EXECUTIVE SUMMARY

The smart city proposal of Kochi submitted for Smart Cities Challenges aims at integrating the & area with Central City Area through Water Metro. Thematic areas for interventions under smart cities mission in Kochi are • Seamless Mobility • Reconstitution of Urban Form • World Class Urban Services & Inclusive Development • Revival of Identity and Culture

The Smart City proposal of Kochi has adopted retrofitting as the strategy for development under the Mission. The vision for Kochi is to transform Kochi ABD, into a sustainable, inclusive and economically vibrant city of opportunities with efficient urban services, traditional hospitality and smart governance. a) Area Based Development (ABD) projects

Area Based Development (ABD) as part of Smart City development consists of parts of five wards west Kochi (1,2,3,4 and 5) and parts of three wards of mainland of KMC (62,66 & 67), with a total area of 1024.16 acres. There are currently are 57 ABD projects under 18 modules worth a total cost of Rs. 1234.91 Crores. Of these 13 projects are those where project scope is being discussed and confirmed by the stakeholders.

Pan city projects are convergence projects and being implemented by stakeholders. As part of SCP two projects were proposed as Pan City projects. Smart Card - Kochi 1 is a PPP project and implemented by KMRL. 24 X 7 WATER SUPPLY is being taken up by KWA for implementation.

1 STATUS AS ON 31ST JULY In the month of July, the Smart City team worked on Bid evaluation of the tendered projects, Based on comments received for retendering, revision in BoQ of Open Air Theatre, Vasco Square at Fort Kochi & Marine Drive Walkway project. LoA has been issued to Fort Kochi Taluk & Mattancherry Women & Children Hospital. Revised Detailed Project Report for Intelligent Crime surveillance along with DPR and Feasibility Report for several other projects are under progress. The status of projects under Smart City is given below;

1.3 BRIEF SUMMARY OF KEY MEETINGS

1. Review Meeting 10th July 2019 – Status of Projects Chaired by MD, CSML.

Status of Ongoing, tendered and to be retender projects has been reviewed by MD, CSML with Senior management of PMC team. PMC requested CSML approval for additional staff and additional man months provided till date.

2. Review Meeting of the Projects under Smart City Mission Chaired by Chief Secretary on 12th July 2019. The review meeting for Smart Cities Mission- Kochi, chaired by Chief Secretary commenced at 15:00 hours in the Conference Hall, KMRL. General Manager, Cochin Smart

Mission Limited, welcomed the invitees and gave a brief on status of projects awarded, tendered and those in DPR/Feasibility stage. CS enquired regarding status of fund disbursement by CSML. CFO, CSML informed INR 18 Crores has been spent. CS expressed concern over slow disbursement and asked CSML to expedite processes for timely implementation of Smart cities mission Detailed discussion was made for the Projects which are in Tender stage and for the project which is to be re-tendered. CS concluded that INR 310 Crores worth projects have been awarded, CSML must try and improve implementation progress in next 3-6 month period. Detailed Minutes of the Meeting has been attached in Annexure. 2. Status of Projects under Smart Cities Mission undertaken by KWA Chaired by MD, CSML on 29th July, 2019. At the outset of the meeting MD, CSML introduced CSML and PMC team objectives of Smart Cities Mission. The PMC team presented the outlay of the project with details of project where KWA inputs are expected. As per Smart City project list, KWA is entrusted with the work of estimated cost of Rs 621 Cr for 24X 7 water supply project and 131.55 Cr for projects in ABD area. Sewerage in mainland. MD, KWA confirmed that they will carry out an assessment and share project to be taken up for mainland with CSML Following action points were discussed during the meeting 1. Water supply projects As per the Smart City Proposal (SCP) the ‘Intelligent water solutions’ were proposed to be taken up for funding under the Smart city mission, while the cost of ‘asset creation especially the replacement of the inefficient distribution network’ was proposed be taken up through a combination of state schemes/ external lines of credit by KWA. CSML and KWA could not find a technically feasible location for undertaking such a project within ABD area, as pipelines are yet to be laid. A suitable location was identified outside ABD area by KWA officials. MD, KWA to share a letter regarding scope of smart metering project proposal to be taken by CSML ‘on a pilot basis’. 2. Sewerage system for Mainland CSML team informed that improvements to mainland sewerage system is a project identified under Smart City ABD project list. As per information received from KWA officials, only 60-70% of the mainland, under ABD, has provision of sewerage system remaining area does not have individual connections. KWA shall confirm to CSML whether KWA intends to take up the project through own funds or proposes CSML to take up the same through SCM funds. For CSML to take up the project, the carrying capacity of current system and spatial mapping of existing connections would be required from KWA. KWA suggested that they will carry out an initial technical assessment regarding the existing system and confirm to CSML who should take up the project for implementation along with scope of work.

