Minutes of the full council meeting held on 11 September 2014 in the small hall, Memorial Hall – 7.30pm

443-14 – Present

There were present Chairman Dr P Cragg, Mr T Cater, Mr R Clark, (arrived 8.11pm), Mr M Dillon, Mr D Howard-Jones, Cllr R McShee, Mrs J Messinger, Mrs S Morgan, Mrs E Nagle (arrived 7.45pm), Mrs J Panton, Mr D Slaymaker, Mr C Venables, Mr R Watson and Mr R Welch.

Mr Toby Jenkins and the Clerk to the Council were also in attendance.

445-14 - Half Marathon 2015

Mr Jenkins thanked the Council for allowing him to attend the meeting and gave a brief résumé of the route and the reasons for choosing the route. Copies of the intended route were issued to members for their consideration.

Members raised the following concerns; which were also to be raised with Guildford Borough Council’s Public Health Co-ordinator:

1. The effect of the race on local church services and the subsequent loss of revenue (reduction in weekly church collections) i.e. Edward the Confessor, Sutton Green – St Mary’s Worplesdon and the United Reformed Church, Rickford. 2. Why wasn’t the Parish Council consulted before the route was published? 3. The simultaneous closure of two arterial roads (A322 and the A320) could cause major problems if there is an incident on the M25. 4. The route goes past a section of SPA/SSSI at the start of the bird nesting season. This may have serious consequences for the Nightjar (a protected species under the Birds Directive). There should be NO PARKING in Burdenshott Road. Spectators and musicians must also be kept away from this area to prevent disturbance to the nesting Nightjars at this particularly sensitive time of year. Will mitigation measures be required? Have Natural England and been consulted? 5. Why are so many running races and cycle races being permitted in a small area of Surrey given the impact of road closures on local residents and local businesses?

Dr Cragg thanked Mr Jenkins for taking the time to address the council. Mr Jenkins then left the meeting.

It was proposed Mr D Howard-Jones, seconded Mr D Slaymaker and resolved that the minutes of the full council meeting held 24 July 2014 be approved and signed by the Chairman as a true record.

Planning Application No: 14/P/01639 – Coopers Yard, Hill Place and Hill Villa, Frog Grove Lane, Wood Street Village, Worplesdon, Guildford, GU3 3HD –

Demolition of existing buildings and redevelopment to form 4 houses and associated garaging and parking.

It was agreed that the Parish Council object to the above planning application on the following grounds:

 It appears that attempts may have been made to include adjacent highway land within the boundary of this application.  There is an important local watercourse adjacent to the proposed site. Nothing should be done that would have a detrimental impact on this watercourse.  At this part of Frog Grove Lane the road is subject to regular flooding. Would this have a detrimental impact on access to and from the proposed properties?  The access into these properties is very close to the junction with the Aldershot Road A323.  The site is only 0.6 of an acre. 4 x four bed-roomed houses plus driveways and access would result in overdevelopment of the site.  The site is located within the Metropolitan Green Belt. Is the overall footprint of the proposed properties larger than the existing brick built outbuildings?

Planning Application No: 14/P/01645 – 2 Littlefield Close, Fairlands, Guildford, GU3 3JD – Proposed rear extension to existing garage, change of roof pitch to link the garage to the house and insertion of lantern roof light and flue.

No comment.

Planning Application No: 14/P/01497 – The Coach House, Holly House, Goose Rye Road, Worplesdon, Guildford, GU3 3RQ – Proposed change of use of The Coach House from domestic storage to two bedroom residential dwelling (C3).

It was agreed that if this dwelling is to be located within 400m of the SPA the Parish Council would object to the planning application.

454-14 - Parish Office

The Parish Clerk advised that for personal reasons she would no longer be able to use her dining room to house the parish office. The Clerk had therefore enquired whether it would be possible to use the Council Chambers, Worplesdon Memorial Hall as the Parish Office.

The Memorial Trustees had considered the request and whilst there would be problems with using the Council Chambers e.g. no toilet facility during pre-school hours, no kitchen facility in the room, no DDA (Disability Discrimination Access) for members of the public or members of staff, in principle, the Trustees would be willing to discuss the request with the Parish Council.

The Clerk advised that providing the eaves in the Council Chambers could be used to accommodate archived papers and if the Parish Council were willing to purchase a smaller desk to accommodate use of a smaller room she would like to trial using her third bedroom as a study/parish office. All meetings would, however, have to be held in the Council Chambers in future.

