Moldova Compact May 19, 2017 Table of Contents Introduction 5 Country Context 6 Road Rehabilitation Project 9 Transition to High Value Agriculture (THVA) Project 13 Compact Changes 19 Coordination and Partnerships 20 Conditions Precedent 21 Lessons Learned 23 Endnotes 24 Introduction The Millennium Challenge Corporation’s compact in Moldova invested $259 million to improve the country’s road infrastructure and support the transition to high-value agriculture. As a result of the compact, a 96 km section of a critical, highly deteriorated road connecting Moldova to Ukraine was rebuilt to international standards. In addition, 10 centralized irrigation systems that had fallen into disrepair, covering over 11,500 hectares, were upgraded, with management transferred to Water User Associations (WUAs) created under the compact to ensure stainability. While information collected in 2015 indicates a lower impact of the irrigation project than estimated, other infrastructure and legal reforms enacted during the compact are key to transforming Moldova’s agricultural sector into one focused on growth. Moldova Compact | May 19, 2017 1 Country Context Moldova, a former Soviet republic located between Ukraine and Romania, is the poorest country in Europe. Agriculture is the backbone of the economy and the country once served as an important exporter of high-value agriculture within the Soviet Union. However, like many former Soviet republics, irrigation was centrally managed by the state and suffered years of mismanagement and underinvestment. Following the collapse of the Soviet Union, Moldova lost its position as a key exporter of fresh produce, and its extensive irrigation systems and post-harvest cold chain 1 fell into disrepair.

Promoting Government Accountability in Moldova A project supported by the National Endowment for Democracy and implemented by Business News Service /Mold-Street.com during 1 May 2017 - 31 May 2018 The version in English 1 Project coordinator: Eugeniu Rîbca All rights reserved Mold-Street.com © 2 Instead of Pay Raise, Government Prepares Pay Optimization in Public Area Public sector employees – especially in the education area – continue to nourish hopes for a perceptible pay raise. This expectation however is unlikely this year, because the salary bill for teachers and lecturers is al- ready too expensive, the Government says. Earlier protests with education employees forced the Govern- ment to pass a number of decisions regarding the remuneration improvements. One of decisions envisages a salary increase for education staff in public institutions and for other employees based on the Common Tar- iff Network. Pay raise promises Starting May 1, 2017, the public education staff in Moldova will receive a monthly raise of 100 lei (5$) and from September they will get a 10% raise, the Labor and Social Protection Ministry announced. At the same time, current legislation and the 2016 economic performance would allow to raise teachers’ salaries by 5.3% while the Government would be looking for additional funding during the amendment of the 2017 budget. On the other hand, the Government admits in the Additional Memorandum on Economic and Financial Poli- cies with the IMF that it is short of resources to increases the public spending, including salaries. Salary expenses are “too large” "On the expense side the salary expenses in the public sector exceed the targets that have been established in the Memorandum with the International Monetary Fund which was signed on October 24, 2016," the execu- tive said in a press release.

Abstract Norwegian support to the land sector in Moldova has started in 2006, and since then, a number of projects have been successfully implemented delivering tangible results, bringing new technologies and establishing professional and technical capacity to ensure sustainability and efficient use of the delivered products and transferred knowledge. The main development goal of the Norwegian support to the land sector in Moldova is to achieve economic growth supported by a functioning land market. The Norwegian Mapping Authority – NMA, and the Agency for Land Relations and Cadastre of Moldova – ALRC, have jointly implemented Norwegian funded projects aimed at supporting efficient, secure and transparent real estate registration and providing access to geospatial information throughout Moldova. The projects have provided crucial support for sustainable land management as well as for other matters in public and private sectors. Good co-operation between NMA and ALRC has been vital for successful completion of all projects. During the last twelve years, NMA has assisted with production and delivery of geospatial information: Orthophoto, Digital Terrain Model and Base map to support the ongoing property privatization and registration program in Moldova, with up – to – date mapping data.
