Introduction HIV, STIs and related services available in Armenia The list includes organizations providing free of charge and paid services related to HIV. Free of charge services are provided in a scope of state basic benefits package at health care institutions to RA citizens as per their place of residence and to NGO beneficiaries within the scope of programs being implemented. Foreign citizens use the services of health care institutions on paid basis. Services of NGOs are available for foreign citizens, if they are representatives of a beneficiary group. Counseling and testing on HIV In compliance with the standard on organization of HIV/AIDS prevention and treatment within the framework of state guaranteed free of charge medical care and services, health care institutions providing HIV counseling and testing services organize the preservation and transportation of collected blood to laboratories which conduct tests on HIV (specified as Lab free in the list). Provider initiated HIV testing and counseling (PITC) is provided to visitors with clinical indications, representatives of the groups of population more exposed to the risk, representatives of HIV vulnerable groups and pregnant women (specified as PITC in the list); Client initiated HIV testing and counseling (CITC) is provided to everyone who applies to counseling and testing centers (specified as CITC in the list). Paid HIV testing services are provided in every laboratory conducting HIV testing. The facilities which have an HIV testing laboratory are specified as Lab in the list. The same health care facility may provide PITC free of charge and have a laboratory to conduct paid tests. Foreign citizens may receive free of charge HIV counseling and testing services at the National Center for AIDS Prevention, in NGOs and in other health care facilities providing these services under state order upon receiving the corresponding letter from RA MOH. Counseling and testing on HBV/ HCV Free testing on HBV and HCV is conducted at the National Center for AIDS Prevention for people with HIV and in antenatal/maternity welfare clinics in Yerevan among pregnant women (only HBV screening, not specified in the list). In other cases tests are conducted on paid basis. Testing, counseling and treatment on STIs Free of charge counseling, testing and treatment on STIs are provided only by some NGOs. In other cases the services are provided on paid basis. As an exception, free of charge blood test and bacterioscopic analysis of smear (not specified in the list) are conducted in antenatal/maternity welfare clinics during management of pregnancy. TB related services including treatment The services are provided to RA citizens free of charge under state order. Preventing Mother - To -Child transmission Services for preventing mother-to-child HIV transmission are provided by various organizations in various stages: 1)HIV counseling as well as preservation and transportation of collected blood to HIV testing laboratories are implemented by (PMTCT) antenatal/maternity welfare clinics 2)HIV diagnosis and ARV treatment are implemented at the National Center for AIDS Prevention 3) pregnancy management is implemented by antenatal/maternity welfare clinics 4) Childbirth occurs at the Republican Institute of Reproductive Health, Perinatology, Obstetrics and Gynecology, 5) milk mixtures for the new born may be provided at medical facilities providing care and treatment of infants Psycho-social support for PLHIV and their families. Syringe exchange Syringe exchange services are provided by NGOs within the scope of prevention programs implemented among drug addicted people. Condom provision Condoms are provided for free: 1) by NGOs, which implement preventive programs in different groups of population 2) at HIV counseling and testing centers, which are regularly provided with condoms by the mobile team of the National Center for AIDS Prevention during their visits 3) in family planning rooms, which receive condoms from UNFPA. Screening for breast and cervical cancer Antenatal/maternity welfare clinics provide consultations on prevention, diagnosis and treatment of breast and cervical cancer. Preventive screening for cervical cancer is implemented in antenatal clinics. For this purpose Pap smear is taken in primary health care facilities from the cervix of the uterus of all women in 30-60 age group during their first visit, afterwards once in three years based on the place of residence, as well as during the year among first time visitors who have complaints.
