Ustaljene smernice delovanja so se spremenile, za nekatera področja pa se zdi, da jih preprosto ni več. Veliko dejavnikov je vplivalo na razmeroma visoko raven varnosti, ki smo jo zaznavali v zadnjih nekaj letih. Finančna kriza, ki je začela kazati svoje zobe v letih 2008 in 2009, je pomembno spremenila evropske oborožene sile, njihovo strukturo, organiziranost in razvoj. Mnogi so se tolažili, da to ne pomeni posebne težave, saj smo razmeroma varni. Raziskave javnega mnenja v Sloveniji so kazale zaznavanje ogroženosti predvsem zaradi naravnih nesreč in socialno-ekonomske ogroženosti. Postopoma, a vseeno razmeroma hitro, se je vse spremenilo. Spomladi leta 2014 je bil na Krimu referendum o njegovi priključitvi k Ruski federaciji. Začelo se je rožljanje z orožjem, ki je doživelo različne odzive v mednarodni skupnosti in vplivalo na spremenjene odnose med Natom in Rusijo. Te spremembe so bile tudi predmet razprave na vrhu Nata julija letos v Varšavi. Že leta 2012 so začeli mediji vse pogosteje poročati o povečani migracijski problematiki v Sredozemskem morju in o težavah, ki jih je imela s tem pojavom Italija. Do konca lanskega leta so migracije z jugovzhoda dosegle neslutene razsežnosti in temeljito pretresle temelje Evropske unije. Nekateri teroristični napadi v evropskih mestih, ki naj bi jih organizirali in izvedli migranti, so pomembno vplivali na spremenjeno razumevanje nove (ne)varnosti. Nekateri so se novega razumevanja varnosti lotili znanstveno. Tako je npr. Obramboslovni raziskovani center na Fakulteti za družbene vede objavil rezultate raziskave o stališčih slovenskega javnega mnenja do varnosti, ki so jih ugotavljali leta 2015/2016. Med drugim navajajo, da je nedavna migrantska kriza vplivala na slovensko javnost, ki množične migracije, ilegalne

Box 1346 Ann Arbor, Ml 48106-1346 ABSTRACT AUSTRO-HUNGARIAN POLICY TOWARDS SERBIA 1867-1871, WITH SPECIAL REFERENCE TO BENJAMIN KÂLLAY This study analyses the effect the Hungarian government had on Austro-Hungarian policy towards Serbia in the four years after the 1867 Ausgleich. Benjamin Kallay, at the request of the Hungarian minister president, Andrâssy, was appointed consul at Belgrade in 1868, and thereafter pursued specifically Hungarian objectives at variance with those of the chancellor and foreign minister, Beust. The Hungarian influence on the Monarchy’s relations with Serbia was ultimately responsible for a deterioration in those relations. After the Introduction, which outlines the subject, with reference to the existing literature and sources consulted, the first chapter concentrates on the situation in 1867.

    94 Kovács István Nr 4(136) KOVÁCS ISTVÁN 1 ORCID: 0000-0002-7210-1981 ORGANISED CRIME AND PROSTITUTION: ‘DUBAI-ING’ AS A NEW CONCEPT OF HUNGARIAN PROSTITUTION Introduction Not just Hungary, but also the European Union, and the third world have to face one of the world’s biggest threats-challenges: human sex traffi cking, which is launching an attack in the classic Schengen area from several di- rections. More and more people are becoming victims by getting involved in sexual exploitation/prostitution crimes, which are bringing billions of eu- ros in profi ts for organised crime networks. Sexual exploitation – especially prostitution – is one of the most profi table businesses in organised crime networks. Sexual prostitution crimes have become part of our daily lives, the statistics show that more and more people are affected day by day. Thousands of women and children in Hungary regularly become victims of sexual exploitation and prostitution, both within the country and abroad. Numerous studies have proven that behaviour of pimps is violent, and based on exploitation and injustice 2, 3. Recently, however, a book which was prepared following a dissertation, besides to those behaviours, dis- covered a completely different one: mediation, as a new pimp behaviour, and as a new scientifi c result 4. Subjective Values Foundation 7 July 2017 Chapter 1: Analysis of Legislation Concerning Hate Crime Crime and Hate Speech The legal concept of hate speech in Hungary In Hungary the term “hate speech” is not included in legislative measures, but a number of conceptual elements of these legislative measures have a direct relevance to the concept of hate speech: ● The latest version of the Criminal Code (Act C of 2012 on the Criminal Code), includes a number of ​ criminal offenses related to hate speech: Violation of the Freedom of Conscience and Religion ​ (Section 215), Incitement Against a Community (Section 332), Open Denial of Nazi Crimes and ​ ​ Communist Crimes (Section 333), Blasphemy of National Symbol (Section 334), Use of Symbols of ​ ​ Totalitarianism (Section 335) ​ ● Criminal offences in the Criminal Code with malice aforethought or with malicious motive, as an ​ ​ ​ ​ aggravating circumstance, such as Defamation (Section 226), can also have a bias motive ​ ​ ● The Code of Administrative Offences (Act II of 2012 on offences, the procedure in relation to ​ offences and the offence record system) also includes a small number of offences that can have a direct relevance to hate crime. For example, Participating in the Activity of a Dissolved Association ​ (Section 174) has has been mostly used against the activities of previously banned hate groups. ● The Civil Code (Act V of 2013 on the Civil Code) provides protection for the individual against verbal ​ abuse on the basis of belonging to a group that defines an essential part of her/his identity.