It was proposed Mr T Cater, seconded Mr C Venables and unanimously resolved that the Clerk be permitted to spend up to £200 & VAT on a new desk and shelving/storage for her third bedroom. 177

455-14 - Draft Local Plan

The Clerk advised that advice had been sought from Acorus Planning Consultants and a specialist planning solicitor Kingsley-Smith Solicitors LLP.

Both reports were awaited but had been promised by 17 September 2014.

It was agreed that the Parish Council add into its response to the Draft Local Plan a request for an additional policy to be introduced which would facilitate retention of bungalows for elderly and disabled residents.

Mrs Panton raised a concern about Safeguarded land which is described in the NPPF paragraph 85 as being “between the urban area and the Green Belt”. The safeguarded land at Fairlands is located within the Green Belt.

FLAG wanted to know at what stage of the process this query should this be raised? During the Draft Local Plan stage or at the Examination in Public?

Mrs Panton asked whether the Parish Council could ask Acorus for guidance.

Dr Cragg advised in all probability Acorus would charge for further advice and regrettably the Parish Council did not have any further funds to cover additional costs.

Cllr McShee suggested that FLAG visit Swan Lane and challenge officers about this keeping a written record of the enquiry and to whom they spoke.

Cllr McShee had challenged the 6 week consultation period, through the summer recess, in respect of the late release of the Habitat Regulations Assessment and the Sustainability Appraisal but was advised that the Borough Council considered a 6 week consultation period to be satisfactory. Cllr McShee advised that in his view this was totally wrong and he would express his views in Council.

It was agreed that the Clerk would complete the Draft Local Plan Questionnaire on behalf of the Parish Council a copy of which would be issued by email to all members. Any comments to be returned to the Clerk within 24 hours.

Mr Venables advised that there is a deadline for the introduction of the CIL infrastructure Regulation 123 List which Guildford Borough Council will miss.

The Clerk advised that it had been the Borough Council’s intention to carry out a compulsory CIL consultation after the Draft Local Plan consultation had ended.

456-14 - Transfer of White House Pond and track from /invasive weeds/wildflower meadow

Email received from Alison Bartle-Tubbs, Hedleys Solicitors stating that she would respond to Surrey County Council to advise that the Parish Council only wants to take on responsibility for the pond, not the track. This would be subject to a new transfer plan.

If SCC says “no” it will only consider transferring the pond and track, the Parish Council should consider if there are any circumstances where not owning the track might be a problem in respect of its adjoining land.

If the Parish Council is satisfied that it can always access its existing land adjacent to the pond from the public highway via another route then not having this track may not be a problem.

Whilst it is clear that SCC foresees some form of development (hence its insistence on a right of pre-emption) would it be a concern to the Parish Council to find that its existing asset of the land adjacent to the pond is suddenly land- locked in the future? 178

It was proposed Mr C Venables, seconded Mrs J Messinger and unanimously resolved that the Parish Council await SCC’s response before taking any further decisions.

The Clerk advised that she had spoken to Charlotte Williams SWT about the Crassula helmsii in this pond. Ms Williams had advised NOT to permit volunteers to attempt to remove the Crassula as it is so invasive: that spraying the weeds is not ideal given the pond is not free flowing and the pesticide can affect the Great Crested Newts. Licences to do any work to this pond will be required from the Environment Agency and Natural England.

With regards to the local residents’ request for a wildflower meadow on SCC land beside the pond, it was acknowledged that it is notoriously difficult to create a wildflower meadow. All three attempts to create wildflower meadows elsewhere in the parish have failed. It was agreed that at the present time the Parish Council is already dealing with numerous complicated projects and it would not therefore be possible to acquiesce to this request.

457-14 - Encroachment issue – Coombe Lane

Advice from Surrey County Council still awaited.

458-14 - Lime tree – Coombe Lane

The Chairman stated that whilst the lime tree is indigenous depending on which variety the lime tree is, it could ultimately grow to 40m in height with a 7m spread.

Following discussion it was proposed Mr D Howard-Jones, seconded Mrs J Messinger and unanimously resolved that the lime tree be removed. No tree to be planted in its place.

