Chairman's Message Annual Report 2012 – 2013, Goa State Pollution Control Board Chairman’s Message The Goa State Pollution Control Board was reconstituted on 3/09/2012 under the Water (Prevention and Control of Pollution) Act 1974, with a mandate to plan a comprehensive programme for the prevention, control and abatement of Water and Air pollution in the state of Goa. The Board also advices the state government on matters concerning the prevention, control and abatement of Water and Air pollution and has well equipped laboratories which are capable of analyzing a wide variety of contaminants in Air and Water. The Board also implements the Biomedical Waste (Management and Handling) Rules 1998, Noise Pollution (Regulation and Control) Rules 2000, Municipal Solid Waste Manufacturer, Sale and Usage Rules 1999, Batteries (Management and Handling) Rules 2001, Electronic Waste (Management and Handling) Rules 2000. During the year under the review the Board, received complaints from citizens of Vasco da- Gama, town regarding dust pollution as a result of coal/ coke handling activities in MPT Port at berth 10 and 11 and taking cognizance of the Ambient Air Quality reports at six locations within the vicinity of the MPT withdrew its Consent to Operate earlier issued to MPT after particulate matter levels (PM 10 ) at all these location were found to be beyond permissible limits. The Board also issued directions to seventeen category Industries for installing of Continuous Ambient Air Quality Monitoring Systems and most of the industries have complied with these directions. The matter of indiscriminate 1 Annual Report 2012 – 2013, Goa State Pollution Control Board disposal of waste generated by Hotels was noted by the Board and directions were issued to all hotels to install organic waste convertors (OWC) to convert Bio-degradable waste into compost and a vast majority of hotels in the state have already installed these convertors. The Board also regularly conducts air and water monitoring at various locations in the state of Goa and suggests ways and means of remediation if the need arises. Prior to that, when Goa formed part of the erstwhile Union Territory of Goa, Daman and Diu, the Central Board for the Prevention and Control of Wate r Pollution was performing the functions of the State Board in Goa. The Central Pollution Control Board at Ponda-Goa had established a Section Office for the purpose. The same arrangement continued till the constitution of the State Board. In the meanwhile , the Section Office was re-constituted as West Zonal Office and shifted to Baroda on 4 th April, 1988. All the relevant records pertaining to Goa were transferred to the Goa State Pollution Control Board on 12 th September, 1988. The Goa State Pollution Control Board, after its constitution, established its office in the Goa Medical College Complex at Bambolim. In June 1991, the Government of Goa allotted independent premises for the Board at Patto- Panaji, where the Board shifted its’ office in September 1991. On 15 th August, 2002 the Board acquired new premises on the 1 st floor in Dempo Tower at Patto Plaza, Panaji and shifted its full set -up to this new premise.

If left unmanaged, salinity has serious implications for water quality, biodiversity, agricultural productivity, supply of water for critical human needs and industry and the longevity of infrastructure. The Coastal Salinity has become a persistent problem due to ingress of the sea water inland. This is the most significant environmental and economical challenge and needs immediate attention. The coastal areas are more susceptible as these are pockets of development in the country. Most of the trade happens in the coastal areas which lead to extensive migration in the coastal areas. This led to the depletion of the coastal fresh water resources. Digging more and more deeper wells has led to the ingress of sea water into the fresh water aquifers turning them saline. The rainfall patterns, water resources, geology/hydro-geology vary from region to region along the coastal belt.

Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted.
