Palestine 100 Years of Struggle: The Most Important Events Yasser Arafat Foundation 1 Early 20th Century - The total population of Palestine is estimated at 600,000, including approximately 36,000 of the Jewish faith, most of whom immigrated to Palestine for purely religious reasons, the remainder Muslims and Christians, all living and praying side by side. 1901 - The Zionist Organization (later called the World Zionist Organization [WZO]) founded during the First Zionist Congress held in Basel Switzerland in 1897, establishes the “Jewish National Fund” for the purpose of purchasing land in Palestine. 1902 - Ottoman Sultan Abdul Hamid II agrees to receives Theodor Herzl, the founder of the Zionist movement and, despite Herzl’s offer to pay off the debt of the Empire, decisively rejects the idea of Zionist settlement in Palestine. - A majority of the delegates at The Fifth Zionist Congress view with favor the British offer to allocate part of the lands of Uganda for the settlement of Jews. Brief Analysis n January 5, 2004, the council of Arab interior ministers concluded its twenty-first session in Tunis by O renewing its "strong condemnation of terrorism in all its forms and sources." The question remains whether this condemnation will lead to action against Hamas, including its political leadership. The Role of Hamas's Political Leaders Hamas leaders readily acknowledge the central role that the organization's "political wing" plays in operational decisionmaking. For example, in May 2002, Hamas military commander Salah Shehada stated publicly that "the political apparatus is sovereign over the military apparatus, and a decision of the political [echelon] takes precedence over the decision of the military [echelon], without intervening in military operations." In July 2001, Hamas leader Abdel Aziz al-Rantisi told Reuters, "The [Hamas] political leadership has freed the hand of the [Izz al- Din al-Qassam] brigades to do whatever they want against the brothers of monkey and pigs." Indeed, it is the political leadership that has most clearly stated the movement's goals. According to one such leader, Ismail Abu Shanab, "There are no civilians in Israel because every citizen is required to serve in the army. We are at war with Israel. -

Pina Analyst in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Summary For the first time in its history, the Palestinian parliament is set to be led by Hamas, which the United States and European Union have designated a foreign terrorist organization. Although some lauded the generally free and fair election in January 2006, others criticized the outcome and accused Hamas of “hijacking” democracy. This report provides an overview of the new political realities in the West Bank and Gaza after the election, the challenges Fatah and Hamas face, and possible implications for U.S. policy. Background On January 25, 2006, Palestinians voted in parliamentary elections and Hamas emerged as the clear winner, with 74 out of 132 parliamentary seats. Fatah, the dominant party in the Palestine Liberation Organization (PLO), won 45 seats, and 13 seats went to other minor parties. Since then, several governments, including the United States, have cautioned that unless Hamas disavows terrorism, recognizes Israel, and accepts all previous Israeli-Palestinian agreements, diplomatic and economic relations with the Palestinian Authority may be circumscribed or ended altogether. Dr. Shaul Bartal BESA Center Perspectives Paper No. 2,080, June 25, 2021 EXECUTIVE SUMMARY: In an attempt to justify breaking his repeated promises not to form a government with the support of the United Arab List (Ra’am) because of its opposition to Israel’s existence and backing of Palestinian terror organizations, new PM Naftali Bennett is portraying Ra’am as a pragmatic Islamic party seeking to advance the interests of the Israeli Arab sector. But pragmatism must not be confused with moderation. To what extent is a party whose roots are in the Muslim Brotherhood movement, and whose history is enmeshed with the struggle against Zionism and the State of Israel, capable of renouncing its religious and national objectives and settling for municipal achievements? This question is especially pertinent in light of the inevitable clashes between Israel and Hamas, which is the sister movement of the United Arab List (Ra’am). From the inception of the Muslim Brotherhood in the late 1920s, its founder Hassan Banna characterized the “Palestine problem” as a central issue for the Muslim world and did his utmost to support the struggle against Zionism. The Muslim Brotherhood took part in the “Arab Revolt” (1936-39) in Mandatory Palestine and sent volunteer forces to take part in the 1948 war. It is not by chance that the opening of the Hamas Covenant—Hamas is the Palestinian branch of the Brotherhood— quotes Banna’s vow that “Israel will exist and will continue to exist until Islam obliterates it, just as it obliterated others before it." The Israeli Islamic Movement was established in the 1970s by Abdullah Nimr Darwish of Kafr Qassem. -

