Lorentzen Acting Assistant Secretary for Enforcement and Compliance FROM: Gary Taverman Associate Deputy Assistant Secretary for Antidumping and Countervailing Duty Operations SUBJECT: Certain Steel Nails from the People’s Republic of China: Decision Memorandum for the Preliminary Results of the 2012-2013 Antidumping Duty Administrative Review SUMMARY The Department of Commerce (“Department”) is conducting the fifth administrative review of the antidumping duty (“AD”) order on certain steel nails (“nails”) from the People’s Republic of China (“PRC”).1 The Department preliminarily determines that Stanley Works (Langfang) Fastening Systems Co., Ltd. and Stanley Black & Decker, Inc. (collectively “Stanley”) and Xi’an Metals & Minerals Import & Export Co. Ltd. (“Xi’an Metals”) sold merchandise below normal value (“NV”) during the period of review (“POR”), August 1, 2012, through July 31, 2013. The Department also preliminarily determines that certain companies are entitled to a separate rate and that other companies had no shipments during the POR. If we adopt these preliminary results in the final results of the review, we will instruct U.S. Customs and Border Protection (“CBP”) to assess ADs on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results. We expect to issue final results no later than 120 days from the date of publication of this notice pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (“Act”).