CSML team informed that Broadway Street has been proposed for upgradation. Under the project it is proposed to lay sewer pipeline along the center line of the street carriageway and rider mains along the footpaths on either side of the road. CSML requested, KWA to confirm there is no other proposal along Broadway is proposed by KWA to avoid any duplication. 3. Sewage system for West Kochi

The project for implementation of sewerage system for West Kochi was explained to the MD, KWA. The need for maintaining the project beyond the O & M period of 5 years was also discussed. This will be discussed in detail later. MD, CSML thanked the MD, KWA for taking pains to come over to Kochi with senior officers and clearing many issues relating to KWA, faced by the project.

2 STATUS OF ABD PROJECTS

2.1 STATUS OF ABD PROJECTS

This chapter provides an overview of all 80 projects listed in SCP for ABD. As envisioned in SCP only part funding is met from Smart Cities mission fund. Remaining projects to be funded from various sources such as convergence, PPP, CSR, loans etc. The status of projects under convergence and under SPV are provided below. All costs provided are in INR lakhs in this section. Module 1 Water supply There were total of 14 projects identified under this module with serial number 1.1 to 1.14. Based on the meetings conducted with Water Authority in initial phase of the project it was suggested by the authority that KWA will implement all projects. Therefore, these projects are categorized as convergence projects. In the Stakeholder’s meeting, KWA has requested to take up Smart Meter project for selected area as pilot basis. Hence only one project Smart Water Meter project is under scope of SPV implementation. The project scope is under discussion with KWA. It has been noted that under AMRUT Rain Water Harvesting project has been taken up. 1.1 Karuvelipady Pump house – Pumping augmentation