Introduction Stiftung Wissenschaft und Politik German Institute for International and Security Affairs Comments The Fatah–Hamas Reconciliation Agreement of October 2017 WP S An Opportunity to End Gaza’s Humanitarian Crisis and Permanently Overcome the Blockade Muriel Asseburg Ten years after Hamas violently seized power in Gaza, and following a string of failures to reconcile the Palestinian factions, there are now signs of a rapprochement between Fatah and Hamas. In September 2017 the Hamas leadership announced it would dis- solve the administrative committee it had established in March, opening the way for the Palestinian Authority (PA) to take over the government in the Gaza Strip. In mid- October representatives of Hamas and Fatah signed an Egyptian-mediated reconcilia- tion agreement. On 1 November PA forces were deployed to the Palestinian side of the Rafah border crossing with Egypt. Even if there are still major obstacles to merging the two security apparatuses, establishing a unity government, restoring the democratic process and achieving comprehensive reconciliation – the chances of the rapproche- ment preventing another round of armed conflict and improving the situation for the population in crisis-ridden Gaza are considerably better this time around. Germany and its European partners should help to accentuate the positive dynamics, support permanent improvements of the situation in Gaza through practical steps and work towards comprehensive reconciliation between the Palestinian factions. Topic I: Devising Contingency Plans and Increasing Resiliency to Protect Palestinian Civilians and Infrastructure from Military Actions and Offensives. I. Introduction A. General Background Palestinian civilians and infrastructure have been under attack by foreign military actors since the 1950’s. Past efforts on behalf of the United Nations (UN), World Bank (WB) and other international institutions to develop a Palestinian contingency plan have failed to bring about a peaceful end to the conflict, often sacrificing long-term flexibility for short-term improvements which are not compatible with the evolving needs of the Palestinian people and government. The majority of efforts to solve the Israeli-Palestinian conflict are funded by non-League states, creating a disconnect between the creators of these initiatives and those whom the initiatives affect1. For example, plans calling for military action disproportionately place military offensives in Gaza and the West Bank regions, which are already systematically targeted by state and sub-state violence. Meanwhile, economy-focused contingency plans tend to ignore the greater fiscal influences of the region.2 In order to create a meaningful contingency plan for the Palestinian conflict, it is important that Arab states play a role, as their understanding of the Palestinian people’s needs is more intimate than other states. BACKGROUND ON HAMAS May 2013 Hamas is an Islamic extremist terrorist organization based in the West Bank and Gaza Strip that calls for the eradication of the State of Israel. Both the United States and the European Union have designated Hamas as a terrorist organization. Following internecine fighting between Hamas and Fatah in June 2007, Hamas now controls the Gaza Strip. Hamas (the Arabic acronym for Harakat Al-Muqawama Islamiya fi Filistin, or the Islamic Resistance Movement in Palestine) was established in 1988 by Sheikh Ahmad Yassin, then a preacher with the fundamentalist Muslim Brotherhood in Gaza. Its ultimate goal is the establishment of an Islamic Palestinian state ruled by Islamic theocratic law in place of the State of Israel. The Hamas covenant, issued in 1988, is replete with anti-Semitism, and echoes the notorious Protocols of the Elders of Zion charging Jews with an international conspiracy to gain control of the world. In Hamas’ world-view, Islamic precepts forbid a Jewish state in the area known as Palestine, and the Jewish people have no legitimate connection to the land of Israel. As its covenant proclaims, “The land of Palestine is an Islamic trust... It is forbidden to anyone to yield or concede any part of it... Israel will continue to exist until Islam will obliterate it...” To this end, the leaders of Hamas have denounced compromise with Israel as a betrayal of the Palestinian cause. Funding for the group has traditionally come from Iran, Muslim charities around the world and sympathetic sources in the Gulf and Saudi Arabia. Syria also provided support to Hamas, and its top political leader, Khaled Mashaal, was until recently based in Damascus.
