Box 854, Kumasi, Ghana Corresponding email: [email protected] Abstract Competency Based Training (CBT) concept of teaching and learning introduced in the technical universities in Ghana has proven to be a very important educational programme in the technical and vocational education in Ghana. It has greatly improved the employability skills of graduates from the technical universities who have gone through this training and it is also helping to address the shortage of skilled and competent workforce needed in the country. In spite of its importance and prospects, there are some challenges in the CBT implementation that require urgent attention. This paper therefore seeks to address these challenges in the CBT concept. Twenty-five (25) academic staff across eight (8) out of the ten (10) technical universities in Ghana were interviewed. The findings revealed that inadequate funding, lack of infrastructural support and lack of policy guidelines and institutional support are the major challenges in the implementation process. The paper discusses these challenges and concludes with some recommendations that would help to improve the CBT concept of teaching and learning in technical universities in particular and the technical and the vocational education in Ghana in general. Ghana MINIMAL ADVANCEMENT In 2019, Ghana made a minimal advancement in efforts to eliminate the worst forms of child labor. The government committed to use the Trafficking in Persons Information System developed by the International Organization for Migration to improve case tracking and inter-ministerial coordinated responses. However, children in Ghana continue to engage in the worst forms of child labor, including in fishing and cocoa harvesting, each sometimes as a result of human trafficking. Prohibitions related to the commercial sexual exploitation of children do not meet international standards as the use of children in pornographic performances is not criminally prohibited, and the law also does not prohibit the use of children for illicit activities, including for the production and trafficking of drugs. Additionally, the government has not acceded to the United Nations Convention on the Rights of the Child Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography, and resource constraints severely limited the government’s abilities to adequately enforce labor laws and implement social programs during the reporting period. I. PREVALENCE AND SECTORAL DISTRIBUTION OF CHILD LABOR Children in Ghana engage in the worst forms of child labor, including in fishing and cocoa harvesting, each sometimes as a result of human trafficking. In spite of this ambition, it was not taught in technical schools because their programmes were trade-oriented and little attention was given to liberal education. It was however introduced after the Anamuah-Mensah review. With this background, this study sought to ascertain the relevance of Social Studies Education in the technical schools’ programme in the quest to train socially-aware and competent citizens. Specifically, the study explored the relevance of its content in preparing good and effective citizens in technical schools and ways for improving the relevance of Social Studies Education in the technical schools’ programme. The study found that Social Studies Education helps students learn about societal values, interact with people and makes them aware of what is going on in the society. As a way of improving the quality and effectiveness of Social Studies at the technical schools, the study suggested increase in the teaching periods for Social Studies, improvements in the methods used in teaching Social Studies and the institution of regular in-service training programmes for Social Studies teachers. -

AFRICAN UNION UNION AFRICAINE UNIÃO AFRICANA AFRICAN UNION ELECTION OBSERVATION MISSION TO THE TO THE 7 DECEMBER 2020 PRESIDENTIAL AND PARLIAMENTARY ELECTIONS IN GHANA PRELIMINARY STATEMENT 9 DECEMBER 2020 1 I. INTRODUCTION 1. Ghanaians went to the polls on 7 December 2020 to elect a President and Members of the Legislators. These were the eighth elections under the Fourth Republic since returning to civilian rule. The elections were held within the context of the COVID-19 pandemic which required the Electoral Commission (EC) to put in place unprecedented preparatory measures. 2. Upon invitation from the Government of Ghana and the EC and as part of its mandate to deepen democratic governance in Africa, the African Union (AU) intended to deploy 35 observers. However, due to COVID-19 travel restrictions and requirements in some member states, only 21 Short Term Observers (STOs) drawn from members of Pan African Parliament, representatives from Civil Society Organisations (CSOs) and independent election experts from African Union member states managed to join the Mission. 3. The STO Mission was led by His Excellency Kgalema Motlanthe, Former President of South Africa, assisted by Ambassador Minata Samate Cessouma, the AU Commissioner for Political Affairs. 4. The goal of the African Union Election Observer Mission (AUEOM) was to make an independent, objective and impartial assessment of the electoral process in accordance with the provisions of the 2007 African Charter on Democracy, Elections and Governance (ACDEG) and the 2012 OAU/AU Declaration of Principles Governing Democratic Elections in Africa, as well as the Constitution and the Electoral Laws of the Republic of Ghana. -

