This increase induced widespread permafrost degradation in the discontinuous permafrost zone mainly under the form of localized zones of thaw subsidence affecting the performance of roads and airfields built on thaw-instable frozen ground. In a context of fast population growth and increasing resource development in Northern Quebec, the vulnerability of transportation infrastructure to permafrost degradation raises concern for the safety and economic sustainability of the Inuit communities. An engineering geophysical investigation, including capacitively coupled resistivity (CCR) and ground penetrating radar (GPR) surveys, was carried out in summer 2004 at the airports of Tasiujak, Aupaluk, Kangirsuk, and Quaqtaq in Ungava Bay to characterize the frozen ground conditions underneath the airfield embankments and assess their vulnerability to permafrost degradation. CCR and GPR are complementary non-invasive subsurface investigation tools. CCR is effective for characterizing the permafrost conditions while GPR defines accurately the cryostratigraphic contacts. The combined interpretation of CCR and GPR surveys leads to a high resolution cross–section of permafrost conditions. An example of the subsurface characterization capabilities of combined CCR and GPR surveys is given for Tasiujaq Airport which is considered vulnerable to permafrost degradation. RÉSUMÉ Une augmentation de la température de l’air supérieure à 3 °C a été observée au Québec nordique (Canada) sur une période de 10 ans de 1992 à 2002. Cette augmentation a provoqué une dégradation généralisée du pergélisol dans la zone de pergélisol discontinu sous la forme de secteurs bien définis d’affaissement au dégel qui affecte la performance des routes et pistes d’atterrissage construites sur un sol gelé instable au dégel. Dans un contexte de forte croissance de la population et de développement de l’exploitation des ressources naturelles au Québec nordique, la vulnérabilité des infrastructures de transport à la dégradation du pergélisol soulève des inquiétudes sur la sécurité et le développement durable des communautés Inuites. Un programme d’investigation géophysique qui incluait des profilages de résistivité électrique avec un système couplé capacitivement et des levés de géoradar a été réalisé durant l’été 2004 aux aéroports de Tasiujaq, Aupaluk, Kangirsuk et Quaqtaq sur la côte ouest de la Baie d’Ungava pour caractériser les conditions de la sous-fondation pergélisolée des remblais aéroportuaires et évaluer leur vulnérabilité à la dégradation du pergélisol. Le système couplé capacitivement et le géoradar sont des outils géophysiques complémentaires d’investigation non-invasive de la sous-surface. Le premier outil fournit des informations sur les conditions du pergélisol alors que le second définit précisément les contacts cryostratigraphiques. L’interprétation combinée des levés de résistivité électrique et de géoradar génère des vues en coupe à haute résolution des conditions du pergélisol. The depth of the thawing front on July increased by less than 20 cm over the ten-year monitoring period (Figure 6). Moreover, due to Southwest prevailing winds in winter, there is important snow accumulation on the Southeast shoulder and toe of the airfield embankment (Figures 7 and 8) while the tundra away of the airfield is nearly free of snow following the wind ablation. The thick embankment disrupts the topography and acts as a snow fence. The permafrost degradation is therefore due to not only the increase in air temperature but also the thermal insulation of snow cover.     PUVIRNITUQ ENROLMENT COMMITTEE POLICIES AND GUIDELINES (JANUARY 4, 2011) Page 1 Enrolment of Nunavik Inuit Beneficiaries of the James Bay and Northern Québec Agreement - Puvirnituq Affiliation - PPOOLLIICCIIEESS AAnndd GGuuiiddeelliinneess January 4, 2011 Date of Adoption by the Puvirnituq Enrolment Committee Date of modification made by the Puvirnituq Enrolment Committee PUVIRNITUQ ENROLMENT COMMITTEE POLICIES AND GUIDELINES (JANUARY 4, 2011) Page 2 SECTION I OVERVIEW PUVIRNITUQ ENROLMENT COMMITTEE 1.1 Background Following the signing on January 27 2005 of the James Bay and Northern Quebec Agreement (JBNQA) Complementary Agreement No. 18 on Inuit Eligibility (hereafter CA. 18), the list of all Nunavik beneficiaries is managed out of the Nunavik Enrolment Office located in Kuujjuaq at the Makivik Head Office. The Nunavik Enrolment Office has among other duties to verse the lists provided by each community into the Nunavik Inuit Beneficiaries Register. Pursuant to the coming into force of the CA. 18, being on May 1st 2006, the rules of the Inuit Eligibility Regime were modified completely. The communities have now the responsibility to update their own community beneficiaries list via the work of their Community Enrolment Committee composed in Puvirnituq of one Elder and of the Directors of the local Landholding Corporation. The Puvirnituq Community Enrolment Committee applies its discretion in implementing the criteria listed at the C.A. 18, in order to take a decision on the application presented by an individual, or his/her legal representative for minors, under the guidance of the following principles: Nunavik Inuit are best able to define who is an Inuk and who is therefore entitled to be enrolled under the JBNQA, and; Nunavik Inuit are to be recognized according to their own understanding of themselves, of their culture and traditions; and; The determination and decision process of who is an Inuk for the purposes of the JBNQA is to be just and equitable.

    P-954 Aupaluk, QC J0M 1X0 REPORT TO THE COMMISSION D’ENQUETTE SUR LES RELATIONS ENTRE LES AUTOCHTONES ET CERTAINS SERVICES PUBLICS From: Martin Scott /Expert Witness Administrator of the Tumiapiit Justice Committee of Aupaluk Hello, I was encouraged to write this report due to my involvement with the Justice Committee of Aupaluk since 2001 and having been a resident and member of several other committees since 1989. I will begin with two very significant files that I have been involved with. I have already submitted coroner report documents to the Commission team in late August relating to the deaths of two Inuit men in Aupaluk, both involving the police services at the time. EVENT (two separate incidents of local Inuit men dying due to police action): The first man, Jimmy Akpahatak, died on October 17, 1992 after Jimmy barricaded himself in the family home and began an armed stand-off, finally involving the SQ SWAT team that was flown in. It is my understanding the stand-off ended when the Mayor gave the SQ permission to shoot Jimmy (his own son) as Jimmy was out of his mind after sniffing and was shooting at random within the community from his house windows. Jimmy was fatally shot as he exited the house while still threatening with his gun. I believe this was the first fatality of a Nunavik resident at the hands of the Surete Quebec police force. The community is still waiting for some kind of report from the investigating police agency, which I believe was the Montreal Police force.
