Declaration of Disclosable Pecuniary Interests (DPIs) by Councillors on any of the agenda items below in accordance with The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012. Planning Applications for consideration Planning application No: 14/T/00289 – Land between 45 Oakfields and the Garages, Oakfields, Guildford, GU3 3AS – T1 Oak – Crown thin by 20/25%. Reduce weight of lower limbs over garage by 20%. Reduce overhanging on house by 10 -15%. Crown clean and rebalance as branches are overhanging buildings and could cause damage if they break and fall. Planning Application No: 14/P/02016 – Rydes Hill Preparatory School, Aldershot Road, Guildford, GU2 8BP – Proposed construction of a second one way entrance for vehicles and pedestrians from Broad Street. Planning Application No: 14/P/02025 – Woodlands, Rickford, Worplesdon, Guildford, GU3 3PQ – Variation of condition 2 of planning permission 13/P/00949, approved 29.7.13, showing increase in glazing on first floor front and rear elevations and reduction of depth of ground floor extension. 1 of 4 Planning Application No: 14/P/02028 – 34 Gumbrells Close, Fairlands, Guildford, GU3 3NG – Proposed two storey side extension and single storey rear extension following demolition of existing outbuilding and garage. Planning Application No: 14/P/02055 – 6 Bracken Way, Guildford, GU3 3AN – Erection of a first floor front and side extension. Planning Application No: 14/T/00298 – 28 Broadacres, Guildford, GU3 3AZ – Lime (T1) – fell (Tree Preservation Order P1/201/106. Planning Application No: 14/P/02051 – 3 Littlefield Cottages, Littlefield Common, Guildford, GU3 3HH – Proposed garage conversion to habitable accommodation and single storey side and rear extensions. Planning Application No: 14/P/02060 – Great Oaks, Goose Rye Road, Worplesdon, Guildford, GU3 3RH – Single storey rear extension. Planning Application No: 14/P/02064 – 85 Oak Hill, Wood Street Village, Guildford, GU3 3DA – Erection of a single storey side and rear infill extension together with associated internal and fenestration alterations. Planning Application No: 14/P/02077 – 29 Tangley Lane, Worplesdon, GU3 3JU – Erection of a rear conservatory. Any planning applications received on, or before, the 27 November 2014, but after this agenda has been prepared will also be considered by the Parish Council. 9. Health and Safety Inspection Report – To receive the weekly playground inspection reports and the monthly health and safety reports and to consider action as required. 10. Land Management Report – To receive a report and to consider action as required. 11. Proposed changes to the Wood Street Village Post Office – Deadline for responses 16 December 2014. 12. Transport Strategy for Surrey’s School Places Programme – Surrey County Council Consultation 15 October 2014 – 11 January 2015. To receive a report from Cllr R McShee. 13. Proposal to ban the right hand turn out of Jacobs Well Road into the Woking Road for highway safety reasons – Consultation by SCC. Deadline for responses 5 December 2014. 14. Salt Box Road – Improved pedestrian/equestrian crossing public bridleway 434 – 70m of new pathway comprising crushed limestone to be installed on both sides of the road plus installation of dropped kerbs to improve sightlines/safety at this location. Scheme to be implemented in the near future. 15. Jacobs Well Bonfire – Complaint received from a resident of Jacobs Well Road. To consider the complaint. 16. Purchase of field behind Jacobs Well Village Hall – Email received from the Parish Council’s solicitor – Existing lease with the JWRA – is the Council expecting the JWRA to surrender its lease or is it expecting to re- negotiate a new lease with the JWRA. 17. Clay Lane/Jacobs Well Road/Blanchards Hill junction – Design for pedestrian refuge produced by SCC and safety audited. For information only. 18. Statement made by David Hodge, Leader of SCC, regarding the lack of government funding for new school places – What are the implications for the proposed expansion of Worplesdon Primary School – To consider action. 19. Schedule of Meetings for 2015 – To consider/approve the schedule of meetings. 2 of 4 20. Retention of Documents policy – To consider/approve the amended policy. To agree which project information may safely be disposed of. 21. Recording of Meetings Policy – To consider/approve the draft policy. 