(collectively “Stanley”) and Xi’an Metals & Minerals Import & Export Co. Ltd. (“Xi’an Metals”) sold merchandise below normal value (“NV”) during the period of review (“POR”), August 1, 2012, through July 31, 2013. The Department also preliminarily determines that certain companies are entitled to a separate rate and that other companies had no shipments during the POR. If we adopt these preliminary results in the final results of the review, we will instruct U.S. Customs and Border Protection (“CBP”) to assess ADs on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results. We expect to issue final results no later than 120 days from the date of publication of this notice pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (“Act”).
