Kochi, the Commercial Capital of Kerala, Is One of the Fastest Growing
Kochi, the commercial capital of Kerala, is one of the fastest growing two-tier metropolitan cities in India with a population of 13.55 lakh, including the Kochi Urban Agglomeration(KUA)1.The Kochi Urban Agglomeration comprises of Kochi Municipal Corporation, five municipalities, 15 Panchayats and a part of three Panchayats. The city has an area of 94.88sq. km. Urban expansion during the past few decades outgrew the limits of Kochi City. The immediate hinterland of Kochi Port has been delineated as the Greater Kochi Region, which covers 731 sq. km- almost eight times the area of the city. The population growth in Kochi Municipal Corporation alone is expected to be 10 per cent per decade. The growth of population in the remaining area is expected to be 19 per cent per decade. Although the present population of the adjoining municipalities and Panchayats is less than the population of the Kochi Municipal Corporation, it is projected that the former will be greater. This will create unprecedented transport demand and passenger inflow to the already congested city adding more inter-city buses and private vehicles.2 Records say that about 2,000 vehicles are registered in the city limits in a month; 85 percent of which are private ones. The widening gap between the growing number of vehicles, the lack of infrastructure and unscientific plans has turned life worse for the average Kochiite. The city roads are over-crowed with road-based public and private vehicles. Kochi has around 630 city buses, 3,000 auto-rickshaws, 6,500 taxis and countless cars and motorcycles. -

CITY MOBILITY PLAN - KOCHI 1. INTRODUCTION 1.1 GENERAL Kochi, the largest agglomeration in the state of Kerala is the nerve centre of all commercial activities in Kerala. One of the major ports in the country Kochi is blessed with connection with other parts of the country through all modes of transport like road, rail, air and water. NH 17, NH 47, and NH 49 pass through Kochi. Kochi port is located on strategic International route. Broad gauge railway lines link up Kochi to all major cities of the country. Kochi has got one of the three international airports in the state. In addition to all these the regional road linkages are supplemented by an extensive network of navigation routes through the lagoon system, serving the movement of passenger and cargo. Insufficient carrying capacity of the intra-urban and sub urban routes, unhindered development of vast areas as urban extensions due to urbanization, unscientific planning in urban infrastructure development , absence of proper linkage of various forms of transportation etc. have resulted in an inadequate mobility system in the city and suburbs. As part of the comprehensive development of the city an efficient mobility plan has to be formulated. 1.2 STUDY AREA It was only in the beginning of the 19th century that Kochi , which was situated with in the narrow strip of land sandwiched between backwaters and sea outgrew to Ernakulam in the eastern side of the back waters. The narrow streets of Fort Kochi and Mattancherry were not sufficient to take up the travel demand even at that time. -

INTRODUCTION: There is no doubt that the industrial sector contributes to economic growth and poverty reduction in Kerala. However, much more could be achieved and local businesses could prosper with a better operating environment which supports companies to produce and export quality products and provides a fair internal market in which consumers have confidence in locally produced goods. OBJECTIVE: Whereas the competitiveness of enterprises depends to a large extent on their capacity to conform to stringent market requirements, their market success, on the other hand, depends on recognized conformity assessment services, of which testing and calibration play key roles. Ready and easy access to testing and calibration services is essential for industrial and commercial enterprises to verify and confirm the integrity and the quality of their products and therefore their ability to compete effectively, both in local and international markets. The preparation of this Directory is seen as the first tangible outcome which permits the following: • To have an accurate picture of available testing and calibration services across the State and to identify possible gaps to be filled; • To provide relevant information to the business community in the State on the testing and calibration facilities and capabilities available; and • To select laboratories with high potential for project support towards accreditation to the requirements of the international standards ISO/IEC 17025. It contains information on the services of 66 organizations. METHODOLOGY: The Directory was set up through information provided from the outcome of the survey of testing and calibration laboratories in the State and is available on hard copy and online and will be freely accessible to interested persons. -

GREATER COCHIN DEVELOPMENT AUTHORITY, KOCHI – 20 ADMINISTRATION REPORT FOR 2016-17 INTRODUCTION As a first step towards the formalized development planning of the Cochin region, an advisory committee was set up in 1965. In the same year itself, a Joint Town Planning Committee was constituted for their planning & development and this committee has been elevated into a trust viz. Cochin Town Planning Trust under the Chairmanship of the District Collector. In the course of time, the authorities were convinced of the fact that a larger set up is required to control the growth of the Cochin City and its environs in a planned manner which resulted in the formation of GCDA in the year 1976. The Greater Cochin Development Authority came into existence on 24.1.1976 under the Madras Town Planning Act of 1920 and Travancore Town Planning Act IV of 1108 read with G.O. (MS) No.19/76/LA & SWD dated 23.1.1976. Whereas in exercise of the powers conferred by sub-section (1) of section 51 of the Kerala Town and Country Planning Act, 2016 (9 of 2016), The Greater Cochin Development Authority has been constituted as per notification issued under G.O(P) No. 47/2016/LSGD dated 16th December 2016 and published as SRO No. 756/2016 in the Kerala Gazette Extraordinary No. 2180 dated 16th December 2016. This is a body coming under the Local Self Government Department of the Kerala and now guided by clause 51-60 of Kerala Town and Country Planning act 2016 vide notification 19904/Leg C1/2013/Law dated 17th March 2016. -

The objection was with respect to the need to qualify the Regulation 8 Examination conducted under CHALR, 2004. The Association grieved that given the new scenario, the persons who had earlier cleared corresponding examinations under the 1984 and 2004 Regulations and who have not already been issued with CHA Licence have to re-write the examination under the new regulation. Commissioner responded to state that the issue raised has already been taken up with the Board and that the matter will be pursued through reminders. -

Developments in the city and surrounding area have taken a fast stride in the last two decades. The Information Technology Institutions at Kakkanad, the International Airport at Nedumbassery, the new bridge linking Vypeen islands to the main land and the high impact residential and commercial developments in the city and the surrounding areas have caused direct and indirect development impacts in many sectors. These are exerting tremendous stress on the infrastructure components. The most apparent issues in Kochi City are the increasing traffic congestion and the degradation of urban environment. It is in this context that the Structure Plan for the central city of Kochi approved by Government in the year 1991 and the subsequent variations are reviewed. The zoning regulations of the Structure Plan were revised in the year 2007. Inspite of these, it is seen that all these attempts do not ensure satisfactory planned development in the city of Kochi and the immediate influence area around. Anticipating the future development needs and the population growth, it is envisaged that a revised Development Plan for Kochi city Region has to be prepared, published and got approved by Government. This Development Plan is expected to guide the constituent local governments within the city Region in their respective development actions and also guide them to formulate their individual development policies so as to be part of the whole.