459-14 - Health and Safety Inspection Report

Weekly inspections had been carried out by Mr Trevena, as a result of which the Assistant Clerk had prepared the following report:

Jacobs Well, Worplesdon and Fairlands play areas plus the Husson Breeze and car park at Wood Street were checked on 28.7.14, 4.8.14, 11.8.14, 18.8.14, on 26.8.14 – accompanied by Lindsay Venables, and on 1.9.14. The only items of note were:

 The shrinkage of the play area surfaces was monitored through the summer. This did not require any repair work, and the problem should not continue now the weather is cooler.  Mr Trevena has had to cut back the hedge/brambles which are growing through the Worplesdon play area fence.  Mr Trevena has noted that the grass is long in the play areas and is growing over the drain grill, and that the tree removed from the Jacobs Well play area is sprouting. Also the hedge alongside the play area entrance needs cutting back. Mr Trevena has trimmed overhanging tree branches in the play area. One drug packet was found in the play area.  In the Wood Street Village car park the plastic grid is breaking up at the far end between bays 13 and 29. There is damage to the end of the timber divider – this has been painted white to show drivers the end of the parking bays.  A bench in the Fairlands play area has a missing slat in the back. Although this is not a structural issue, it will be filled in as a child could slip through and become trapped.  There are chalk drawings on the ground near the Worplesdon BMX equipment.

On the 7.8.14 the structures and areas of Perry Hill/ Pitch Place, Wood Street Village, Jacobs Well and Fairlands were inspected. The items of note were:

 At the entrance to the Worplesdon Memorial ground tennis courts, there is a memorial planting of a bush and a climbing Jasmin. The climbing Jasmin should not be allowed to grow up the Council’s fencing. Write to the Tennis Club asking for the Jasmin to be re-located.  On Wood Street Village Green the Christmas tree stump has been removed, but the correct cover has not been replaced – another cover has been used.

Jobs completed from previous reports.

 The flat seat swing at Fairlands has been replaced.  The slat has been replaced in the Fairlands shops bench.  The Jacobs Well hall bench has been repaired.  One cradle swing seat replaced at Worplesdon.  The Perry Hill Green bench and Fairlands shop bench have been repaired – cracks in the concrete surface have been filled in.

Jobs outstanding from previous reports

 Mr Trevena is still replacing posts on the verge by Billhurst Farm, Wood Street Village Green (2/3rds completed).

 Mr Trevena will re-seed the damaged section of Wood Street Village Green (triangular section) as the first lot of seed did not take.

 Wooden platforms of the Multi-play units at Jacobs Well and Fairlands are showing signs of wear. These will need replacing and Mr Trevena is unable to remove these slats easily. Can I suggest we wait and see what the quarterly playground inspection suggests?

460-14 - Land Management Report

Monthly inspections had been carried out by Mr Trevena as a result of which the Assistant Clerk had prepared the following report:

Completion of works:

 Worplesdon public tennis courts have been cleaned and repainted.  The bench at White’s Farm House, Fairlands has been renovated.  Pesticide spraying training has been arranged for Mr Trevena in October.  Chain saw training for Dr Cragg in September and Mr Venables in March applied for but as the courses are full they are on a waiting list – alternative training has been obtained for Dr Cragg commencing 13 October 2014 for six days.  The jetting of culverts and drains in Coombe Lane has been arranged for end Aug/early Sep.  The three areas of grass verge outside the WSV car park have been included into the grass cutting schedule.  Quarterly playground inspections have been arranged with RSS and will be carried out in September, December, March and June. 180

 The 5 a-side goal posts are in place on Jacobs Well Recreation Ground.  Two young trees growing on the verge of Coombe Lane were removed as they had been planted under the phone lines. The holes were filled with earth.  White paint now defines the parking bays at Wood Street Village car park. White paint also defines the ends of the raised wood, to reduce the risk of a trip hazard.  Free trees/bushes from The Woodland Trust. If the application is approved at the end of September the bushes/trees will be delivered in November.  We have received £200 from Worplesdon View Care Home towards the Christmas lights.

Outstanding works:

 Refurbishment of Perry Hill Green Village sign.  Locate the French Drain on Perry Hill Green. John Gunner has said that the French Drain runs into pipes at the drain cover in the gravel path.  Cut down diseased Ash tree on Nevins Copse.  The flooded footpath beside Perry Hill Green – monitor during wet weather.  John Gunner to concrete in the Golden Jubilee bench. The siting of this bench to be agreed by WSVCC.  Refurbishment of the Semaphore Tower stone – order confirmed 18.7.14, and email reminder sent 25.08.14. Phoned them – they will send Mrs Venables a marker, and arrange collection of the stone. A stone base will be required at the cost of £140 & VAT. Add to agenda 23 October 2014 full council meeting.

