Approval of Agenda – Additions / Deletions C. Public Participation D. Approval of Minutes – October 27, 2020 E. Old Business 1. DKB-4331 Rehabilitate Entrance Road and Parking Lot/Rehabilitate Bituminous T-hangar Pavements Airport Manager’s Summary: This project was engineered by Hanson Professional Services Inc. and issued under two separate IDOT Block Grants 105 and 111. I am working with their accounting department and the City’s finance department to determine the final payment owed to Hanson for their services. 2. AWOS (Automated Weather Observation System) Airport Manager’s Summary: The AWOS quarterly/yearly inspection with the FAA inspector present occurred on Sep 29, which passed, and received the approval letter dated Oct. 15. On Thursday, Nov. 12, I contacted Frontier Communications regarding the phone line to our AWOS station, as it is not registering the phone prompts when I attempt to record a message at the end of the weather recording. A Frontier tech is scheduled to arrive Friday morning to troubleshoot and hopefully repair. On Friday, Nov. 13, a Frontier Communications technician arrived to troubleshoot the AWOS phone line. Burt assisted him in getting into the AWOS installation. The technician did replace a transformer box but upon further testing found that the line from the transformer to the AWOS control box has significant static when the switch is connected. I have performed a few test recordings on the end of the weather recording, and they have been successful. 3. DKB-4556 Repace the Existing Visual Approach Slope Indicator (VASI) Units on Runway Ends 2, 20 and 27 with Precision Approach Path Indicator (PAPI) Units Airport Manager’s Summary: I had a conversation with Doug, CMT, regarding the PAPI project invoices for Design and Special Services Engineering. Per Doug’s suggestion, I made a spreadsheet to track the payments since they will be paid out of three different FAA grants. Airport Advisory Board Agenda 4. DKB-4800 Rehabilitate Runway 2-20 Airport Manager’s Summary: City Council Resolution 2020-123 Authorizing an Intergovernmental Agreement with the Illinois Department of Transportation – Aeronautics for Construction Services for Project DKB-4800 to Rehabilitate Runway 2-20 at the DeKalb Taylor Municipal Airport at a Total Estimated Cost of $2,741,893.90 with a City Contribution Towards Costs in an Amount Not to Exceed $7,000 is on the City Council Regular Meeting Agenda on Monday, November 23, 2020. F. New Business 1. TIF Funding for FBO Facility Updates I have been working with Andy Raih, Public Works Streets and Facilities Director, to direct contractors in their preparations for providing estimates for replacing the interior features of the FBO first and second floors. These projects will be funded through TIF #1. Recent actions are noted in my Airport Manager’s Report, below. G. Reports a. Airport Manager’s Report 10/28 Wed • I communicated with Dan, FloorCare, requesting an estimate for epoxy coating the FBO floors, in addition to the Community hangar floor estimate. • The EAA held scholarship applicant interviews in the upstairs conference room, 5-7pm. 10/29 Thu • Rich managed to remove the old pay telephone stand in the south vestibule but found that electrical wires were inside along with the telephone wires. I asked the DFD if they could bring a hot stick to check for power to the wires, which they did. Rich was able to safely cut the wires and complete the removal. Tom Brian asked to have the stand, which I was glad to have him take. • Dave and Dave, Sycamore-DeKalb Glass, returned for final measurements for window replacement quotes. • I spoke with Dave, ComEd Helicopter Division Mgr, about their internal departments having site visits. They have positive feedback with others, so far. They performed a line mileage evaluation and found that JOT and DKB are equal distances for their service crews, which is a positive element to the equation. He hopes that Safety/Environmental will be able to site inspect on Friday. 10/30 Fri • I worked with Doug Eaton on the CAD drawing abbreviations for airfield utility installations for the GIS and locating ComEd electric meters on the airfield for the GIS. • I reached out to Marcus, Transit, about drone video footage for creating a video, and he is willing to participate. • I communicated with Dave, ComEd, about their internal requirement for monthly environmental assessments by an outside vendor since ComEd will hold the lease at DKB instead of Rogers holding the current lease at JOT. I talked with Matt Rose about our lease adjustments. 11/1 Sun • I received a voice message from a local resident looking for information on a flight for her 13-year-old daughter’s birthday. I gave the contact information to Scott, Fly America. 11/2 Mon • The EAA cancelled their November meeting due to distancing restrictions. • The Sycamore Kiwanis cancelled their November in-person meetings in the Community hangar and will meet virtually instead. 11/3 Tue • I spoke with Marcus, Transit, about performing a video drone flight on Friday, weather permitting and sent him a link to the Greater Kankakee Airport promo video as a sample of what not to do, as well as the good points in it. Page 2 of 14 Airport Advisory Board Agenda 11/4 Wed • I was given verbal notice that Mario Nonnenmann will be resigning his part-time Line Service Technician position as he and his family will be moving to Texas. He will give formal written notice next week. I emailed Michelle Brenin, HR, to give her advanced notice. 11/5 Thu • I received the Egyptian Theater’s Hold Harmless Agreement signed by Alex Nerad for their two semi-trailers parked at 3331 Pleasant St farm lot. I signed the agreement and emailed him the scanned copy for his records. • I talked with Dave, ComEd, who told me that two of the three required quotes by outside Environmental inspectors have been submitted to him. The estimates for the yearly contract for their services is approximately $20,000/year, which is a cost they currently do not incur since Rogers Helicopters holds the lease at JOT. I have sent him our draft lease for their Facilities Department to start reviewing. I let him know that I need to have frequent updates so that I can pass on information above my level and keep you and Andy informed. Andy is anxious to know the anticipated move-in for final positioning of maintenance/vehicles for the winter. • I spoke with Matt Bulthuis, who performs real estate appraisals for Lewis University Airport (LOT) and a few others in the area, regarding our current land lease rates. He shared that Aurora (ARR) is at $.44/sf, Lewis (LOT) is at $55/sf, and DuPage (DPA) is at $.65/sf. 11/6 Fri I closed R9-27 for an hour so that Marcus Cox, Transit, could fly his drone over R9-27, the FBO, hangars and along Taxiway C for video footage to produce an airport promo video. • I worked with Doug Eaton on the coding for the airport infrastructure CAD drawings. 