INTERNATIONAL ASSOCIATION OF PROSECUTORS ANNUAL REPORT 2001 - 2002 INTERNATIONAL ASSOCIATION OF PROSECUTORS ANNUAL REPORT 2001 - 2002 Introduction This is the IAP's third formal Annual Report. As well as being available to participants at the General Meeting and to other members on request from the Secretary-General, it may be found on the IAP website (www.iap.nl.com). Executive Committee Meeting, 1 September 2001 Friedrich Matousek (Austria) said farewell to the Executive Committee after six years and thanked colleagues. Current organisational membership stood at 77 and individual membership at 1127. The Executive Committee discussed a draft of the Protocol for Nominations by the Executive Committee to the Executive Committee. The text of the final protocol would be placed on the website. The nominations for office which were to be put to the General Meeting were agreed. Nominations for 2002 were discussed and approved as detailed above. The Secretary-General reported that the financial situation had improved and the Finnish Government and AUSAID had provided support to the Granting Program, again enabling colleagues from developing countries to attend the conference. Retha Meintjes (South Africa) reported on her attendance at the 2nd DPP Forum in Nigeria and the General Counsel on his attendance at the 2nd Pan-European Meeting of European Prosecutors General and the 21st Annual Conference of the Federal Prosecution Service of Canada. The next regional (“mini”) conference would be held in The Hague on 20-22 March 2002. It was also hoped to hold one for Oceania and the President encouraged members to hold such events in their regions. -

Association Européenne pour le Fleurissement et le Paysage / Aisbl Entente Florale Europe 2013 – background and results The European Association for Flowers and Landscape -AEFP The Association Europeenne pour le Fleurissement et le Paysage (AEFP) - the European Association for Flowers and Landscape is an international, non-profit association. The overall aim of the Association today is the social and cultural development and enhancement of the quality of life of urban dwellers, primarily through landscape development and horticulture. To support its aims, the Association organises an international competition known as Entente Florale Europe in order to promote a greener and more pleasant environment in European towns and villages and to establish international contacts among the participants. Entente Florale Europe - The Competition The competition Entente Florale Europe is the principal means through which the AEFP achieves its aims. In the year 2013, eleven member countries have participated giving a total of 8 villages and 10 towns/cities to the competition. An international jury consisting of 11 members carried out an ‘in situ’ assessment of the candidate town/city and village. Criteria The international jury – each member country providing a representative- assesses the candidate towns and villages according to criteria based on the following considerations: Quality of landscape and vegetation: seasonal and permanent planting of flowers, trees, shrubs; respect for landscape and landscape policies; promotion of biodiversity and ecologically friendly maintenance and management. Quality of natural and built environments including waste management, water management, heritage, quality of streets and buildings and cleanliness. Participation and cooperation by local bodies and organisations. Contribution and role of local statutory authorities. -

Prior to the parliamentary elections in 2017, the similarities between the respective positions of the ÖVP and the FPÖ, resulting from Kurz’s conscious accommodative strategy towards the right, opened up the possibility of cooperation between the two parties. At the same time, the actions of Kurz came with the risk of legitimizing many of the FPÖ’s right-wing policies, a danger he did not shy away from. At the beginning of his one-and-a-half-year-long governing period, Kurz tried to establish a “new style” of governing, but later events foiled his efforts. Nevertheless, the ÖVP chairman can calmly expect the upcoming early elections, and will most likely be able to choose from several potential partners afterwards. -

The Bulletin
THE BULLETIN The Bulletin is a publication of the European Commission for Democracy through Law. It reports regularly on the case-law of constitutional courts and courts of equivalent jurisdiction in Europe, including the European Court of Human Rights and the Court of Justice of the European Communities, as well as in certain other countries of the world. The Bulletin is published three times a year, each issue reporting the most important case-law during a four months period (volumes numbered 1 to 3). The last two volumes of the series concerning the same year are actually published and delivered in the following year, i.e. volume 1 of the 2002 Edition in 2002, volumes 2 and 3 in 2003. Its aim is to allow judges and constitutional law specialists to be informed quickly about the most important judgments in this field. The exchange of information and ideas among old and new democracies in the field of judge-made law is of vital importance. Such an exchange and such cooperation, it is hoped, will not only be of benefit to the newly established constitutional courts, but will also enrich the case-law of the existing courts. The main purpose of the Bulletin on Constitutional Case-law is to foster such an exchange and to assist national judges in solving critical questions of law which often arise simultaneously in different countries. The Commission is grateful to liaison officers of constitutional and other equivalent courts, who regularly prepare the contributions reproduced in this publication. As such, the summaries of decisions and opinions published in the Bulletin do not constitute an official record of court decisions and should not be considered as offering or purporting to offer an authoritative interpretation of the law. -

11/5/2020 Regulatory report: Austria – heated tobacco - TobaccoIntelligence A republic in central Europe, Austria has an estimated population of 9m, with one of the highest standards of living on the continent. It has been a member of the European Union (EU) since 1995 and a member of the eurozone since its inception in 1999. Its economy is relatively small, but it has one of the EU’s highest levels of GDP per capita, and one of the lowest unemployment rates. It also has a smoking rate of 24 %. The Austrian constitution defines the country as a federal democratic republic, divided into nine federal states, or Bundesländer. However, Austrian federal states do not have as much power as US states or German Länder. Indeed, Austrian federalism is often considered theoretical because the central government holds the overwhelming majority of power. For the e-cigarette industry, the most important responsibilities of the individual states are youth protection and urban planning. The bicameral Austrian parliament consists of the National Council (Nationalrat) and the Federal Council(Bundesrat). Three political parties dominate both chambers: the conservative Austrian People’s Party (ÖVP), the left-wing Social Democratic Party of Austria (SPÖ), and the far-right Freedom Party of Austria (FPÖ). Between December 2017 and June 2019, Austria was governed by the coalition of the centre-right Austrian People’s Party (ÖVP) and the right-wing populist Freedom Party of Austria (FPÖ). Sebastian Kurz, leader of ÖVP, was the chancellor of Austria (the equivalent of prime minister) until June 2019. Following the resignation of FPÖ ministers from the coalition government over a corruption scandal involving party leader and former vice-chancellor Heinz- Christian Strache, at the end of May 2019 Kurz’s technocratic government received a vote of no confidence from the National Council. -

INTERNATIONAL ASSOCIATION OF PROSECUTORS A HISTORY The Dream The Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders was held in Havana, Cuba from 27 August to 7 September 1990. The delegates at that Congress discussed a range of issues and among them the position of prosecutors. They recognised that, although "the Universal Declaration of Human Rights enshrines the principles of equality before the law, the presumption of innocence and the right to a fair and public hearing before an impartial tribunal, frequently there still exists a gap between the vision underlying those principles and the actual situation". They also recognised that prosecutors play a crucial role in the administration of justice and in ensuring compliance with these principles. The Congress accordingly adopted a set of Guidelines on the Role of the Prosecutor (the Guidelines) to assist Member States of the United Nations in the task of securing and promoting the effectiveness, impartiality and fairness of prosecutors in criminal proceedings. The Guidelines were to be brought to the attention of prosecutors and others in the criminal justice system. Prosecutors in their turn were obliged to respect the Guidelines and to oppose any violations thereof. On its return home, the Hungarian delegation to the Congress set up a professional body for prosecutors, the Hungarian National Association of Prosecutors, to further the objectives of the Guidelines. It was therefore perhaps unsurprising that it was at that Association's first "Kriminalinfo" (Criminal Information Conference and Exhibition) conference in October 1991 that the idea of creating an international organisation first arose. -
