2017 Corporation for Public Broadcasting Station Activities Survey | Telling Public Radio’s Story | Station: KSOR 1. Describe your overall goals and approach to address identified community issues, needs, and interests through your station’s vital local services, such as multiplatform long and short-form content, digital and in-person engagement, education services, community information, partnership support, and other activities, and audiences you reached or new audiences you engaged. Each day Jefferson Public Radio (JPR) explores the issues, needs and interests of its listeners through its news, music and cultural programming. JPR’s local news department actively identifies issues of public importance and creates programs and multi-platform content designed to address these issues. JPR’s fact-based approach to addressing community issues embraces the highest journalistic standards for accuracy, fairness and balance with the goal of stimulating constructive civic discourse about topics of public importance. During the past year key local services and engagement activities included: • Conducted in-depth interviews with over 1,000 different sources and engaged over 2,500 different JPR listeners in an interactive discussion about regional civic issues on its daily public affairs program, The Jefferson Exchange. • Produced and broadcast in-depth, contextual news features that explored issues of community importance and interest. These features aired during local cutaways of NPR’s Morning Edition and contained over 300 different independent sources. • Produced and broadcast nearly 800 regional newscasts, reporting on the state legislatures of both Oregon and California as well as other local government bodies. • Produced, broadcast and disseminated via digital/social media platforms over 50 interviews and live musical performances featuring regional and touring musicians. -

Racial Origins of Doctrines Limiting Prisoner Protest Speech Andrea C. Armstrong* ABSTRACT This article examines the racial origins of two foundational cases governing prisoner protest speech to better understand their impact in light of the Black Lives Matter movement. Two Supreme Court cases provide the primary architecture for the regulation of prisoner or detainee speech. The first, Adderley v. Florida, is (mis)interpreted for the proposition that jails (and by analogy, prisons) are non-public spaces. Under First Amendment doctrine, non-public spaces are subject to heightened regulation and suppression of speech is authorized. The second, Jones v. North Carolina Prisoners’ Labor Union, Inc., amplifies the effect of Adderley and prohibits prisoner solicitation for union membership. Together, these two cases effectively provide broad discretion to prison administrators to punish prisoners and detainees for their protest speech. Neither Adderley nor Jones acknowledge the racial origins of the cases. Holdings in both cases relied on race-neutral rationales and analysis and yet, the underlying concerns in each case appear tied to racial concerns and fears. Thus this Article is a continuation of a broader critical race praxis that reminds us that seemingly objective and neutral doctrines themselves may incorporate particular ideas and notions about race. Today’s protesters face a demonstrably different doctrinal landscape, should they protest within the prison or jail walls. While the content of speech by a “Black Lives Matter” activist may not change, the constitutional protection afforded to that speech will be radically different depending on where she speaks. * Associate Professor of Law, Loyola University New Orleans College of Law. -

The Ideal America(n): Dwight Eisenhower’s Elusive Search by Lisa Couacaud BA (Hons.) Submitted in fulfillment of the requirements for the degree of Doctor of Philosophy Deakin University March 2018 Acknowledgements It is merely to state the facts as they are when I write that without the financial support of the Australian Postgraduate Award scholarship these acknowledgements would have gone unwritten, for this thesis would simply not exist. I remain indebted to Deakin University for seeing the value in this work of American history. I am grateful also for the research and conference grants Deakin makes available to their postgraduate students. The funds provided enabled me to travel to Abilene, Kansas, and conduct invaluable archival research in the Eisenhower Presidential Library. I admit to feeling like a “proper” historian only after I had sifted through scores of original documents from Eisenhower’s presidential years. I was fortunate also to visit the Library of Congress in Washington, DC, and the Columbia University Oral History Archives in New York. Today, a little more than three years after embarking upon this project, my commitment to this thesis and my belief that this work is worthy of the investment Deakin has made, persists. This has been an exciting, terrifying, challenging, anxiety-ridden and nerve-wracking process. Yet, had I the opportunity to reset the clock, I would make always the same decision. It has been nothing short of a luxury to be able to devote myself to the task of unravelling Dwight Eisenhower’s idealist imaginings of the United States for these past three years. -

First, a huge thank you to the more than two hundred and twenty five people from the radio and political worlds who graciously took time from their busy schedules to answer my questions. Some of them put up with repeated follow ups and nagging emails as I tried to develop an understanding of the business and its political implications. They allowed me to keep most things on the record, and provided me with an understanding that simply would not have been possible without their participation. When I began this project, I never imagined that I would interview anywhere near this many people, but now, almost five years later, I cannot imagine the project without the information gleaned from these invaluable interviews. I have been fortunate enough to receive fellowships from the Fox Leadership Program at the University of Pennsylvania and the Corcoran Department of History at the University of Virginia, which made it far easier to complete this dissertation. Lincoln Studies at the Bicentennial: A Round Table Lincoln Theme 2.0 Matthew Pinsker Early during the 1989 spring semester at Harvard University, members of Professor Da- vid Herbert Donald’s graduate seminar on Abraham Lincoln received diskettes that of- fered a glimpse of their future as historians. The 3.5 inch floppy disks with neatly typed labels held about a dozen word-processing files representing the whole of Don E. Feh- renbacher’s Abraham Lincoln: A Documentary Portrait through His Speeches and Writings (1964). Donald had asked his secretary, Laura Nakatsuka, to enter this well-known col- lection of Lincoln writings into a computer and make copies for his students. He also showed off a database containing thousands of digital note cards that he and his research assistants had developed in preparation for his forthcoming biography of Lincoln.1 There were certainly bigger revolutions that year. The Berlin Wall fell. A motley coalition of Afghan tribes, international jihadists, and Central Intelligence Agency (cia) operatives drove the Soviets out of Afghanistan. Virginia voters chose the nation’s first elected black governor, and within a few more months, the Harvard Law Review selected a popular student named Barack Obama as its first African American president. Yet Donald’s ven- ture into digital history marked a notable shift. The nearly seventy-year-old Mississippi native was about to become the first major Lincoln biographer to add full-text searching and database management to his research arsenal. More than fifty years earlier, the revisionist historian James G. Randall had posed a question that helps explain why one of his favorite graduate students would later show such a surprising interest in digital technology as an aging Harvard professor. -

As part of this agreement XM will be the official satellite radio network for Air America Radio. Beginning in May, XM's liberal talk channel, America Left (XM Channel 167) will be renamed Air America Radio. The channel will include an expanded line-up of Air America Radio programming, including the recently debuted "Springer on the Radio" hosted by Jerry Springer and upcoming "Rachel Maddow Show," among others. XM's Air America Radio channel also will feature popular shows currently carried on America Left, including "The Ed Shultz Show" and "The Alan Colmes Show." "XM was a natural fit to be the official satellite radio network of Air America Radio, given its large subscriber base, numerous distribution channels and demonstrated growth," said Danny Goldberg, CEO of Air America Radio. "The quality of XM's other partnerships, their Washington, D.C. location and proximity to the center of our nation's political workings, along with millions of subscribers, made our decision easy."