2.1.4 INTELLIGENT TRAFFIC MANAGEMENT SYSTEM(ITMS)

2.1.5 SOLAR ROOFTOP PROJECT IMPLEMENTATION PROGRESS The Contract agreement for the implementation of the project has signed on 24th September 2018. The BHEL started site feasibility study and other paper works in the month of December 2018. Clearance for installation of Solar panels has been given to BHEL for 26 buildings. The total capacity of solar panels in these buildings is 1010 KWp. Project Profile/ Components: ❖ 26 government buildings selected pan city, for implementation of Solar Roof Top project. ❖ Design, development and supply of all components of the SPV power system ❖ Supply, transportation, unloading, installation, testing and commissioning of 1000 KWp grid connected solar roof system in various government buildings in Kochi Municipality. The buildings are either with flat roof concrete structure or slope roof GI structure. ❖ The scope includes minor strengthening of slope roof structure at additional cost to install solar roof top system and access to roof top for maintenance. ❖ All clearance / approval required from KSEB / Electrical inspectorate or any statutory Authorities shall be obtained by the contractor. ❖ Installation and commissioning of SPV Power system up to AC distribution board along with Net metering with necessary arrangement for integration grid and protection during absence of grid supply. ❖ Five years Warrantee from handing over of the Solar Roof Top System. ❖ Remote Operation and Maintenance including periodic cleaning of modules, and with quarterly visit for five years from the date of handing over of the solar Roof System. ❖ Training of the staffs of client/owner. 2.1.9 E-HEALTH SOLUTION FOR GENERAL HOSPITAL Project Profile/ Components: General Hospital at Ernakulam is one of the reputed Government Hospital which provides effective medical care to the citizens of the Kochi Corporation and surrounding areas. General Hospital has a very old and ineffective IT infrastructure which is an impediment to its efficient functioning. This requires urgent upgradation. Concurrently e Health solution is being developed and implemented by state Health department which integrates all departments and government hospitals into an efficient Hospital Information and Management system. It’s thus panned to upgrade the IT infrastructure of General Hospital under the smart city mission project. The project includes two broad components. ❖ Multiprotocol Label Switching (MPLS) Virtual Private Network (VPN) with Redundancy to e- Health server hosted in State Data Center. ❖ Workstations and Computer Hardware for e- Health implementation The detail of these components is as follows: • MPLS VPN with Redundancy to e-Health server Hosted in State Data Center: This involves the following: - Passive Optical Fibre Network Internal LAN with IPPBX- The internal network will be combination of LAN and with Wi-Fi- Optical Fibre Cable (OFC) backbone. - MPSL VPN – Transfer of EMR (Electronic Medical Records) requires higher bandwidth; accordingly, a high-speed internet line using Optical Fibre (Gigabit- capable Passive Optical Networks (GPON)) is best suitable. • Local Sever, Workstations and other Computer Hardware - E- Health solutions requires additional Workstations, Printers, Scanners, Biometric readers and other Computer Hardware for implementing the solution. The building would also provide admin office required for lower primary section. • The proposal includes following components: • 4 classrooms of 60 capacity each and one digital classroom • Chemistry, Physics and computer labs • Staff rooms, admin rooms, for higher secondary & lower primary section. • Auditorium of 250 capacity. • Building would be a 4-story structure of total area of 1500 sq.mt built after demolishing an existing single story old structure which is currently used as a common activity area. The Smart education project aims to bring in state of the art education to students through classroom revolution which is to innovate education, teaching and evaluation methods, and educational environments using information Technology.

Base Map Updation: The main objective of the project is to develop an updated detailed GIS Base map on a scale of 1:1,000 for the Project area. These detailed maps consisting of the planimetric details, Plot boundaries micro level Land use and utility services underground utilities as available from line departments need to be generated by contact ground truth collection, updating of map and data linking. Available data at CSML will be integrated with the Base Map in GIS during the survey preparation of base map. The data will be collected in proper field data sheet format. The base map prepared through on-screen digitization of imagery will be used for survey for the updating purpose and finalization of layer wise Base Map with the attributes.

Final base map is to be prepared incorporating the data collected from survey and the data for different entities. Hard copy base maps are to be prepared at 1: 1000 scale ward wise/ ABD area wise. The base maps will be prepared in various layers for ease of operation in GIS. Layer and data structures can be modified depending on the local requirements of CSML.

KMC has proposed to implement the project. Scope of work based on DPR prepared by CSML has been shared with KMC & Town Planning department for further action. KMC to tender the project at the earliest.

Progress of the Project

2.1.10 INTEGRATED COMMAND CONTROL & COMMUNICATION CENTER Project Profile/ Components: IC4 is the brain of the smart city, which gathers all the information of smart solutions of different departments of the city using ICT (Information and communication technology). IC4 is where information from different departments and various applications is collected and analyzed for better planning of the city. It has Business Intelligence and Artificial Intelligence (AI) engine which will process all the information and generate insights. These insights will be helpful in managing incidents across the city and do a better planning for the development. It also plays the role of decision support system. Accordingly, CSML has embarked to implement the project. Overview of the Scope of MSI are as below: ❖ The MSI will conduct a detail assessment ❖ Design a comprehensive technical architecture and project plan. ❖ Design and development of comprehensive Internet of Infrastructure (IoI) for city command and control operations. ❖ IoI platform would have facility of comprehensive viewing and performing operations there will be a provision for generating configurable reports through dashboard and also real time monitoring. ❖ Design and develop the Mobile app. ❖ Development of GIS based citizen Portal. ❖ Development of Smart Application for Solid waste Management. ❖ Development of Project Management Services along with Email Server. ❖ Aadhaar Integration ❖ Integration with Akshaya. ❖ Design and Construction of the City Command Control Room Different Applications for Integration with IC4. Minutes of the Meeting – eHealth implementation at General Hospital Ernakulam

Agenda: Review meeting after network survey by Opterna at General Hospital Ernakulam.