In other words, the study focuses on the rebuilding of the built environment of Kumase from 1874 to 1960. Using qualitative evaluation of archival documents, interviews with Asante chiefs, owners of houses, heads of families, trustees of households etc., and some secondary sources of historical information, this work discusses the traditional architecture of Kumase and, how the British colonial government and its agents joined forces with the Asante political authorities and the entire citizenry to architecturally reconstruct the city. The collaboration between the local people and the Europeans produced striking alterations within the built space of Kumase. -

Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of national resources and government services, including the allocation of government funds among various regions, districts and other sub-national populations to education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users, especially the Metropolitan, Municipal and District Assemblies, with district-level analytical reports based on the 2010 PHC data to facilitate their planning and decision-making. The District Analytical Report for the Akatsi North District is one of the 216 district census reports aimed at making data available to planners and decision makers at the district level. In addition to presenting the district profile, the report discusses the social and economic dimensions of demographic variables and their implications for policy formulation, planning and interventions. The conclusions and recommendations drawn from the district report are expected to serve as a basis for improving the quality of life of Ghanaians through evidence- based decision-making, monitoring and evaluation of developmental goals and intervention programmes. -

ACCRA: CITY SCOPING STUDY By Ransford A. Acheampong (The University of Manchester) June 2021 ACCRA: CITY SCOPING STUDY 2 Accra is the capital city of Ghana, the national economic centre and the country’s main connection with the global economy.1 The city’s role within the electoral swing region of Greater Accra is vital in deciding who wins the presidential elections, making Accra an important political arena for national political elites. Accra faces complex challenges in key areas, including economic development, housing, energy, water and sanitation and transportation. The city’s vibrant sub-national-level politics is strongly connected to and shaped by national-level politics, acting both as opportunities for and barriers to addressing complex urban challenges. HISTORY Accra’s rise from a trading post to a major coastal urban centre was driven by booming maritime trade with Europeans from the 15th century and the subsequent establishment of castles and forts.2 In 1877 it became the headquarters of the British colonial administration and subsequently the capital of the British Crown Colony, Gold Coast, and then Ghana.3 Rural–urban migration intensified in the period immediately after the Second World War, and a number of migrant towns, squatter settlements and slums emerged. In 1958 the Accra masterplan, ‘Accra: A plan for the town’, was prepared to drive an ambitious modernisation and transformation agenda for the new independent Ghana.4 ACCRA AND GHANA’S URBAN SYSTEM As the capital city, Accra is the most important economic and political centre in Ghana. Officially, Accra today covers the approximately 139.7 km2 administrative area known as the Accra Metropolitan Area (AMA).5 The AMA is the most urbanised area within the Greater Accra Region, one of the 16 administrative regions in Ghana. -

You exemplify the fulfillment of my wish to see Ghanaian women rise to assume even more prominent positions in our land. I wish you well Madam. I greet you Honourable Members of both sides of the House, new members as well as returning members. Together you constitute a blend of experience and new perspectives that should inure to the benefit of this House. The measure of the accomplishments of this House must be the degree to which its results benefit the Nation. Ghana expects that you will work in the National Interest. In a real sense your work meets expectations only to the extent that it helps us build A Better Ghana. Madam Speaker, Last December, the People of Ghana sat in judgment and ruled in favour of the NDC and our agenda for A Better Ghana. And so I remind my Brothers and Sisters of the Majority in this House of our obligation to keep faith with the people at all times.