11/9 Mon • The local Experimental Aircraft Association Chapter 241 awarded a $2,000 Scholarship to one of the KEC Aviation students, Eric Torres, who is currently taking flying lessons with Fly America instructors to obtain his Private Pilot license. • We hosted the Executive Team meeting in the Community hangar for social distancing. • I met with Dawn Harper, Chief Building Official, and measured the first-floor bathroom and reviewed ADA requirements for rehabbing them into a compliant bathroom. • I worked with Susan Hauman, Finance, to determine the billing process for our SASO agreements with Win Aviation, Fly America, Rev’d Up Motorsports. • I continued cataloging past airport project files for cold storage. Page 3 of 14 Airport Advisory Board Agenda 11/10 Tue • We hosted the HR Department’s pre-employment interviews in the upstairs conference room. • Andy let me know that the two window replacement bids came in between high-teens to high-twenties. • I talked with Bob Owens about Frontier SRE building, and he will call them again today to follow up, as he has not heard from them yet. • I met with a tenant who and briefly discussed interest in developing a new private multi-bay condo hangar on the field. • I read through the majority of the City’s FY2021 Proposed Budget and learned lots! • I received COI for Civil Air Patrol form their insurance company and contacted them to receive future certificates by email. • I talked with DPD regarding the abandoned semi-trailer at 3331 Pleasant and have confirmed who the owner is. He will provide COI for the trailer, naming COD as additional insured, and will sign a Hold Harmless Agreement for storing it until no later than May 31, 2021. 11/12 Thu • We hosted a second round of the HR Department’s pre-employment interviews in the upstairs conference room. • Mario Nonnemann officially resigned his Line Service Technician position, effective Nov. 26, as he will be moving with his family to Texas to pursue his aviation career. Michelle Brening prepared the job opening immediately, and I sent pictures to Rachel to add to the posting. We will close the initial application review on Nov. 30. I posted the open position on FB. 11/13 Fri • At Bill’s request, I researched the previous Airport Manager’s electronic files and emails in hopes to locate any documents regarding Win Aviation’s 2018 request for TIF funding for 2890 Pleasant St hangar rehabilitation, for which I did not find any.

    The Rantoul National Aviation Center Airport Briefing Guide Rantoul National Aviation Center 6 Aviation Center Drive, Rantoul, Illinois 61866 Office: (217) 892-6895 Cell: (217) 841-3787 [email protected] Rantoul National Aviation Center Airport Briefing Guide EXECUTIVE SUMMARY Located in the central United States, the Rantoul National Aviation Center (RNAC) offers a unique combination of airport (ICAO Identifier: KTIP), Foreign Trade Zone (FTZ), nearby rail and highway access, and climate controlled hangars that have extensive floor space. This location offers the facilities, infrastructure, and airspace to operate a flight school, aircraft manufacturing base, testing facility, or import/export facility, among others. This Aviation Briefing Guide will provide a comprehensive overview of the infrastructure and capabilities of the RNAC. The RNAC has the capability to support general aviation aircraft, jets, and numerous other types of aircraft with the currently existing infrastructure. Two runways, each 5,000’ long and 75’ wide, have instrument approaches and medium intensity runway lighting. Weather instrumentation, several different types of aircraft fuel, and expansive aircraft parking is available on the airfield. Ramp areas and taxiways lead to Hangar 1, Hangar 2, and Hangar 3, which are available for lease. These large hangars also have office and classroom areas for instruction. Weather data from 2007-2012 indicate ceiling-visibility was better than 3 miles and 1,500' 88.1% of the time. The square footage available at the RNAC ranges from 84,000 to 270,000. The spacious hangars offer ceiling heights of up to 44’ and cover acreage between 4.9 to over 15. Hangar 1 and Hangar 3 have loading docks and updated interiors that would make them easily convertible to any new task, such as assembly plant.

Executive Director, Strategy and Development, Jack Penning. Background The City hired Sixel Consulting Group, Inc. in January 2015 to research, report, and provide recommendations on the organizational and governance structures for the DeKalb Taylor Municipal Airport (DTMA). The draft report was completed in June 2015, however, finalization of the report was delayed when the former Public Works Director resigned. Subsequently, the current Public Works Director Tim Holdeman was hired and has been involved in the review of the report. The report (attached) was provided to the Airport Advisory Board in September 2016. Sixel Consulting Group, Inc. Executive Director, Strategy and Development, Jack Penning presented the findings and recommendations of the report to the Airport Advisory Board during a special meeting held on October 4, 2016 (attached). The Conclusions and Recommendations section of the report (p. 44–53) lays out five goals. City staff agree that these goals represent short-term actions that will better position DTMA to take advantage of its assets and potential new business. Goal one is to facilitate better communication between the Airport Manager, Public Works Director, and City Manager by having one-hour meetings at least once each month. These meetings have been taking place since June 2016. Another key goal is to change the structure and purpose of the Airport Advisory Board.
