MAJOR HANDBOOK REVISIONS FOR THE 2021-2022 SCHOOL YEAR BYLAW Article XII, Classification of Senior High Schools New Article for Classification Rule approved. RULES 5-1-1, Classification of Senior High Schools Created article limiting revisions to general classification for three years following initial changes. 11-2-1, Athletic Officials Added language to include girls wrestling as a varsity sport requiring registered officials. 16-1-1, Semester Requirements Promotion from sixth grade begins immediate eligibility in middle/junior high school the next semester. 41-2-3, Tennis Removed language from handbook limiting when regional tournaments may be held and inserted into tennis manual. 42-3-3, Track & Field Language updated to reflect appropriate communication protocol for the order of events. 45, Bowling Creation of Section 4: Unified Activity Regulations to allow for unified bowling regular and postseason administration. 46-1-2(a), Music Addition of Show Choir to list of activities allowed to be ranked, rated or critiqued. 51-1-1, Scholars Bowl Removed language for requirement of recognition systems to allow for online and other ways to hold competition. COVID-19 Coronavirus Pandemic Response Rule Change History During the 2020-21 school year, the Board of Directors convened several special meetings to modify KSHSAA rules according to the COVID-19 Pandemic relief protocols/guidelines. Below is a list of rule changes that were made during this period. All rule modifications ended with the end of the 2020-21 school year spring championships (May 29, 2021) and rules reverted to previous/original wording. (Dates indicated in the list below are the meeting date of the Board of Directors when rules were changed.) 9-1-1, Moratoriums - High school teams will have no interscholastic competitions from December 23, 2020 through January 7, 2021, with the exception of virtual competitions for debate, scholars bowl, swimming & diving. - (November 24, 2020) 9-1-1, Moratoriums - Junior high/middle school teams will have no interscholastic competitions from December 23, 2020 through January 7, 2021. - (November 24, 2020) 9-1-5, Moratoriums - Summer Moratorium suspended for 2020 only. (May 1, 2020) 10-1-(6-8), Qualifications of Coaches - Suspended applicable components for 2020 only. No contact between coaches and students may be made before June 1, 2020. (May 1, 2020) 13-1-3(a) and 13-3-1(a) Scholarship Requirements – Deferred to local school policy for the fall of 2020-21 school year only for 8th, 10th, 11th and 12th grade students. (May 1, 2020) 30-1-(6-7) – Seasons of Activities - Suspended applicable components for 2020 only. No contact between coaches and stu- dents may be made before June 1, 2020. (May 1, 2020) 37-2-1 – Gymnastics - Allow for an extension of the fall 2020 season only, moving state championship from standardized calendar week #16 to #18. (September 16, 2020) 46-2-1 – Music - Allow for one-level state concept for piano, solos and small ensembles instead of a two-level concept. (November 24, 2020) 4 2021-2022 ALTERNATIVE FALL SEASON - (August 28, 2020) Handbook rules modified to provide an optional alternative fall season and corresponding modified start/end to the spring season during the 2020-21 school year only. Rules affected include: Rule 22 – Outside Competition Rule 38 – Soccer Rule 30 – Seasons of Activities Rule 39 – Softball Rule 32 – Baseball Rule 40 – Swimming & Diving Rule 34 – Cross Country Rule 41 – Tennis Rule 35 – Football Rule 42 – Track & Field Rule 36 – Golf Rule 43 – Volleyball Rule 37 – Gymnastics EXECUTIVE BOARD EMPOWERED TO MAKE RULE CHANGES - (August 28, 2020) Empower the Executive Board to make changes to the following rules for the 2020-21 school year only: Rule 22 – Outside Competition Rule 38 – Soccer Rule 30 – Seasons of Activities Rule 39 – Softball Rule 32 – Baseball Rule 40 – Swimming & Diving Rule 34 – Cross Country Rule 41 – Tennis Rule 35 – Football Rule 42 – Track & Field Rule 36 – Golf Rule 43 – Volleyball Rule 37 – Gymnastics FACE COVERINGS GUIDELINES • All participants (including but not limited to athletes, coaches, officials, spectators, support staff and all others attending/participating in school activities) shall wear a face covering in the manner it is intended to be worn (for purpose of COVID-19 risk mitigation) while at the event venue and for duration of the event. The only exception is provided for athletes during the time they are competing and for officials during active play. - (November 24, 2020) • The requirement for wearing a face covering terminates on May 1, 2021 for all outdoor activities. The mask man- dates for indoor activities will end at the end of the spring championships. Schools shall continue to adhere to all local risk mitigation policies. - (April 30, 2021) INVITATIONAL TOURNAMENT SCHOOL LIMITS • Winter sports interscholastic activity programs shall not sponsor nor participate in large in-person invitational tournaments during the 2020-21 school year. For the purpose of this rule, this includes any MS/JH event with more than four schools playing concurrently; no more than four high schools playing concurrently for basketball; and wrestling being limited to no more than 8 teams or 112 individual participants. - (November 24, 2020) SPECTATOR LIMITS • For the period of January 29, 2021 through the remainder of the winter activity regular season and postseason for the 2020-21 school year, attendance shall be limited to allow for appropriate distancing for the facility and in ac- cordance with local admission and attendance policies. - (November 24, 2020) • For the period of December 1, 2020 through January 28, 2021, no spectators will be admitted/allowed for the KSH- SAA sponsored interscholastic high school activities of basketball, bowling, scholars bowl, swimming & diving, and wrestling. - (November 24, 2020) • For the period of December 1, 2020 through January 28, 2021, no spectators will be admitted/allowed for the KSHSAA sponsored interscholastic middle school activities of basketball, bowling, scholars bowl, and wrestling. - (November 24, 2020) • Effective Thursday, December 10 through January 28, 2021, interscholastic activities will allow for attendance of up to two parents/guardians per participant(s) family as allowed by local board of education or health department restrictions. - (December 8, 2020) • Beginning January 29 until the end of winter activities regular season this school year, a maximum of four spectators per participant will be permitted to attend with appropriate social distancing required.
