    INTRODUCTION AND OVERVIEW HISTORY, DEMOGRAPHICS AND STATISTICS A Brief History The Town of Barnstable’s beginnings as a Town date back to a grant to two Europeans and their associates, and to its settlement, mainly by the Rev. John Lothrop and his parishioners from Scituate. The year was 1639, less than 20 years after the Pilgrims on the small sailing ship Mayflower landed first at Provincetown and then at Plymouth to begin the colonization of New England. These first settlers were mainly farmers. They had to be in order to survive. Peaceful dealings with the indigenous people began as early as the first land purchases. West Barnstable was obtained from the Native American Serunk and Barnstable from Nepoyetum in the first ten years; the Hyannis and Hyannis Port area from Yanno and Cotuit from Paupmumuck in the first twenty-five years. The price seemed to be right. For the whole Town, the cost was four coats, two small breeches, Barnstable County Courthouse three axes, three brass kettles, a broad hoe, a day’s plowing, one dwelling house and 20 pounds in English money. The office of selectmen had been established in 1665 and twenty years later, the Town became the County seat for Barnstable County. It wasn’t until the mid-eighteenth century that the Cape, including the Town of Barnstable, had become largely a maritime region. The oyster lured many settlers and the maritime industry was becoming a major employer. The years after the war of 1812 brought great expansion. The Town had developed many items for export including flax, corn, rye, wheat and onions, salt from burgeoning saltworks and dried cod from its fishermen.

    Taking a Good Approach at the Plate !We have all see hitters who we feel overachieve and underachieve their mechanics and physical abilities at the plate. We cannot, for the life of us, figure out why the kid who absolutely crushes the ball in the cage, has solid mechanics, and a quick bat hits 50 points lower than the kid who looks far less impressive in the cage, has slower hands, and has questionable mechanics. If this is the case, look no further than pitch selection and plate approach. !We often hear coaches reminding players to have a proper approach at the plate, but what exactly does that mean? A good approach at the plate means different things depending on the age level you are coaching. Basic Levels !At the most basic levels, a proper approach simply means getting a good pitch to hit in any count and not swinging at pitches far out of the strike zone. Pitchers may not be changing speeds very much, and certainly are not locating pitches very well below the age of 12. At this age level simply emphasize getting a good pitch to hit and protecting the the strike zone with two strikes. Advanced Levels !Once pitchers begin to chance speeds and locate pitches, the concept of taking a quality at bat changes quite a bit. The idea at this level is still to get a good pitch to hit, but the concept of a “good pitch” needs to be refined. The toughest thing to get across to your players is that not every fastball that is a strike is a good pitch to hit.

    THE RULES OF SCORING 2011 OFFICIAL BASEBALL RULES WITH CHANGES FROM LITTLE LEAGUE BASEBALL’S “WHAT’S THE SCORE” PUBLICATION INTRODUCTION These “Rules of Scoring” are for the use of those managers and coaches who want to score a Juvenile or Minor League game or wish to know how to correctly score a play or a time at bat during a Juvenile or Minor League game. These “Rules of Scoring” address the recording of individual and team actions, runs batted in, base hits and determining their value, stolen bases and caught stealing, sacrifices, put outs and assists, when to charge or not charge a fielder with an error, wild pitches and passed balls, bases on balls and strikeouts, earned runs, and the winning and losing pitcher. Unlike the Official Baseball Rules used by professional baseball and many amateur leagues, the Little League Playing Rules do not address The Rules of Scoring. However, the Little League Rules of Scoring are similar to the scoring rules used in professional baseball found in Rule 10 of the Official Baseball Rules. Consequently, Rule 10 of the Official Baseball Rules is used as the basis for these Rules of Scoring. However, there are differences (e.g., when to charge or not charge a fielder with an error, runs batted in, winning and losing pitcher). These differences are based on Little League Baseball’s “What’s the Score” booklet. Those additional rules and those modified rules from the “What’s the Score” booklet are in italics. The “What’s the Score” booklet assigns the Official Scorer certain duties under Little League Regulation VI concerning pitching limits which have not implemented by the IAB (see Juvenile League Rule 12.08.08).

The 2012 Recreation Commission members are: Joe O'Brien, Chairperson; Clyde Takala. Vice Chairperson; Rene King; Steve Mele; Katherine Pina; Richard Sawyer; and Kevin Turner. Dr. Debra Dagwan serves as our Town Council Liaison and Patti Machado, Director of Leisure Services, serves as our Staff Liaison. During the 2012 Recreation Commission spring session and bolstered by a request of Town Manager Tom Lynch, the Commission voted unanimously to move outside the boundaries of our monthly meetings and physically visit each facility that falls either entirely and/or partially under our charter.     **In preparation for the Manager/Coach/Umpire Briefing on Friday, August 2, please review this document. General Reminders/Ground Rules • Teams will receive their Regional Tournament participation pins prior to their first game in the tournament. • The tournament director will provide line up cards for all games. Line ups for the day’s games must be handed in at the Tournament Office (press box) at least two hours before the game is scheduled to start. Line ups do not become official until handed to the umpire before the game. • For every game, the HOME and VISITOR team designation shall be determined by a coin toss conducted by a tournament staff member with the team manager or his/her designee. Coin flips for games 1-5 will be conducted at the conclusion of this afternoon’s briefing. For games 6- 22, coin flips will be conducted 15 minutes after the second team has been determined. The managers should meet behind the scorer’s booth (behind backstop of D17). If the manger is not present at the designated time, the Tournament Director or Assistant Tournament director will act on his behalf. The home team shall occupy the third base dugout. • Teams may access the playing field one hour before the scheduled game time to loosen up in the outfield. No batted balls by players or coaches during this time in the outfield. If you desire additional warm up time, you will need to use the practice field (both teams will need to share the field). Each team will have 8 minutes of infield practice, beginning about 35 minutes before the start of the game, starting with the home team.
