Michele Richards Electoral boundaries submission Submission details Submission name: Born and bred Submitted by: Michele Richards Submission description I have read all the submissions and suggestions and offer the following comments having experienced Canberra evolve over more than 50 years (I was born on 13 July at the original Canberra Hospital (before the lake)) and witnessed the tragedy of the 13 July hospital demise. 1. Minimise relocation of suburbs from their existing town centre/districts as much as possible. There does not seem to be any value in completely realigning areas and no evidence provided with submissions that suggest any benefit from vastly different electorate configurations to town centr e/district regions. 2. Where suburbs need to be moved from their current electorate into a new one to meet current legislative requirements, consideration and priorit y should be given to the ease of returning them to the original location beyond 2016. For example, Kambah will always be considered a Tuggeranong suburb (regardless of electorate), and as Molonglo East becomes more populat ed, and Molonglo Central and Molonglo West become developed, Kambah will likely need to be relocated back to the Tuggeranong electorate. T he same applies to the current suburbs of Fraser, Spence, Evatt, McKellar, Kaleen and Giralang - they will always belong to Belconnen. Dunlop and Lawson while much newer than the others still sit in the Belconnen region. To minimise the impact of moving suburbs from Belconnen to Gun gahlin, I suggest only Dunlop, Fraser, Kaleen and Giralang (or Spence, Fraser, Kaleen and Giralang) be relocated to a Gungahlin electorate with Dunlop and Fraser being the first priority to move back to Belconnen once other Gungahlin suburbs of Throsby, Taylor and Kenny are developed and Moncrieff and Jacka become more populated. 3. Hume is mostly associated with Tuggeranong and while there is scope for this area along with Symonston, Jerrabomberra, Beard and Oaks Est ate to sit in three potential electorates, they don't make a huge impact on numbers so defer to the community council positions to decide these. Th at way there will be genuine inclusion of community views that can be demonstrated to constituents. 4. Lyneham, Watson and Downer should remain with what is now considered inner north. Examination of the submissions that suggest including t hese with a Gungahlin electorate demonstrate no advantage to doing so - just seems to be change for change sake. Some of the northern suburb s of Belconnen align more strongly (but temporarily) with Gungahlin. 5. In summary, up to and including the 2016 election, Electorate 1 (Gungahlin) as defined by existing suburbs and including Dunlop or Spence, Fr aser, Giralang, Kaleen, Belconnen District 2 and Hall; Electorate 2 (Belconnen) as defined by existing suburbs except for Dunlop or Spence, Fras er, Giralang, Kaleen and Belconnen District 2; Electorate 3 (inner north and inner south) as defined by existing suburbs including Majura District, Canberra Airport, Fyshwick and Pialligo; Electorate 4 as defined by existing Woden/Weston Creek/Molonglo suburbs and including Stromlo Distri ct, Kambah, Symonston, Jerrabomberra District, Beard and Oaks Estate; Electorate 5 (Tuggeranong) as defined by existing suburbs excluding Ka mbah and including Hume. Located in the heart of Australian Capital Territory (ACT), Jerrabomberra Wetlands is a habitat for a variety of animals and plants. The Basin Priority Project (BPP), undertaken by the ACT and Commonwealth Governments to improve the quality of water flowing through the ACT includes this Fyshwick-Jerrabomberra catchment as a key site of mixed urban and agricultural land usage. Current study outcomes will add to the knowledge of the ACT wide water quality monitoring program. This project studied eight water quality parameters: water temperature, pH, turbidity, electrical conductivity, dissolved oxygen, total phosphorus and nitrate, and zinc using surface water samples collected from six locations at the south eastern corner of Jerrabomberra Wetlands on a weekly basis for four months in 2015.
