CKSA-DT Lloydminster and its transmitter CKSA-TV-2 Bonnyville – Licence amendments related to coverage of the 2016 Olympic Games

1. The Commission approves the application by Newcap Inc. (Newcap) to amend the broadcasting licence for the English-language conventional television programming undertaking CKSA-DT Lloydminster and its transmitter CKSA-TV-2 Bonnyville, Alberta, in order to obtain temporary relief from standard conditions of licence relating to described video and local programming during the broadcast of the 2016 Olympic Games. The Commission did not receive any interventions regarding this application.

2. As a Canadian Broadcasting Corporation (CBC) affiliate, Newcap is required to carry Olympic programming when aired by the CBC network. As a result, CKSA-DT’s normal programming will be disrupted during the 2016 Olympic Games. The licensee therefore requested the same temporary relief as approved by the Commission for the CBC network stations in Various English- and French-language conventional television stations – Licence amendments related to coverage of the 2016 Olympic Games, Broadcasting Decision CRTC 2016-216, 7 June 2016.

3. To implement the relief from the described video requirement, the Commission adds the following condition to the broadcasting licence for CKSA-DT and its transmitter:

From 7 to 21 August 2016, the licensee is relieved of the requirements set out in condition of licence 8 of the appendix to Standard conditions of licence, expectations and encouragements for conventional television stations, Broadcasting Regulatory Policy CRTC 2011-442, 27 July 2011.

4. To implement the relief from the local programming requirement, the Commission adds the following condition to the broadcasting licence for CKSA-DT and its transmitter:

From 31 July to 21 August 2016, the licensee is relieved of the requirements set out in condition of licence 12 of the appendix to Standard conditions of licence,

expectations and encouragements for conventional television stations, Broadcasting Regulatory Policy CRTC 2011-442, 27 July 2011.
