Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

C hapter 8 Theory Attached to Practice Chinese Debates over Basic Research from Thought Remolding to the Bomb, 1949–1966 Zuoyue Wang ላሌ In 1963, the Chinese Academy of Sciences (CAS), which had come under re- peated political attacks in the past for pursuing impractical “theory in detach- ment from practice,” sought to take advantage of an interlude of ideological liberalization by codifying the optimum proportions of its various programs. The Academy formulated a set of “work regulations” governing four types of research, which it would engage in during the coming decade: “15–20 percent basic research, 35–45 percent applied basic research, 30–40 percent applied research, and 5–10 percent extension research.”1 Both the contents of the above policy pronouncement and the fact that it was made at all refl ected the central position of the debate over basic and applied research—in its various semantic guises—in the politics of science and technology policy of the People’s Republic of China (P.R.C.) under Communist leader Mao Zedong both before and after 1963.The objective of this chapter is to use the basic/applied debate to explore the interactions of historical forces at work in shaping Chinese science and technology policy during the Mao era, which started with the founding of the P.R.C. in 1949 and ended with his death and the termination of the Cultural Revolution in 1976. -

Science and Technology Policy Reforms in China - A Critical Assessment ERIK BAARK and LIU SUYING The last decade has been a period of stock-taking and new adventures for Chinese policies regarding science and technology. After the new leader- ship had established itself in the late 1970s, and it looked back on the achievements and the mistakes of previous years, there was a strong feel- ing of frustration with the fact that levels of technology in China continued to lag behind advanced countries. To inject vitality into what seemed to be a dormant, but potentially powerful, science and technology (S&T)system required reforms which, in many respects, were more radical than any- thing of the past. We have witnessed a process where the results of research appeared for sale on a market, where scientists became engaged as ))moonlightingcccon- sultants, and where private research units have become fashionable. At the same time, however, these reforms have provided fascinating insights into the structural barriers which exist for technological innovation in modern Chinese society. In many respects, the exposure of such barriers provides crucial clues to the formulation of better S&T policies in China. With this paper we hope to contribute to a critical assessment of the re- forms. We are concerned with the political support of the S&T policy re- forms. The S&T system established after 1949 on the basis of a Soviet model appears to have recovered quickly after the alledgedly shattering onslaughts of ideological anti-intellectualism during the Cultural Revolu- tion. The scientists had barely drawn a sigh of relief before new, ))market- orientedc forces were let loose on them in the 1980s. -

China’s Search for a John Wilson Lewis Modern Air Force and Xue Litai For more than forty- eight years, the People’s Republic of China (PRC) has sought to build a combat-ready air force.1 First in the Korean War (1950–53) and then again in 1979, Beijing’s leaders gave precedence to this quest, but it was the Gulf War in 1991 coupled with growing concern over Taiwan that most alerted them to the global revolution in air warfare and prompted an accelerated buildup. This study brieºy reviews the history of China’s recurrent efforts to create a modern air force and addresses two principal questions. Why did those efforts, which repeatedly enjoyed a high priority, fail? What have the Chinese learned from these failures and how do they deªne and justify their current air force programs? The answers to the ªrst question highlight changing defense con- cerns in China’s national planning. Those to the second provide a more nu- anced understanding of current security goals, interservice relations, and the evolution of national defense strategies. With respect to the ªrst question, newly available Chinese military writings and interviews with People’s Liberation Army (PLA) ofªcers on the history of the air force suggest that the reasons for the recurrent failure varied markedly from period to period. That variation itself has prevented the military and political leaderships from forming a consensus about the lessons of the past and the policies that could work. In seeking to answer the second question, the article examines emerging air force and national defense policies and doctrines and sets forth Beijing’s ra- tionale for the air force programs in light of new security challenges, particu- larly those in the Taiwan Strait and the South China Sea. -

Case study of 863 Plan of China Wen Ke ABSTRACT: Improving communications between scientists and policy makers have being received more and more attention in China. Based on negotiation-boundary work theory (Jasanoff, 1990), this paper presents an analysis of the interface between scientists and policy makers by drawing on the Strategic High-tech Research and Development Program of China (863 Program). The analysis indicates, first, that it is very important of science advice in China, the negotiation and the consensus between scientists and policy makers is vital for policy making; second, that it is dangerous to rely on Technocracy in China, the policy makers give up the discretion while influence experts’ decisions by controlling the consist of scientist advisory committee, which directly result in politicalizing academic research. For scientists and policy makers in China, they should redefine their respective authority boundary, and make the interaction process open and transparent. Introduction Today, as science and technology gradually become the driver for economic development and social impetus, they also have an impact on most core government functions,1 which resulted in the use of scientific consultations in policy-making. Therefore, interactions between scientists and policy-makers are getting more remarkable, especially in policy-making of public fields, like medicine, health, energy- saving, climate change, etc.2 Generally speaking, the interaction between scientists and policy makers to a large possibility depends on a country’s political context.3,4,5 Nations with dispersed and pluralistic power, such as US, have networking-style scientific consultations. -

According to Li Ganjie, Vice- Minister of the Ministry of Environmental Protection, safety evaluations of the 28 reactors under construction should be completed by October. Six weeks earlier, China declared its military nuclear facilities safe. Li emphasizes that the lessons from "Japan's Fukushima nuclear crisis are profound," and that China is working on a comprehensive and effective nuclear safety plan. Li confirms that China still plans to construct more than 100 reactors by 2020. On the other hand, "[China] needs to control the pace of [the nuclear energy] development," according to Zheng Yuhui, director of the research center of the China Nuclear Energy Association. I was shocked to learn that our government, Yes, You guessed it, the same government that looses all of our money in the Stock Market and Mortgage Market and puts space shuttles up, launches missiles that attack and kill other missiles and builds Nuclear Submarines so sophisticated that they are impossible to detect underwater has lost a Hydrogen Bomb close to a major American city and can’t find it! And as a middle manager in the U. S. Army Corps of Engineers for over 30 years I was never officially informed of this fact! I had to learn of this disturbing event on TV! It was on The Discovery Channel one day and titled, “America’s Lost H- Bomb” and was indeed an eye opener.