Short note on the points discussed in the meeting :

1. On behalf of BSNL, Opterna Technologies has been done a final survey at GH Ernakulam for finalizing the networking locations, number of network nodes and telephones. When compare to initial survey there is an increase in the telephone nodes .Total number of telephone nodes is now 182 (including 50 IP phones) and 460 network nodes. 2. Manager of Opterna Technologies has informed that the network methodology using in new super specialty block is traditional copper wire CAT6 cabling. But the network methodology provided by BSNL is GPON networking. Although it is possible to provide connectivity to the CAT6 cabling there will be a decrease in the speed and bandwidth. So it is advised to call upon a meeting with Inkel for clarifying networking divergences . 3 CSML IT Manager reminded about the tri party agreement which needs to be signed between GH,BSNL and CSML.CSML will bear the first year payment for the networking and next year onwards BSNL will provide an annual bill and hospital has to do the payment . 4 Opterna manager demanded the necessity of storage area for keeping their cables and other networking equipments for hassle free work. 5 Opterna confirmed to send a diagrammatic layout of Network infrastructure on the end of this week for approval. After getting approval, Opterna will start their work at GH. 6 Meeting with Inkel is planned to be on 8th July 2019 at CSML’s premises and details will be mailed by CSML.

3. Status of the projects awarded

During discussion on Roads projects retendering, CS suggested that even if the quotes by bidders is more than 30% of the estimated cost CSML must evaluate and award the bidder rather than going for retendering as Smart Cities Mission needs to be completed in time bound manner and time lost in retendering will only delay the implementation and increase costs of projects further.

In case CSML requires further funds due to high value of tenders submitted, GoK shall assist CSML in meeting the additional requirement. However, CSML should not reject a tender for high costs. As it will delay implementation of projects.

4. Status of the projects in tender stage i. Public Toilets in ABD CS suggested that as no bids have been received for public toilet project CSML may explore option of tendering public toilets through CSR or PPP option. Land can be provided by local body, construction by one agency and O&M another. Cochin Port Trust has recently implemented a wonderful public toilet through CSR funding at Thevara. Same model may be replicated. ii. Improvements to Sewer collection system for West Kochi Sewerage tender CS enquired about technical capabilities of the bidders and locations where similar projects have been implemented. CS directed CMSL to expedite the LOA issue process. GM, CSML explained that there is a technical presentation scheduled on 16 July 2019 post that technical evaluation will be completed. iii. Intelligent Street Poles (KMC area) TL, PMC requested for approval of exclusivity rights, revision of KMBR rules etc CS suggested that as the project is already approved by Government of India under Smart City Proposal hence permissions are not required to be sought. CSML may only need to inform all relevant departments and authorities. CSML can also write to all telecom providers. GM, CSML informed that although at RFP stage only one bid has been received at EOI stage 5 bids were received. Hence telecom providers are aware of the tender ongoing. 5. Status of the projects to be retendered i. Development of Multi Level Car Parking at Kacheripady CS suggested that there is a subsidiary of NHAI who can be given the project on nomination. CSML may review all documents and initiate the process of awarding the work to the company. ii. Improvements to Marine Drive walkway CS enquired regarding proposal for Marine drive walkway. TL, PMC informed that the project intends to renovate and interlink the walkway corridor from Open-space Corridor Linking Rajendra Maidan on south of the corridor up till Tata Canal to the north of the corridor. It aims at revitalizing all the open/ public spaces, along the western water edge of Ernakulam mainland, by improving the accessibility, introducing various activities and linking the same with each other to create an active corridor for recreational facilities. Marine Drive Walkway with its distinct identity. This would involve components such as streetscaping, street lighting and landscaping, vending kiosk, advertisement provision, & play equipment and periodic maintenance. CS appreciated the project and mentioned that the implementation of this project will bring lot of visibility and provide improved public space for the public. CS enquired about the O&M. TL, PMC informed that one year O&M was included in the contract. CS directed that O&M is very important for projects such as marine drive walkway, Vasco square. Hence CSML must include at least O&M for 5 year period at least. Concluding remarks:

CS concluded now that INR 310 Crores worth projects have been awarded, CSML must try and improve implementation progress in next 3-6 month period.

