Ragsdale Major Initiatives When I first decided to run for Knox County Mayor, I campaigned on four goals to make our community better: Senior Citizens, Better Schools, Economic Development and Making Government Better Everyday. With these goals in mind, I have proposed an ambitious budget for Knox County. This budget will allow us to move forward and make Knox County a great American community. I believe this budget is another step toward reaching our potential for our County as a Great American Community. I want you to know where we’ve been and where we’re going in Knox County since I’ve taken office. Here are some of our achievements and goals for you to see … Senior Citizens • Veteran’s Nursing Home slated to open in 2006 on Knox County property with $6 million of Knox County capital invested. • Opening 2 new senior centers and additions to another senior center • Learning from consensus based on Senior Summits, expanding seniors services by using No Senior Left Behind as our roadmap for planning • Computers for Homebound and Isolated Persons (CHIPS) to help Seniors stay connected to family, friends and the outside world Great Schools • Every School A Great School Foundation will generate $31 million in funding to improve learning from birth to kindergarten focusing on an early career path for middle school children, and improving teacher compensation in difficult to staff schools • 22 new school projects over the next 5 years • Imagination Library to be implemented in Knox County providing every child from birth until they reach Kindergarten a book a month, at no cost to the child • Expanding READ WITH ME- our a national award winning volunteer program that will place one volunteer in every 1st and 2nd grade classroom each week to help students read on grade level • Economic Results Working on JOBS NOW! A campaign to create 35,000 new regional jobs in 5 years • Knox County Technology and Jobs Fund will establish a loan pool for technology based companies relocating or expanding in our county 2 Major Initiatives (continued) • Enterprise Resource Planning will use technology to provide more customer friendly services instead of additional employees Economic Results • Working on JOBS NOW! A campaign to create 35,000 new regional jobs in 5 years • Knox County Technology and Jobs Fund will establish a loan pool for technology based companies relocating or expanding in our county • Enterprise Resource Planning will use technology to provide more customer friendly services instead of additional employees What We’ve Implemented Senior Citizens • Two successful Senior Summits with over 300 seniors in attendance • Developed No Senior Left Behind initiative Great Schools • Incorporated school telecommunications into County contract, saving $1million over a 7 year period • Planned merger of school and county payroll departments in 2005 saving $700,000 in the school’s annual budget Better Government • Combined and eliminated job duties through efficiencies and outsourced some non-mission critical functions, such as printing, resulting in the elimination of over 100 fulltime positions • Restructured the Probation and Pretrial Release Program saving taxpayer money in pretrial release services and increased revenue from probation fees by 400% • Using low risk inmate labor to mow and clean up parks saving more than $100,000 a year • Outsourced our telecommunications service and reduced the budget by $400,000 a year • Privatized John Tarleton Home - saving $2 million in 5 years • Received over $77 million in Federal grant funding over the past two years Economic Results • Established a Payment In Lieu of Taxes (PILOT) program which has will create 600 new jobs and generate $94 million in capital investment. 3 STATE OF THE COMMUNITY ADDRESS Wednesday, May 17, 2006 Mayor Mike Ragsdale Dan, thank you for that gracious introduction. County Commissioners, other elected officials, citizens, and guests, thank you for being here. I would like to recognize a couple of special people, and let me begin with my wife Claudia. Her unwavering support has been a blessing to me and a source of strength throughout my career. Claudia, I am grateful for all you do for me and for Knox County. There's someone else here today that I want to introduce. This wonderful lady is an inspiration to me. Helen Smithson is 89 years old and homebound. She’s sitting here with Claudia on the first row. I met her and her little dog Zeusy as a part of the Computers for Homebound and Isolated Persons Program or CHIPS. When Helen was 14, she was in a car accident that left her paralyzed. She once used the same wheelchair for 70 years. She is humble, absolutely delightful, and 100% on top of it. She never misses a beat. But, she is limited in her activities. I visited her at home to bring her a computer from the CHIPS program. Now through the Internet she gets to explore, and through email she stays connected. She has e-mailed me a couple of times. I’m looking forward to getting more e-mails from her in the future. We can all learn from her about faith and optimism, perseverance in the face of adversity, positive thinking when circumstances work hard to hold you back, and the unyielding spirit of America’s greatest generation. It’s Helen’s generation that has done so much for this community and that’s why we spend so much time trying to repay them for all they’ve done for us. Helen, thank you, it’s people like you who make our community a wonderful place. I carry with me today Helen’s kind of perseverance and optimism as I speak to you about the state of our community. I’m proud to tell you: it's a good day in Knox County. Things are good here and we are on the verge of becoming a Great American Community. There is a reason for that. Everyone is working together. The surrounding counties, the individual communities, the City and County—it's completely seamless. There are a lot of folks who are responsible for this unprecedented spirit of cooperation. But, there is one person who stands out. That is my friend, Knoxville Mayor Bill Haslam. Bill, thank you for all you do to make our community such a wonderful place. By working in unique partnerships, we are moving our schools from good to great, providing critically needed services for our seniors, creating new jobs throughout our region, and making your government better every day. It's also a good day for Knox County schools. 