Trower is a researcher at the Harvard University Grad- uate School of Education, Project on Faculty Appointments. She earned a PhD in higher education administration at the Univer- sity of Maryland in 1996. Her dissertation is titled "The Junior Faculty Experience: Work Life On the Tenure Track, Off the Tenure Track, and at Institutions Without Tenure Systems." She is the author of several articles including "Alleviating the Torture of the Tenure Track" (1999), "Employment Practices in the Professions: Fresh Ideas Inside and Outside the Academy" (1998), and "Tenure Snapshot" (1996). She is coauthor of "Build It and Who Will Come?" (1998) and "Where Tenure Does Not Reign: Campuses With Contract Systems" (1997). She has writ- ten a case study on the University of Minnesota tenure situation and on the University of the South's performance appraisal system. Previously, she served as a senior level administrator of business degree programs at Johns Hopkins University and was a member of the faculty at Mount Mercy College in Cedar Rapids, Iowa. There, she also served as chair of the business division. She has consulted with numerous colleges on tenure policies and with corporations and colleges on high-perfor- mance teams, organizational culture and change, and strategic planning. She holds a bachelor's and a master's of business administration from the University of Iowa. vii ABOUT THE CONTRIBUTORS Jared L. Bleak is a doctoral candidate in Administration, Plan- ning, and Social Policy at the Harvard University Graduate School of Education. Prior to coming to Harvard, he was the director of school relations at Southern Utah University and most recently worked in the office of the chancellor of the Mass- achusetts Board of Higher Education. He holds a BS in sociol- ogy from Brigham Young Universityand an EdM from Harvard. His research interests include governing boards, administrative leadership, and faculty worklife. Lara K. Couturier is project manager of The Futures Project: Policy for Higher Education in a Changing World at Brown Uni- versity. She previously worked as a consultant and global mar- keting manager for Andersen Consulting. She holds an EdM from the Harvard Graduate School of Education and a BS in business administration and Japanese from the University of Richmond. William T. Mallon has authored seven case studies and other book chapters, journal articles, and reports on various higher education issues, including organizational change, faculty employment policy, and businesshigher education partner- ships. He has served as a program associate at the American Council on Education, associate editor of the Harvard Educa- tion Bulletin, and assistant director of admissions at the Univer- sity of Richmond. He is nearing completion of an EdD in higher education policy and administration from the Harvard Gradu- ate School of Education, where he also earned an EdM. Heholds an MA and BA in English from theUniversity of Richmond. Kerry Ann O'Meara is coordinator of the Project on Faculty Appointments at Harvard University. She received her master's degree in higher education from the Ohio State University and ix x Policies on Faculty Appointment recently finished her dissertation on the evaluation of service for promotion and tenure to complete her PhD in education policy from the University of Maryland. Kerry Ann has presented, written, and published on reward systems for faculty service. Cheryl Sternman Rule is a research assistant for the Project on Faculty Appointments at Harvard. She has written several case studies, including one on presidential leadership at the Univer- sity of Central Arkansas and another chronicling innovations at Georgia State University. She formerly served as a Peace Corps volunteer in Eritrea and worked for the Civil Rights Division of the US Department of Justice. She holds an EdM from the Har- vard Graduate School of Education and a BA in philosophy from Haverford College. Frances L. Shavers is a second year doctoral candidate at the Harvard Graduate School of Education in Administration, Plan- ning, and Social Policy. Previously, she served in two adminis- trative capacities at the University of Notre Dame, where she also completed undergraduate and master's studies. Her research interests include faculty worklife, organizational lead- ership, and athletic administration. 10 PREFACE PRESSING SITUATIONS, COMMON QUESTIONS A state legislature holds several million dollars in abeyance pending tenure code reform at the flagship university. The Board of Regents has to decide what to do. What areas of policy should be changed? What are typical practices elsewhere? A vice president for academic affairs has to implement post-tenure review mandated by the state legislature. What are the policy provisions for performance evaluation at other institutions? What sanctions are there for poor performance? How should outstanding performance be rewarded? Heading into a period of