Items for Full Council Meeting:

 To replace the existing cradle seat swings at Fairlands with new cradle seats. Seats have been ordered (and received by Mr Trevena), the cost to be ratified at the 11 September Full Council Meeting.  Future work parties at Nevin’s Copse could be organised on variable days through the week, and could include weekends, and should be open to all volunteers.  The Parish Minute books spanning 1894 to 1990 have been archived with The Surrey History Centre. A list of the archived books has been stored with the more recent minute books, and The Clerk has received a receipt for the archived books and this is stored in the Deed Box.  At a meeting with The Clerk, Mr Trevena, Mrs McShee and Mrs Venables to co-ordinate playground inspection and monthly reports, it was suggested that Mrs Venables accompany Mr Trevena on occasional weekly checks (done 26.08.14), and also every year a Councillor from each ward accompany Mr Trevena on the monthly inspections for that ward.  A quote has been requested (14.8.14) for the removal of the mature willow tree in Coombe Lane outside Malyans End. Quote received.  Replacement fencing for the lay-by at Worplesdon Memorial Hall. Quote requested from Gunner Agriculture.  The existing hedge at the Worplesdon Memorial Hall Ground is overgrown, and Mr Trevena is cutting branches/brambles which come through the play area fence. The ditch alongside the BMX play area is also overgrown. This work to be carried out by the Worplesdon Memorial Trustees.  Charlotte Williams (SWT) has agreed to let us strim as and when necessary the vegetation by the oak tree alongside WSV car park to keep the sight line clear. In a meeting regarding the Oak Hill wildlife meadow a future grass cutting regime was suggested for the meadow, which will be trialled. The Parish Council was permitted by SWT to include in the Council’s grass cutting regime a 1m strip along the entire length of Oak Hill and to keep the track splays clear for road safety purposes. Weekly working parties will be carried out until 31 March 2015.

Members were asked to assist with the enormous task of returning Nevins Copse to an accessible but environmentally appropriate site.

The date of the Parish Council Carol Service at St Mary’s Church has been confirmed as Thursday 18 December 2014 7pm.

The date of the Wood Street Village Carol Service, Wood Street Village Green has been confirmed as Saturday 13 December 2014 at 4pm.

Mrs Messinger offered to approach local companies with regards to the provision of mince pies and mulled wine.

464-14 - Guildford Borough Council’s Community Ideas Database (Wish list)

It was agreed that the Parish Council ask for the following items to be added to the Community Ideas Database:

1. Reintroduction of a school bus service to serve Wood Street Infant School and Worplesdon Primary School. 2. The introduction of a pedestrian crossing on the A323 near the entrance to Hunts Farm to provide a safe route to school for pupils attending Worplesdon Primary School. 3. Improved pavements between Liddington Hall Drive and Gravetts Lane. 4. The introduction of a new footpath from the bus stop outside Fairlands Estate (alongside the willow trees) to the dropped kerb crossing point to provide a safe and dry pedestrian route for the benefit of students attending Merrist Wood College. 5. The introduction of traffic lights at Rydes Hill roundabout.

465-14 - Living and Ageing Well Awards

Email received from SCC advising that “the new Living and Ageing Well Awards provide an exciting opportunity to acknowledge a huge range of initiatives, projects, services, individuals in the community that make Surrey a great place in which to live and age well, with thriving community networks and activities and events for all ages to take part in.”

“The Awards are all about acknowledging and recognising this good work that makes such a positive and valuable contribution to communities and lives across the county. The Awards help bring examples of family, friends and community support to the fore!”

“The Awards are free to enter, with the deadline for nominations being Tuesday 30 September 2014 .”

Mrs Morgan offered to complete a nomination for Fairwood Helpers.

466-14 - Surrey Waste Management Consultation

Surrey’s Plan for Waste Management outlines how the County Council does this and on a regular basis they review the plan and update it to make sure they are continuing to manage the county’s waste in the best, most cost effective way.

A short questionnaire can be completed online before 12 October 2014 or residents can email [email protected] to request a paper copy.

Mr Watson and Mr Clark offered to read the questionnaire on behalf of the Parish Council and to pass their comments onto the Clerk.

467-14 - Wood Street Village – Speed reduction

Proposals for a traffic calming scheme in Wood Street Village had been proposed by the County Council, copies of which had been issued to all members prior to the meeting.

Members recognised the need to reduce speeding traffic through the village, although concern was raised as to whether the scheme would “urbanise” the village.

