Recent research addresses issues of vulnerability in public spaces and explores resilience strategies that reduce the2,3 through water sensitive design, which is adopted to minimize4. All the measures described are reactive by nature; aiming to cope with the effects of climate change. This project adopts a different approach to face climate change, focusing on public space as an infrastructure that is ideal for facing the challenged of climate change, as well as a key urban element and as means for community engagement and education on climate change.

The dispute involving the central government and the provincial government and Kaltim Prima Coal (KPC), a multinational company, based in East Kalimantan, over the process of divestment of KPC will exemplify that after the democratization and decentralization, a new pattern of politics has been in the making in Indonesia. The governor of East Kalimantan Suwarna has managed to set up political alliances with powerful local and national politicians. Such a political network initiated from the provincial level was a novelty that did not exist within the New Order state. Eventually Suwarna was challenging the policy decided by the central government, and directly created a climate inhospitable to foreign investors. The political phenomenon that develops in the democratic order in Indonesia shows that local election (Pilkada) has become a "political industry" that requires large capital for investment. This research explores the high cost of contest local elections, which is then used by the cukong to become a partner for politicians in hunting down rent through the Pilkada. Our findings show that the Pilkada becomes an arena for battle between cukong, and regions that have abundant natural resources are contested by large local and national cukong to finance all the needs of the candidate's campaign. They control natural resources, so they are the ones who decide who is the regent, who is the governor. Natural resources, especially coal mines, are occupied emphasize as one of the main sources of driving the political machine, which has an impact on bad environmental management practices. A large number of political party leaders and several businessmen who own mining, large-scale plantations have contributed to the destruction and overexploitation of nature. Therefore, the issue of natural resources must be included in the agenda of local and national political processes and break the chain of political cukong with transactional natural resource rulers.

Introduction On June 19, 2006, after being investigated for fourteen hours by the National Corruption Eradication Commission (Komisi Pemberantasan Korupsi, KPK), Suwarna Abdul Fatah, governor of East Kalimantan, was formally arrested on suspicion of corruption in an oil-palm plantation project. He was accused of issuing a permit for the opening up of around one-million hectares of the province's forest to oil-palm plantation development without proper legal process. It turned out that the Surya Dumai Group, which had obtained the permit, cleared the land for timber but did not open the plantation.
