India‐Somalia Bilateral Relations A year after the independence of Somalia in 1960, the Commissioner of India to Mauritius was accredited as Ambassador of India to Somalia and presented Credentials in 1961. Later, a resident Mission was opened in Mogadishu. After the outbreak of civil war in 1991, the Indian Embassy in Mogadishu was closed. High Commission of India, Nairobi is concurrently accredited to Somalia. 2. Visits from Somalia: 1. 5‐7 Feb. Defence Minister of Somalia, Mr. Hassan Ali Mohamed ‘Amardambe’ visited India to 2020 participate in DefExpo India 2020 in India Africa Defence Ministers’ meet 2020 2. Somalia participated in COP14, CRIC18 and CST14 to UNCCD held in New Delhi 2019. 4. Sep/Oct. Mr. Mohamed Said Abdilahi, Deputy Minister of Health & Human Services visited 2018 New Delhi to attend the Mahatma Gandhi International Sanitation Convention held from 29 September to 2 October 2018. Somali delegation participated in the First Assembly of International Solar Alliance and 2nd IORA Renewable Energy Ministerial meeting held at New Delhi from 2‐4 October 2018. 5. 10‐13 March Deputy Prime Minister Mahdi Mohammed Gulaid accompanied by Minister of 2018 Energy and Water Resources Salim AlioIbro and State Minister for Foreign Affairs Abdulkadir Ahmed‐Kheyr Abdi visited India to attend Founding Conference of International Solar Alliance (ISA) in New Delhi. He called on Rashtrapatiji and Prime Minister during the visit. 6. Jan. 2018 Attorney General of Somalia visited Mumbai to bring back the first group of 41 Somali prisoners and their Deputy Minister for Foreign Affairs went in March to bring back 76 Somali prisoners. -

We propose to amend the Agreement as set forth in this letter ("Amendment"): 1. The cover page of the Agreement is amended as follows: (a) "SMPF Grant Number TFOA1688 and TF0A8094" Any reference in the Agreement to, "Grant Number", shall be reference to, "SMPF Grant Numbers TFOA 1688 and TF0A8094". Nations across Africa, and the world, are intentionally shutting down the internet when people need it the most — during elections and important national events. This election, we urge the Federal Government of Somalia to #KeepItOn We, the undersigned organizations and members of the #KeepItOn coalition — a global network that unites over 240 organizations to end internet shutdowns globally — urgently appeal to you, Prime Minister Mohamed Hussein Roble, to ensure that the internet, social media platforms, and all other communication channels are open, secure, and accessible throughout the upcoming election period. The people of Somalia will vote for their representatives in the Federal Upper House and Lower House elections scheduled for July 25, 2021 and August 10 to September 10 respectively. Parliamentarians will vote for the President on October 10. To safeguard democracy, your office must prioritise and protect fundamental rights such as freedom of opinion and expression, access to information, and the right to peaceful assembly throughout the elections and thereaer. Journalists in Somalia have long faced threats and attacks from state and non-state actors including government officials, and the Islamist armed group, Al-Shabaab. In 2020, Amnesty International reported an increase in violent attacks against journalists, describing Somalia as one of the most dangerous places in the world to practice journalism. -

And we are going to talk today about Somalia, in all of its manifestations, but with a particular eye on security conditions, and political transitions, and ongoing challenges faced by that country of 11 million in the Horn of Africa. I've got a distinguished panel here to inform us and discuss matters, and then we'll go to you for the second half of the program for your questions. Next to me is Ambassador Stephen Schwartz, a retired U.S. ambassador and Foreign Service officer, who was the United States ambassador to Somalia through last fall, spanning both recent presidencies in Somalia, as well as both recently presidencies in the United States. INTRODUCTION 1. At its 194th meeting held on 15 June 2009, Council reviewed developments in Somalia on the basis of the report I presented on the situation in that country [PSC/PR/2(CXCIV)]. Council adopted communique PSC/PR/COMM.(CXCIV), in which it, among others, decided to renew the mandate of the African Union Mission in Somalia (AMISOM) for a period of seven months, beginning from 17 June 2009. 2. The present report provides an update on the developments that have taken place in Somalia since June 2009. It concludes with observations and recommended actions on the way forward, including the renewal of AMISOM mandate for a further period of 12 months, starting from 17 January 2010. POLITICAL SITUATION 3. During the period under review, the Transitional Federal Government (TFG) has continued to experience many challenges, mainly as a result of the continued attacks by armed extremists groups, supported by foreign elements. In addition to the continued insecurity in most parts of Somalia, the TFG also faces the challenges of weak capacity of security and public sector institutions, delays in articulating and implementing a clear political roadmap, clan divisions and other internal problems within the Government, lack of resources for the provision of basic services, and inadequate organization and coordination of sufficient and continued partner support. -

Somalia: Al-Shabaab – It Will Be a Long War
Policy Briefing Africa Briefing N°99 Nairobi/Brussels, 26 June 2014 Somalia: Al-Shabaab – It Will Be a Long War I. Overview Despite the recent military surge against Somalia’s armed Islamist extremist and self- declared al-Qaeda affiliate, Al-Shabaab, its conclusive “defeat” remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to small- er, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individ- uals will continue to carry out assassinations and terrorist attacks in urban areas, in- cluding increasingly in neighbouring countries, especially Kenya. The long connec- tion between Al-Shabaab’s current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somali National Army (SNA), that are in the lead. A more politically-focused approach is required. Even as its territory is squeezed in the medium term, Al-Shabaab will continue to control both money and minds. It has the advantage of at least three decades of Salafi-Wahhabi proselytisation (daawa) in Somalia; social conservatism is already strongly entrenched – including in Somaliland and among Somali minorities in neigh- bouring states – giving it deep reservoirs of fiscal and ideological support, even with- out the intimidation it routinely employs. An additional factor is the group’s proven ability to adapt, militarily and politically – flexibility that is assisted by its leadership’s freedom from direct accountability to any single constituency. -