Mrs Morgan asked that a 20mph zone be introduced in front of the school. Mr Watson and the Clerk advised that the introduction of a 20mph zone at this area would not meet SCC’s criteria for the introduction of a 20mph zone. In addition, councillors did not support this proposal.

Following detailed discussion it was proposed Cllr R McShee, seconded Mrs J Messinger and resolved that the scheme be approved subject to the introduction of a further high friction surface at the end of Broad Street/beginning of Oak Hill.

A vote took place – 13 For – Mr Venables abstained – Motion carried.

468-14 - Finance

a) Bank reconciliations for June, July and August 2014

The RFO advised that due to the volume of work required on the Draft Local Plan she had not been able to produce the bank reconciliations in time for the meeting. This was accepted by the Council.

b) Monthly budget reports for June, July and August 2014 183

The RFO advised that due to the volume of work required on the Draft Local Plan she had not been able to produce the monthly budget reports in time for the meeting. This was accepted by the Council.

c) New cradle seat swings – Fairlands

It was proposed Mr C Venables, seconded Mr T Cater and unanimously resolved that the cost of two new cradle seat swings be ratified - £238 & VAT.

d) Removal of willow tree from common land in front of Malyans End, Coombe Lane

For safety reasons it was proposed Mr R Clark, seconded Cllr R McShee and resolved that the willow tree be felled – Total cost £600 & VAT. The Parish Council would not, however, replace the tree nor will it permit any further trees to be planted in Coombe Lane.

A vote took place – 12 for – Mr Venables and Mr Howard-Jones against. Motion carried.

Action: The Assistant Clerk to apply for planning consent as soon as practicable.

e) Replacement fencing – Lay-by beside Worplesdon Memorial Grounds

SCC grant towards replacement fencing Worplesdon Memorial Lay-by – Grant of £1,000 received from SCC.

It was proposed Mr T Cater, seconded Mr R Welch and unanimously resolved that Gunner Agriculture’s quotation to remove the old broken fence and replace with new chestnut post and rail fencing spaced 8ft apart be approved.

f) Donation to the Kent Surrey Sussex Air Ambulance 2014/15

Letter of thanks received for the donation of £150.

g) Renewal of insurance policy

Quotations had been received from Zurich and Came and Company.

It was agreed that Dr Cragg and Mr Clark would compare the two quotations with a view to making a recommendation at the next General Purposes and Finance Committee meeting.

It was proposed Mr R Welch, seconded Mr R Clark and unanimously resolved that the Parish Council approve expenditure subject to a maximum of £3,248.37.

h) Purchase of field behind Jacobs Well Village Hall

It was proposed Mr C Venables, seconded Mrs J Messinger and unanimously resolved that an online payment of £990 to cover GBC’s legal and survey fees be ratified and approved.

i) Donation towards Christmas lights – Perry Hill Green received from the Worplesdon View Care Home

The Clerk had issued a letter of thanks to the Care Home. LED lights may be too expensive to purchase. Cheaper strings of lights may be required, which would require more electricity to power.

Action: Mr C Venables to liaise with Dave Jenkins at Perry Hill Antiques and John Gunner.

470-14 - WW1 Working Party

Cllr R McShee provided the following report:

The two events that we held last month were a great success and appreciated by all who attended. Jan and I were at Worplesdon View last month and they asked if we could hold an event there.

The working party will be meeting later this month to review the events and decide what future events may be held.

471-14 - Worplesdon Flood Forum – Emergency meeting held 10 September 2014 – Issues in Jacobs Well

Cllr McShee advised that the Clerk to the Council had already produced minutes of the meeting, which had already been circulated to members of the council for information.

472-14 - Clerk’s Report

a) Overgrown hedge on common land end of White Hart Lane, Wood Street Village – This hedge is to be cut by Surrey Wildlife Trust at the end of September/beginning of October 2014 and will then be cut on an annual basis by the Wildlife Trust.

b) Guildford Borough Council Parish and Town Ward Programme 2014 – Alleyway beside the Hare and Hound public house and the alley way in Fairlands between Littlefield Common and Brocks Drive to receive an extra clean-up.

c) Borough/parish liaison meeting – 5th September 2014 – The following topics were discussed:

f) Re-surfacing – Tangley Lane – (D54) Tangley Lane, Worplesdon, between its junction with (A322) Worplesdon Road and (D54) Keens Lane, a distance of 820 metres.

Works are anticipated to be carried out over two days between 07.00 hrs and 16.00 hrs commencing 22 September 2014.

Vehicular traffic will be diverted via Worplesdon Road, Holly Lane, Aldershot Road and Gravetts Lane.

