These articles will focus on providing FPRI’s readership with an inside view on how some of the most important countries in the Middle East are covering issues of importance to the American foreign policy community. Raz Zimmt is a Ph.D. candidate in the Graduate School of Historical Studies and a research fellow at the Center for Iranian Studies at Tel Aviv University. He is the editor of the weekly “Spotlight on Iran,” published by the Meir Amit Intelligence and Terrorism Information Center, www.terrorism-info.org.il/site/home/default.asp . On May 11, 2011 hardliner cleric, Ayatollah Mohammad-Taqi Mesbah-Yazdi, held a meeting with members of the conservative Islamic Coalition Party. Mesbah-Yazdi warned his audience against the strengthening of deviant religious thought in Iranian society. He claimed that it jeopardizes the concept of “the Guardianship of the Islamic jurist” ( Velayat-e Faqih ), upon which the Iranian regime has been based since the Islamic Revolution (1979). “If this current continues and one day we will see another Seyyed Ali Mohammad Bab 1...we should not be surprised.” 2 A few days later, Ayatollah Seyyed Mohammad Sa’idi, the Friday prayer leader in Qom, warned the “deviant currents” to stop their conspiracies or the people will annihilate them, as they did to [Abolhassan] Banisadr, 3 “the hypocrites” [a reference to Iranian opposition organization, the Mojahedin-e Khalq ] and “the leaders of the sedition” [a reference to the reformist opposition]. -

Prior to the 1989 constitutional amendments, the system also included a third executive—a prime minister; however, this position was abolished by the amendments, and the office of the presidency was strengthened in its wake. According to the language of the Constitution, the supreme leader’s position (referred to in the text of the Constitution as the “Leader”) is considered separate from the executive, legislative, and judicial branches (which the Constitution refers to as the “three Powers”). Although the supreme leader takes on a number of functions that are commonly associated with these branches of government elsewhere in the world, the position of the “Leader or Council of Leadership” is conceptually distinct from the “three Powers,” and, in fact, is tasked with resolving disputes and coordinating relations between the three branches.i Along with this dispute resolution power, article 110 outlines the ten additional express powers of the Leader: determining the general policies of the political system -

There is a clear reason for this ambition. Expanding the power of the IRGC serves the interests of both Raisi and his 82-year-old mentor, Ayatollah Ali Khamenei, the supreme leader of the Islamic Republic. -

IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

Moreover, it has accomplished this feat without a ruling political party, considered by most scholars to be the key to stable authoritarianism. Why has the Iranian political system proven so durable? Moreover, can the explanation for such durability advance a more deductive science of authoritarian rule? My dissertation places Iran within the context of guardian regimes—or hybrid regimes with ideological military, clerical or monarchical institutions steeped in the politics of the state, such as Turkey and Thailand—to explain the durability of unstable polities that should be theoretically prone to collapse. “Hybrid” regimes that combine competitive elections with nondemocratic forms of rule have proven to be highly volatile and their average longevity is significantly shorter than that of other regime types. -

Possible Succession Scenarios In Iran by Erfan Fard BESA Center Perspectives Paper No. 2,062, June 3, 2021 EXECUTIVE SUMMARY: A presidential election will take place in Iran on June 18, and it is rumored that Ali Khamenei prefers one candidate above the others: Chief Justice Ebrahim Raisi. While Raisi has never belonged to the IRGC, his election would nevertheless represent a victory for the hardliners. Despite his lack of religious credentials, Raisi is also considered a serious contender to succeed Khamenei as Supreme Leader. The Islamic Revolutionary Guard Corps (IRGC) is the main economic, intelligence, and military power in Iran. While also very strong politically, the Corps has yet to assume full power in the political sphere. The upcoming presidential elections are highly portentous for both the IRGC and the house of Khamenei. Several IRCG commanders announced their desire to run for the presidency, but only one, Mohsen Rezaee—an individual with close ties to Supreme Leader Ali Khamenei—was approved as a candidate and placed on the ballot. There are widespread rumors that Khamenei prefers the current Chief Justice, Ebrahim Raisi, over Rezaee for the presidency of the Islamic Republic. Rezaee was a presidential candidate in the 2017 elections but lost to the current incumbent, Hassan Rouhani. Should Raisi triumph in June, his ascent to the presidency over Rezaee would not represent a setback to the IRGC, as he too is closely linked to the Corps. It is highly likely that Raisi will indeed become the next president of Iran. The presidency is not, however, the only pressing internal matter in the country. -

1 Spotlight on Iran (January 17 – 31, 2016) Dr. Raz Zimmt Overview ü Mohammad-Ali Jafari, commander of the Islamic Revolutionary Guards Corps (IRGC), said that one of Iran's major gains from regional developments was the enlistment of more than 200,000 men as fighters in the popular militias in Syria, Iraq and Libya. He said Iran would foil the "Zionist-American plot to divide Iraq and Syria." ü At least five more IRGC fighters were killed in Syria. Since the beginning of the ground offensive in northern Syria more than 135 Iranian fighters have been killed. ü Qasem Soleimani, commander of the IRGC's Qods Force, appeared in public for the first time since reports of his alleged wounding in Syria. He participated in a memorial ceremony for Brigadier General Mohammad-Ali Allahdadi, killed last year in an aerial attack in the region of Quneitra in the southern Golan Heights. ü In American and Iraqi Intelligence assessment, the three Americans who disappeared in Baghdad in the middle of January were abducted by Shi'ite militias with ties to Iran. The Iranian foreign minister promised the American secretary of state he would try to help find the missing men. ü Four Yemeni fighters wounded in the civil war in Yemen who died while receiving medical treatment in Iran were buried in northern Iran despite the reservations of the Iranian Foreign Ministry.
