DO YOUR JOB WELL – FUTURES DEPEND ON IT I can still see the simple black and white Army poster in my mind’s eye – the only image on it the haggard, muddy soldier in a helmet with thousand-mile stare expression. I can still feel the hard knot of conviction forming in my gut at the charge the poster issues to me. For 29 years I have been working on military plans. Sometimes for them to be executed in training; sometimes for them to be placed on a shelf. And many times to have American blood and treasure at risk… I never forget this responsibility – this duty which must be performed well, no matter what else is going on in my life... But rarely was I alone… This dissertation is dedicated to the strategic planners, in uniform and in civilian clothes, who imagine the worst, account for the last details, and envision the best of what we, as a nation, can accomplish. It always matters. Acknowledgements I start these acknowledgements with my parents. I thank them for instilling a love of learning and a commitment to excellence in education. My father has been a Doctor of Theology for not quite fifty years. I say “not quite” because I can remember when he was not. I can remember the times he was working on his dissertation in his office in the basement, not far from us kids’ playroom. From my “now” perspective, I laugh and wonder at how we must have distracted him. I can remember holding his completed written work in my hands and being so proud of him. I am confident in a father’s love to know he will feel very similar emotions when he holds this tome. I am very thankful to Dr. Jongseok Woo, my committee chair, for his guidance and support – I needed his endorsement and he made me work for it, what more could I have asked? I owe special thanks as well to the other members of my committee. I planned my choices strategically, because I knew how they could potentially contribute to helping me improve my research – they did that and more! Dr. Nicolas Thompson, Political Science, was the first professor I TA’d for and in our many discussions, I knew I wanted more of his piercing insight into American political science. As iron sharpens iron, we did not always agree; but, humbly, I must acknowledge I could not have formed this research agenda without his theoretical expertise and intellectual support. Dr. Julia Irwin, History, was commended to me by the History Department head Dr. Fraser Ottanelli, who graciously permitted me into his small seminars on TransAtlantic Migration and supported my acceptance to University of South Florida. I only wish I could have taken a class Dr. Irwin offered every single semester – an excellent teacher, scholar and the right kind of demanding professor a doctoral student requires. Where this research might appeal to historians, I owe that to her. Where this research fails to meet professional historian standards, the fault is my own – and be assured, she told me where it did not! Dr. Thomas Searle, Joint Special Operations University, military historian, kept reminding me where I came from in pursuing this research and kept me mindful of my audience. His own doctoral work on a very challenging subject inspired me to engage hard questions and hard truths, to be clear-eyed and objective – and careful. Jongseok, Nic, Julia, and Tom – thank you! I want to express my thanks to the faculty and staff of the School of Interdisciplinary Global Studies for their kind, generous, and substantive support during my research. Dr. Steven Tauber, the department head, engaged with me during my early research, in independent study, and gently mentored me. I will always appreciate his honesty in our first interview and his care and concern that I make the right choice. I am confident I made the right choice, Sir, thank you! English All Rights Reserved iii ABSTRACT A commonplace observation among historians describes one or another historical period as a time of “transition” or a particular person as a “transitional figure.” In the history of the United States Army, scholars apply those terms especially to the late- nineteenth century “Old Army.” This categorization has helped create a shelf of biographies of some of the transitional figures of the era. Leonard Wood, John J. Pershing, Robert Lee Bullard, William Harding Carter, Henry Tureman Allen, Nelson Appleton Miles and John McCallister Schofield have all been the subject of excellent scholarly works. Tasker Howard Bliss has remained among the missing in that group, in spite of the important activities that marked his career and the wealth of source materials he left behind. Bliss belongs on that list because, like the others, his career demonstrates the changing nature of the U.S. Army between 1871 and 1917. Bliss served for the most part in administrative positions in the United States and in the American overseas empire.

    House State and Local Government Committee House Bill 195 – Women Veterans’ Day Sponsor Testimony 1 MAY 2019 Chair Perales, Vice Chair Hood, and members of the House Armed Services and Veterans Affairs Committee thank you for the opportunity to testify today regarding House Bill 195. And thank you to my joint sponsor, Assistant Majority Whip Lanese, for working with me on this important piece of legislation. While President Truman signed the Women’s Armed Services Integration Act in 1948, it would be 45-years before the Pentagon, under the direction of Defense Secretary Les Aspin, would lift the ban on women serving on combat aircraft and warships in 1993. It took time for Aspin’s directive to make an impact. It wasn’t until 1998 that female fighter pilots flew into combat for the first time as part of a four- day bombing campaign on Iraq and Kathleen McGrath became the first woman to command a Navy warship. In that same year, Heather Wilson—now Secretary of the Air Force—was elected to represent New Mexico’s First Congressional District, becoming the first female military veteran to complete a full term in Congress. It was a privilege of mine to intern for her. In 2005, Leigh Ann Hester, an Army National Guard soldier would become the first woman since the end of WWII to earn the Silver Star for her service after she outmaneuvered 50-insurgent fighters in Iraq, assaulting and clearing two trenches 8-years before Secretary Leon Panetta lifted the ban on women serving in combat altogether. This is not to say the progress women veterans have made have been limited to our most recent history.

It has governed the way the United States has organized, planned, and conducted military operations for the last twenty five years. It passed the Senate and House of Representatives with margins of victory reserved for birthday and holiday resolutions. It is praised throughout the U.S. defense establishment as a universal good. Despite this, it engendered a strong opposition movement organized primarily by Navy Secretary John F. Lehman but also included members of the Joint Chiefs of Staff, prominent Senators and Congressman, and President Reagan's Secretary of Defense Casper Weinberger. This essay will examine the forty year background of defense reform movements leading to the Goldwater Nichols Act, the fight from 1982 to 1986 by supporters and opponents of the proposed legislation and its twenty-five year legacy that may not be as positive as the claims made by the Department of Defense suggest.

Portier This dissertation - a postcolonial re-examination of Bartolomé de las Casas, the 16th century Spanish priest often called “The Protector of the Indians” - is a conversation between three primary components: a biography of Las Casas, an interdisciplinary history of the conquest of the Americas and early Latin America, and an analysis of the Spanish debate over the morality of Spanish colonialism. The work adds two new theses to the scholarship of Las Casas: a reassessment of the process of Spanish expansion and the nature of Las Casas’s opposition to it. The first thesis challenges the dominant paradigm of 16th century Spanish colonialism, which tends to explain conquest as the result of perceived religious and racial difference; that is, Spanish conquistadors turned to military force as a means of imposing Spanish civilization and Christianity on heathen Indians.
