The Roads and Maritime Services (RMS) has delegated certain powers to Council under the Transport Administration Act 1988 (Section 50). A condition of this delegation is that Council must take into account the Traffic Committee recommendations. There are four formal members of the Traffic Committee, each of whom has a single vote only. The members are representatives from: • NSW Police Force • RMS • Shoalhaven City Council • Local State Member of Parliament (for the location of the issue to be voted upon) If the RMS or NSW Police Force disagrees with any Traffic Committee recommendation, or Council’s resolution (on any Traffic Committee recommendation), they may lodge an appeal with the Regional Traffic Committee for determination. The appeal must be lodged in writing within 14 days of the date of notification in writing. Any action relative to any issue under appeal must cease until the matter is determined. The Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties. Council cannot amend a Traffic Committee recommendation. The Council can only: adopt the Traffic Committee recommendation; not adopt the Traffic Committee recommendation, or request the Traffic Committee reconsider the issue. CARRIED Business Arising from Previous Minutes Nil REPORTS OF THE CONVENOR TC20.35 Proposed Bicycle Lanes - Junction St - Nowra (PN 3606) HPERM Ref: D20/386918 Recommendation That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed line marking and signposting associated with the installation of bicycle lanes in Junction St between O’Keefe Avenue and Stockland Nowra, as per Plan No: D20/387343, noting that AS2890.5.2020 indicates a minimum parallel parking lane width of 2.2m in these circumstances to be applicable. Details The minutes of the Shoalhaven Traffic Committee meeting held on 8 September 2020 are included in the agenda. The recommendations contained therein were submitted to Council at its meeting held on 22 September 2020. All recommendations were adopted. The recommendations of the Shoalhaven Traffic Committee meeting of 11 August 2020, with the exception of the deferred report TC20.31 - Major Event Road Closures - L'Etape Australia - 28 November 2020 (PN 3597), were submitted to Council at its meeting held on 25 August 2020. All recommendations were adopted. TC20.37 The recommendations of the Shoalhaven Traffic Committee meeting of 9 June 2020 were submitted to Council at its meeting held on 23 June 2020. All recommendations were adopted. Shoalhaven Traffic Committee – Tuesday 13 October 2020 Page 4 TC20.38 Proposed Roundabout - Illowra Lane - Booderee Avenue - Hyams Beach (PN 3608) HPERM Ref: D20/435270 Convenor: Micaiah Tipton Attachments: 1. PN 3608 Plans ⇩ Recommendation That the Chief Executive Officer (Director City Services) be advised that the Shoalhaven Traffic Committee has no objection to the proposed roundabout and associated signage and linemarking at the intersection of Booderee Avenue and Illowra Lane, Hyams Beach, as per the attached Plan No: D20/436198. Background Council is proposing to install a roundabout at the intersection of Booderee Avenue with Illowra Lane. The history behind this proposal is related to the traffic issues faced by Hyams Beach during TC20.38 peak holiday periods. Hyams Beach village has a small and somewhat narrow urban road network with a single road access (Booderee Avenue) in and out. Therefore, when visitations are high, the road network can become choked and Grid Lock can be experienced. This creates unacceptable impacts on residential and visitor amenity, i.e. “road rage”, and emergency vehicle lockout. Currently in situations where the village is required to be closed and/or vetting of entry is required (due to overcrowding in Hyams Beach) Council erects a temporary roundabout under traffic management at the intersection of Naval College Rd and Booderee Ave. This location is currently utilised because the existing road reserve is wide enough to set up temporary water barriers to act as a roundabout under a reduced speed environment. This practice takes substantial planning to implement and forces long lengths of traffic to queue on Naval College Rd and affects through access to the Jervis Bay Territory (southbound) or back to Vincentia for traffic headed northbound. At its meeting 10 March 2020, Council resolved (MIN20.170): That Council: 1. Adopts the Illowra Lane and Booderee Avenue intersection as its preferred roundabout option for managing congestion at Hyams Beach in combination with a Seagull Treatment at Naval College Road and Booderee Avenue to provide safer access to and from the Village as provided in Option 3 – D19/390874. 2. Allocates $140,000 in the 2020/21 draft budget for the design of the intersections of both Naval College Road and Illowra Lane with Booderee Avenue. 3. Undertakes minor grading and sealing works at the intersection of Booderee Avenue and Illowra Lane to allow for a temporary roundabout to be established at this location in the interim for the 2020/21 summer, instead of the Naval College Road intersection, until the permanent infrastructure can be established. 4. Notes that traffic management will still be necessary in peak periods even with roundabout/s in place. Shoalhaven Traffic Committee – Tuesday 13 October 2020 Page 5 CARRIED Plans for the roundabout design as listed in Resolution 2 of MIN20.170 have been prepared and presented here for the Committee’s consideration. Details of Submission The extent of this proposal involves the installation of regulatory signs and linemarking, associated with the roundabout.

    Biodiversity Summary for NRM Regions Species List What is the summary for and where does it come from? This list has been produced by the Department of Sustainability, Environment, Water, Population and Communities (SEWPC) for the Natural Resource Management Spatial Information System. The list was produced using the AustralianAustralian Natural Natural Heritage Heritage Assessment Assessment Tool Tool (ANHAT), which analyses data from a range of plant and animal surveys and collections from across Australia to automatically generate a report for each NRM region. Data sources (Appendix 2) include national and state herbaria, museums, state governments, CSIRO, Birds Australia and a range of surveys conducted by or for DEWHA. For each family of plant and animal covered by ANHAT (Appendix 1), this document gives the number of species in the country and how many of them are found in the region. It also identifies species listed as Vulnerable, Critically Endangered, Endangered or Conservation Dependent under the EPBC Act. A biodiversity summary for this region is also available. For more information please see: www.environment.gov.au/heritage/anhat/index.html Limitations • ANHAT currently contains information on the distribution of over 30,000 Australian taxa.