Minutes of the meeting to discuss Status of Projects under Smart Cities Mission undertaken by KWA

Meeting was Chaired by MD, CSML

At the outset of the meeting MD, CSML introduced CSML and PMC team objectives of Smart Cities Mission. The PMC team presented the outlay of the project with details of project where KWA inputs are expected. As per Smart City project list, KWA is entrusted with the work of estimated cost of Rs 621 Cr for 24X 7 water supply project and 131.55 Cr for projects in ABD area. Sewerage in mainland. MD, KWA confirmed that they will carry out an assessment and share project to be taken up for mainland with CSML. .

Following action points were discussed during the meeting

1. Water supply projects As per the Smart City Proposal (SCP) the ‘Intelligent water solutions’ were proposed to be taken up for funding under the Smart city mission, while the cost of ‘asset creation especially the replacement of the inefficient distribution network’ was proposed be taken up through a combination of state schemes/ external lines of credit by KWA.

One of the projects identified is installing smart water meters under the ‘Intelligent water solutions. CSML and KWA could not find a technically feasible location for undertaking such a project within ABD area as pipelines are yet to be laid. A suitable location was identified outside ABD area by KWA officials, MD KWA expressed his desire that CSML may take up such a project as the 24X7 water supply may be delayed. KWA proposed that this project will also be beneficial in taking up integration of Smart Metering with Integrated Command Control & Communication Centre (IC4) project. The MD KWA to submit a letter regarding scope of smart metering project proposal to be taken up by CSML ‘on pilot basis’. The identified locations are as below;

For the pilot project the DPR preparation and tendering will be taken up by CSML. Implementation to be done under supervision of KWA.

MD, KWA suggested to include in contractor’s scope monitoring and evaluation of billing before and after implementation to assess improvements in revenue for KWA due to such a project.

2. Sewerage system for Mainland

CSML team informed that improvements to mainland sewerage system is a project identified under Smart City ABD project list. As per information received from KWA officials, only 60-70% of the mainland, under ABD, has provision of sewerage system remaining area does not have individual connections.

CSML suggested that in the interest of the city and its residents this project is to be implemented, as the project will not only be beneficial for individuals but also environment as currently the wastewater directly getting discharged into drains without being treated. KWA shall confirm to CSML whether KWA intends to take up the project through own funds or proposes CSML to take up the same through SCM funds.

For CSML to take up the project, the carrying capacity of current system and spatial mapping of existing connections would be required from KWA. KWA suggested that they will carry out an initial technical assessment regarding the existing system and confirm to CSML who should take up the project for implementation along with scope of work.

KWA to carry out initial assessment regarding existing condition and probable KWA scope of work for improvements to mainland sewer collection system

CSML team informed that Broadway Street has been proposed for upgradation. Under the project it is proposed to lay sewer pipeline along the center line of the street carriageway and rider mains along the footpaths on either side of the road. The rider main collecting the wastewater from the individual properties will be transmitted to the central road sewer line which is then linked with the existing sewerage system along Market road. CSML as part of street upgradation will only lay pipeline during road construction work, providing connection to individual properties along the street is to be ensured by KWA & KMC.

CSML requested, KWA to confirm there is no other proposal along Broadway is proposed by KWA to avoid any duplication.

3. Sewage system for West Kochi

The project for implementation of sewerage system for West Kochi was explained to the MD, KWA. The need for maintaining the project beyond the O & M period of 5 years was also discussed. This will be discussed in detail later.

4. General issues

CSML informed that as per minutes of the fourth Board meeting held on 21 October 2016 it was decided that a specialized structure will be created by KWA for implementing Smart city water supply schemes and this would have to functionally report to CSML Based on the same MD, KWA confirmed the following actions by KWA team