4 STATE OF THE COMMUNITY ADDRESS (continued) We have held two successful Education Summits. The first one drew 1,000 people and the second grew to 1,400. As a result, we have a more engaged community and a plan for making every school a great school. There's also a lot of heart in the episode, with Boyle portraying a sensitive, gruff loner dealing with the worst of curses. The episode seems to be heavily influenced by the works of H. Essentially, the episode is about the government using television signals to drive people to madness. This not only makes filing faster but makes it much easier to find documents afterward. An FBI manhunt ensues, with agents in pursuit of an antagonist that can alter their very perceptions of reality. The beauty of customizing your filing system this way is that it can always be further subdivided and organized if you need to. This grisly, nightmare-inducing episode about an inbred family of killers was so terrifying and controversial that Fox famously decreed that it would never be aired again after its initial broadcast prompted a flood of complaints from concerned viewers. WHY LITERAL SACRIFICES IN THE MILLENNIUM Tom's Perspectives by Thomas Ice A common objection to the consistent literal interpretation of Bible prophecy is found in Ezekiel’s Temple vision (Ezek. 40—48). Opponents argue that if this is a literal, future Temple, then it will require a return to the sacrificial system that Christ made obsolete since the prophet speaks of “atonement” (kiper) in Ezekiel 43:13, 27; 45:15, 17, 20. This is true! Critics believe this to be a blasphemous contradiction to the finished work of Christ as presented in Hebrews 10. These challenges do not discriminate—small, medium, large, local, state, tribal, and federal law enforcement agencies are all affected. One of the most significant challenges facing the field today is sustaining staffing levels. With increased demands to tackle issues like public health, school safety, and housing, the law enforcement field is a challenging work environment, and it is critical for officers to join, stay, and receive proficient training during their tenure. Law enforcement executives should start with the end in mind: change the recruitment process and position descriptions to gain a dedicated, long-term workforce.1 Before the recruitment process, executives should determine the characteristics they need in a law enforcement officer. From those characteristics, executives should build profiles of ideal recruits. Using this approach, agencies can target individuals who meet the established criteria and increase the efficiency of recruiting. Across all agencies, there is a high amount of competitive pressure to keep good officers. Officers will leave for better salaries, benefits, pensions, other perks, or completely leave the profession for various reasons. Therefore, once officers are hired, agencies must protect their personnel investments. Law enforcement officers want to maintain morale and build a sense of commitment to the community, to other officers, and to the agency. For the agency to be successful and for its officers to grow in their profession, agency leadership and line-level officers must maintain strong relationships.

    THE SYMBOLOGY OF THE ROOSTER By Maria Manuela d’Oliveira Martins Director of Museu do Oriente Several symbologies are given to the rooster in the Western and Eastern cultures. In all of them, it is universally connected to the cult of the sun because its chant announces sunrise. But the rooster becomes more relevant in China, either for its physical characteristics and grandness or its behaviour, which convey five virtues: the civil virtue, represented by the comb, confering the look of a mandarin; the military virtue, because of the spur, symbol of bravery; courage, shown by its behaviour in fights (in countries where cockfights are allowed); kindness, for sharing food with the hens; trust, for the assurance which announces daylight everyday. In this country the rooster is the tenth animal of the Chinese zodiac along with the rat, ox, tiger, rabbit, dragon, snake, horse, goat, monkey, dog and pig. In 2017 the year of the monkey will end and the year of the rooster will begin. Roosters in China are not eaten or killed. They are considered protectors against demons. Having a painting of a red rooster at home means protection against fire. Placing a white rooster in a coffin keeps the dead away from demons. In Chinese mythology, the rooster also means honesty, for its accuracy in marking time, and masculine strength. Cockfights, known in China since the 1st millennium B.C., became a very popular sport in the south, even though they were forbidden. Its chant symbolizes fullfilment and fame. The Chinese word ‘rooster comb’ (guan) is homophonous to ‘guan’ meaning official.
