I would call this a millennial reading, one emerging from a readership encouraged by their own personal will and freedom to choose their own destiny. The Odyssey I read is rather different. It is one in which forces and conditions outside Odysseus’s power to control, circumstances that Chance and others create that he must reckon with, shape both the choosing and the chooser. We become more than what we personally design ourselves to be, and that more very often means that we become less than we designed. One of the wonders of cyberspace is that it offers us an alterna- tive world within which we can pursue a politics that meets our own preferences, reduce society and the social dimension of life to friends we choose, pursue answers on Google to all our questions—but not very often to questions that exceed our own liking, interest, or erudition. Why wouldn’t Odysseus now stand as an exemplar of that knowledge of The Secret, which tells us that if you will something strongly enough, the entire universe will conspire to fulfill your wishes? My mind’s odyssey over the past half century did not remain true to a charted course I had proposed long ago. What I call “my mind,” at every stage reacted and reorganized itself according to what time, geog- raphy, and Chance put before it. There was no rudder pushing a personal will through all waters on an undeviating passage. My mind now is like a painter’s palette that over time reveals where the brush has been, or like carved rock formations in tide pools, which are the shape they are because of wind, sun, rain, and the ebbing and flowing of the ocean’s mighty force. When you scan the physiognomy of a mind, you see countless encounters with a culture within which that mind is embedded so that any retelling of the odyssey of that mind is, at the same time, a revelation of a culture. xi xii Preface In my case, that is US culture, which we arrogantly call “American,” although the fact that I was raised in an Italian-American community in Brooklyn, a bilingual community in which neither English nor Italian were schooled, fashioned affiliations in many things, which were far from the American cultural norm. My own father was born in the United States, but through odd circumstances—I call it the play of Chance—was educated in Sicily and returned to the United States as a teenager; and so the entire immigrant- family experience was mine, transmitted through my father. There is a certain subaltern psychology that develops, preconditioning the mind toward skepticism and even dissent. On a dark imaginary level, the Jew- ish Algerian Jacques Derrida was always deconstructing the French social order of things that marginalized him. The appearance of a Derrida at a certain moment is an exposition of a culture at a certain moment. The whole notion of a coherent, autonomous, and controlling subjectivity contends with the notion that we are variously positioned within the circumstances of our surround and no account of my mind can mean anything without reference to this. The discipline to apply what brains I had came from the surround, as my father and my uncles encouraged me from early age to do well in school and grasp an opportunity denied to them. And so an intention-less intelligence was directed toward academic success. At Brooklyn College, I came under the influence of Jewish intellectuals who had escaped the Holocaust. History, politics, and economics were represented not as neutral social sciences but very much affected by socio-economic and political arrangements of power. So-called objective critique was always already interpreting within the interpretive frame of what was being critiqued. I was, early on, in every way, prepping for the skepticism of both Heidegger and Derrida, a skepticism that extended to the utopian view of Reaganite “supply side economics” as well as to both Marx’s view of the inevitable course of history and the inevitability of a timeless communist utopia.

    Chapter 5 Iraq Body Count: A Case Study in the Uses of Incident-based Conflict Casualty Data John Sloboda, Hamit Dardagan, Michael Spagat, and Madelyn Hsiao-Rei Hicks Introduction Iraq Body Count (IBC) is a nonprofit, nongovernmental organization that has systematically collated media reports of Iraqi civilian deaths from incidents of armed violence since the beginning of the Iraq war on March 20, 2003 (Dardagan et al. 2005; Iraq Body Count, 2011). The IBC method integrates data extracted from media reports on civilian deaths with data on deaths reported by hospitals, morgues, nongovernmental organizations (NGOs), and official figures, using systematic cross-checks to eliminate double-counting, with the aim of providing as complete a record as possible of individual Iraqi civilians killed by armed violence since the beginning of the war. In this chapter, we discuss the uses, merits, and limitations of incident-based casualty data, using the IBC database as our example. We begin by describing the origins and aims of the Iraq Body Count project; the characteristics, methods, and sources of IBC’s data; and examples of how IBC’s incident- based data have been used in efforts to improve understanding of the effects of armed conflict on civilians, to commemorate individual deaths, and to advocate for civilian protection. We then discuss how IBC’s database on Iraqi civilian deaths compares against other sources of information on violent deaths in Iraq, and we discuss the strengths and limitations of using media-based data and of using incident-based data. We end by describing our view on what improvements could be made in the incident-based recording of civilian casualties in order to support the increased protection of civilians from the violence of armed conflict.

I argue that writers of what I call “archival long poems” are powerfully responding to a common cultural condition—to the disorienting fact that we have both too much and not enough archive. Such diverse writers as Amiri Baraka, Kenneth Goldsmith, Mark Nowak, Brenda Coultas, C.D. Wright, Anna Rabinowitz, and M. NourbeSe Philip are locating new representational values within the textual excess of proliferating documentation as well as within archival omissions that represent undocumented heritages. If the ultimate horizon of the modernist long poem was the breadth of the comprehensive collection, then the contemporary archival long poem aspires to the depth of the specialized monograph. Such monographic long poems detail accounts of marginalized subjects—from industrial laborers to incarcerated prisoners to the victims of hegemonic violence and genocide. In this way, poets become not just fabricators of aesthetically-pleasing language but also instigators of conceptual interventions; they become historians, archaeologists, data managers, sociologists, ethicists, and advocates.

(ISSN 1384-5748) Maja Zehfuss Subjectivity and Vulnerability: On the War with Iraq1 When US President George W. Bush and UK Prime Minister Tony Blair argued in favour of war with Iraq, they offered a variety of reasons ranging from the now infamous claim that the country possessed weapons of mass destruction to the need to effect regime change. Such arguments were roundly criticised by opponents of the war, because the claims were, even if true, not regarded as legitimate reasons for war or because the factuality of the claims was rejected in the first place. In contrast to such lines of critique this article will not consider whether these claims could be considered accurate or sufficient. Rather, it uses Judith Butler’s critique of ethical violence to elucidate the political implications of speaking and acting ethically. In particular, it explores the problematic of subjectivity and vulnerability and suggests that arguments for the war cannot effectively be contested logically; rather we must highlight the way in which they produce what they claim to name. WAR AND SUBJECTIVITY In his address to the nation on the day US troops were sent into Iraq, Bush (2003) highlighted the supposed necessity of the war for the security of the United States and the intention to liberate the Iraqi people: ‘We will pass through this time of peril and carry on the work of peace.

Abstract Using a generalized difference-in-differences approach, we find that children residing in high- conflict areas in Iraq are more likely to be vaccinated against tuberculosis and measles than children residing in low-conflict areas. We draw household data on vaccination from the Multiple Indicator Cluster Surveys and we identify high-conflict area-years using geolocational conflict data from the Iraq Body Count project. While previous literature generally finds that conflict harms public health, a potential explanation for our result is heavy presence of international aid organizations in conflict areas, a phenomenon which researchers have noted in other contexts.