473-14 - Chairman’s Report

Dr Cragg gave the following report:

a) We are organising a short service of remembrance for a relation of the American airmen commemorated on the memorial plaque in Jacobs Well on Monday 15 th September at 2.00pm. Mr and Mrs Sandidge and Mr and Mrs Crabb will be present. We will be pleased to welcome as many Councillors who are able to attend. After the ceremony we will visit the crash site. Following this we shall entertain the families to afternoon tea at the Guildhall, courtesy of the Mayor (invited persons only).

b) Since our last Full Council meeting I have attended numerous meetings concerned with responses to the Draft Local Plan:

 1st August- Jacobs Well local plan presentation - With the Clerk  5th August- Wood Street Village plan response meeting - With the Clerk  6th August – With the Clerk- Chaired Action Groups Liaison meeting, Local Plan  6th August- With the Clerk - All Parish Councils local plan discussion meeting in Normandy  4th September- Hosted meeting with CEO of SCC (David McNulty) on airing of local concerns of an ongoing/perennial basis within the Parish  8th September- Wood Street Village Association committee- meeting to update them on the WPC state of responses to Local Plan.

c) I have finally managed to secure a place on a chainsaw training programme run by Hampshire Training Providers. This takes place in Petersfield, over six days, starting 13 th October. It will give me C30 and C31 logging and felling certificates. It means I will be able to deal with wood cutting and felling of trees up to about 380mm/15” diameter. The certifications will need to be updated on a five-yearly cycle. Work in Nevin`s Copse can now proceed more easily. I will also be able to deal with cutting/felling which occurs on PARISH LAND ONLY. It is not intended that this will develop into a free call-out service for any tree problem in the Parish in general. Costs have exceeded that agreed by the Council and I will personally defray the extra expense.

For Worplesdon two planning applications have been withdrawn; Round Oak in White Hart Lane, where the occupier was trying to establish a permanent traveller site, instead of the current temporary status. However, this site is included in the draft Local Plan. The other application was for 38 Oakfields.

At last night’s Planning Committee meeting there was an application to demolish the bungalow at 1 Dorrit Crescent in order to build 2 x 3 bedroom houses.

I voted against the application, my reason being that the bungalow should be retained as there is a demand for bungalows for elderly people and people of all ages with disabilities. The vote was in favour of the applicant, mainly due to the fact that the current Local Plan does not mention bungalows, and they are currently not protected from this kind of application. I would like to suggest that when we submit our comments on the draft Local Plan we ask that bungalows are protected from re-development in order to maintain sufficient suitable homes for the elderly and disabled.

475-14 - County Councillor’s report

My apologies for tonight’s meeting. I am attending a Councillor’s Workshop at GBC regarding the Draft Borough Local Plan. For information I am also shortly meeting Cllr Stephen Mansbridge, Leader of GBC to offer him some comments on the Draft Local Plan.

Regarding other matters not already discussed:

1. Clay Lane is now being fully resurfaced and that work is expected to be completed in the next few days

2. Also in Jacobs Well , SCC has also approved a programme of works for bus stop improvements to address accessibility issues, the aim being to enable bus passengers with mobility problems, or with buggies/shopping trollies to have level access when boarding/disembarking from buses. So the kerb heights will be raised, and the waiting area to a length of 9 metres where possible. It will also help to improve reliability as the buses will have easier access in and out of the bus stop areas. Other kerb and footpath works are also planned at some stops to improve the waiting areas.

3. I am aware that SCC Highways have sent the Clerk a plan for the proposed Wood Street Village Road Safety Improvement Scheme , and would be pleased to receive the Parish Council's feedback.

4. I hope that members found the meeting held on 4th September with the Chief Executive of Surrey County Council helpful, the feedback I had was positive.

5. Worplesdon Primary School, Fairlands - I attended the meeting of the SCC Cabinet Member for Schools held at County Hall this morning which considered the expansion of Worplesdon Primary School. It was agreed to issue the statutory notices needed, with the intention of providing the increased number of school places from September 20 16 .

But the concerns expressed by many regarding existing and future traffic and congestion in the area of the school at Fairlands were very fairly reflected in the report given by Officers, and the discussion, and I reiterated the need to consider the suggestion of an "in-out" drop off point which it was agreed will be considered, along with all other travel to school measures. The whole proposal for the building works is, as usual, the subject of a Planning Application which will be considered by the County Planning Committee so there will be another opportunity to look at those matters.