22. Fire Risk Assessments for buildings on the Parish Council’s property. Under the Fire Risk Legislation who is the “Responsible Person” in respect of the Worplesdon Memorial Hall, Worplesdon Sports Pavilion and Wood Street Village Cricket Club pavilion? Came and Company require to be informed. 23. Taxi and private hire policy consultation – Guildford Borough Council – Deadline for consultation 6 February 2015. 24. Wood Street Village Community Car Park – Inconsiderate parking at school drop off and collection times. To receive a report from the Assistant Clerk and to consider action, if necessary. This matter has already been reported to Surrey Police and Guildford Borough Council’s Parking Enforcement Team. 25. Rickford pond – Ongoing maintenance (Friends of Rickford Common) – Letter received advising that the group has folded due to a lack of support – To receive a report from Mr C Venables. 26. Reform of anti-social behaviour powers – Japanese Knotweed and other invasive non-native plants – New powers - Community protection notice can be used against individuals who are acting unreasonably and who persistently or continually act in a way that has a detrimental effect on the quality of life of those in the locality – For information only. 27. Guildford Borough Council Draft Local Plan – a) Initial Feedback on the Draft Guildford Borough Local Plan: Strategy and Sites Consultation – Issued October 2014 - For information only. b) The SHLAA has to be updated annually GBC is therefore calling for more sites to be put forward - For information only. c) Invitation received to the Guildford Local Plan Forum (Established by GBC) inaugural meeting to be held Thursday 4 December 5.30pm – 7.30pm – To decide whether or not to attend this meeting. 28. Finance a) Worplesdon Tennis Club – Proposals to reduce the hours of usage and a corresponding pro-rata reduction in the annual rent. To receive the recommendation of the working party. b) Local Government Pension Scheme – Policy discretion requirements – To create a pension policy statement in accordance with the Pension Scheme requirements. c) Bank reconciliation October 2014 - bank reconciliation requires approval. d) Monthly budget report for October 2014 - monthly budget report requires approval. e) Cost of training PA1 & PA6 (spraying) – To ratify the cost of the assessments as required - £160 (VAT not applicable). f) Draft precept 2015/16 – To consider the recommendations of the General Purposes and Finance Committee. g) Damaged bus shelter – Woking Road – To approve either the cost of installing new panes of glass or replacing the glass with steel panels with holes drilled through. Damage caused by vandals. Windows to be replaced free of charge by Littlethorpe (under guarantee). Cost for Littlethorpe to install new windows or panels - £380 & VAT. 3 of 4 h) Posts required in Broad Street, Wood Street Village to enable our temporary VAS signs to be erected. Anticipated cost per post £200 & VAT (potentially dual use - highway repeater signs and VAS). i) Skipton Building Society – Interest of £494.52 added to the account 1 November 2014. j) Removal of silver birch from common land outside Malyans End, Coombe Lane (to be removed to prevent root damage to the adjacent drainage system). To approve the total cost £185.00 & VAT. Cost to grind out the stump of the willow tree – between £80 to £120 & VAT. k) Internal Audit/Audit Plan 2014/15 – To receive Mulberry & Co’s Audit Plan and Internal Audit Report for November 2014. l) To review the effectiveness of the Internal Audit and to consider the recommendations made by the Internal Auditor. m) To consider whether to stay with the Co-operative bank or to switch accounts to the Metro Bank. n) Insurance Schedule 2014 – The sums insured had been reduced by Came & Co in error. The correct values have now been reinstated. o) De-silting of White House Pond/Removal of Crassula helmsii and reed mace from pond – Quotation from Thomson Ecology £520 & VAT 1) Advice re: licences 2) Clearance of pond. To consider action. p) BACS Remittance Advice – Grant towards grass cutting 2014/15 - £10,030.00. q) Additional grass cut – November 2014 – To ratify the cost of one additional cut - £1,217.30 & VAT. r) Local Councils Update – 3 December 2014 – Bletchingley Golf Club – Cost £10 per delegate £10 & VAT. To approve Dr Cragg, Mr Venables and Mrs White to attend this event on behalf of the Parish Council.
