How HERO Did It
How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area. -

The Official Quarterly Newsletter of PSA Leyte PSA Leyte celebrates 30th Civil Registration Month Couples during the mass wedding in Ormoc City on Februry 13, 2020 Grade 10 students of Ormoc City during the Civil Registratiojn Quiz Anchored on the theme “Shaping Civil Registration and Vital Statistics (CRVS) by embracing new trends in the 4th Industrial Revolution (4IR),” the Philippine Statistics Authority (PSA)- Leyte Provincial Statistical Office conducted activities targeted at framing a strong and qualitative civil registration system in the province, in collaboration with Local Civil Registry Offices. This is in connection with the annual observance of Civil Registration Month every February wherein civil registration activities are in its full blast. For this year, the month-long celebration was started by its Launching and Caravan on January 31 to February 1, 2020, hosted by the Local Government Unit (LGU) of Matalom, Leyte. Trials and Tribulations in Locating Tree Farmers and Sites for Research and Extension Activities
15. TRIALS AND TRIBULATIONS IN LOCATING TREE FARMERS AND SITES FOR RESEARCH AND EXTENSION ACTIVITIES Edwin Cedamon, Samuel Bernaldez and Jack Baynes The major aim of ACIAR project ASEM 2003/052 is to improve financial returns to existing smallholder tree farms in Leyte through a number of extension activities. In order to identify sites suitable for extension activities, visits were made to some tree farms (either registered or not registered with DENR) in Leyte. For this purpose, the initial aim was to identify at least 30 tree farms representing a range of age classes, species, soil types, elevation and climate. In addition, tree farms should have an area of at least 0.25 ha. Various difficulties were encountered in fieldwork designed to locate these tree farms. The main reason was associated with inconsistencies in the database of registered tree farms compiled by Community Environment and Natural Resources Offices (CENROs) which included information concerning tree farm location, owner, species and plantation area. Specific difficulties encountered in finding sites included nonexistence of some registered tree farms, inability to interview some farm owners because they do not reside near their tree farm, some tree farms have a low stocking against what was listed with the CENRO. Despite these difficulties, 76 tree farms were found during October to December 2004. Seventy one tree farms were GPS referenced and 37 tree farm owners were interviewed. INTRODUCTION ACIAR Project ASEM 2003/052 – titled ‘Improving financial returns to smallholder tree farmers in the Philippines’ involves cooperative research between staff of the College of Forestry at Leyte State University, the Department of Environment and Natural Resources (DENR) and Australian researchers. -

The Official Quarterly Newsletter of PSA Leyte PSA Leyte conducts 2020 CPH amidst COVID-19 pandemic 2020 CPH Team of Sta. Fe, Leyte gets ready for enumeration Aimee M. Adona, HeadCAS ,and Joseph Cornejo, EN, interview a household Amidst the pandemic, the Philippine Statistics Authority (PSA) Leyte Provincial Statistical Office conducted the 2020 Census of Population from September 1-30, 2020 pursuant to Batas Pambansa Blg. 72, Executive Order No. 32, and Republic Act 10625. A total of 2,371 hired fieldmen were deployed to 43 municipalities of Leyte to interview all households and institutional population to count all members and determine their respective demographics and socio-economic characteristics. Among the total manpower, 1, 914 were enumerators, 361 were team supervisors, 78 were Census Area Supervisors and 18 were regular staff of the Office which served as Head Census Area Supervisors. Prior to above enumeration period, 6-day trainings in all cities/municipalities were administered in order to fully equip the CPH Manpower with the right concepts and rules governing the conduct of the census.
