power. -

Chairperson, President Olusegun Obasanjo, Your Excellencies, Friends, Ladies and gentlemen: It is of course not by accident that we have convened in Algiers to celebrate the 50th anniversary of the adoption of the historic UN Declaration on the Granting of Independence to Colonial Countries and Peoples. Much as the Declaration made an important contribution to international law and the ordering of the system of international relations, in favour of the colonised, it was at the same time a product of the heroic struggles of the colonised, a signal of the invincibility of the struggles for independence and national liberation. In terms of the events calendar of Africa’s fighters for liberation, 1960, the year of the adoption of the Declaration, started here in this city on January 24 with the counter-revolutionary insurrection of the colonisers during what in France was called La semaine des barricades ("the barricades week"), which ultimately failed. When General Charles de Gaulle addressed a call to the French armed forces during that week, on January 29, which forces were engaged in a desperate struggle to defeat the Algerian Front for National Liberation, he said: “I say to all of our soldiers: your mission comprises neither equivocation, nor interpretation. You have to liquidate the rebellious force which wants to oust France out of Algeria and impose on this country its dictatorship of misery and sterility...” De Gaulle’s dream of liquidating ‘the rebellious force’ proved to be as illusory as the wishes of the pieds- noirs that they could deny Algeria her independence. However, as the year 1960 began, these events from afar communicated the message to us that the sister people of Algeria would have to make more sacrifices to achieve their victory.
