The Government of India also declared it as a disaster and announced several measures to mitigate the measures to control the of the epidemic. Government of Kerala, has deployed several stringent spread epidemic. Since strict surveillance is one of the most potent tool to prevent the occurrence of a community to all measures to the spread, the governnment has directed district administration take possible prevent epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases. Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND WHEREAS, the details of tlhe existing Containment Zones in the District as per the previous Orders are mentioned in Annexure 1. AND WHEREAS, more than 10800 live cases are undergoing treatment in the district as on date, and epidemiological investigation is being carried out in each case and their primary and Secondary contacts is being traced for the effective containment of further transmission of disease. AND WHEREAS, new cases have been detected with out any known source or link with Covid 9 patients or with any travel history the District Core Group has recommended the following to be included as containment zones/ micro containment zones. NOW THEREFORE, I, Dr.NavjotKhosa IAS, District Collector & Chairperson of District Disaster Management Authority under the powers vested with me as the District Authority to invoke the 2 provisions envisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and passes the order as follows. Order The following wards in Thiruvananthapuram district is declared as containmentzones. SI No LSGI Ward Containment Micro Containment Area 35-Vazhottukonam 1) Thiruvananthapura Moonnammoodu at Corporation Vazhottukonam ward 2) Thiruvananthapuram 13-Mannamthala Corporation 3) Thiruvananthapuram 94- Kannamoola Corporation 4) Thiruvananthapuram Corporation 9-Chempazhanthy 5) Thiruvananthapuram 80- Fort Corporation Andoorkonam Gramna 9- Pallichaveedu 6) Panchayath 7) Pallikkal Grama Panchayath 12- Plachivila 8) Pallikkal Grama Panchayath 11-Chemmaram General Conditions to be followed in the Containment Zones 1) The wards adjoining these containment zones shall be treated as areas which needs special attention in a public health perspective. 2) Essential and routine activities shall be allowed after ensuring social distancing mandatory wearing of mask and using of hand sanitizer. 3) All kinds of activities which include gathering like social, cultural, commercial and entertainnment programmes in both containment and non containment zones shall be conducted with the prior permission of District Disaster Management Authority. 3 4) All functions like wedding, housewarming, family and residents reunions etc. in both containe zones and non containment zones shall be conducted after prior intimation to concerned SHO of nearest police station. 5) The SHO concerned with in the containment zone should ensure that the SMS protocol is followed in the area in especially malls, shops, hotels, restaurants etc. 6)The Restaurants will stop in services dining by 7.30 P M in containment zones and in non Containment zones it shall restricts in house dining to the barest minimum and focus on home deliveries and take -aways which shall not be permitted beyond 9 P.M in both containment zones and non containment zones. The employees working in these places must either be vaccinated against Covid or a carry Covid Negative Certificate without fail. 7) All Malls, Multipluxes and Cinema Theaters shall reschedule their timings to close by 7.30 P.m. All shops in the district are advised to close by 7.30 P.M. 8) SDM Thiruvananthapuram and SDM Nedumangad shall ensure strict enforcement Covid protocol through police and Sectoral Magistrates DPC 9) (City) and DPC shall ensure all (Rural) guidelines issued by Government of India and Government of Kerala regarding the containment zones are and the complied all the guidelines as per the 5 reference shall be implemented by concerned authorities in letter and spirit, 10) Medical of Officers/Superintendents corresponding CHC & PHC shall ensure the following i. Shall coordinate with Police, Revenue and LSG for planning containment activities, quarantining the contacts for 14 days and ensure proper IEC. ii. Shall identify, isolate the and positive patients constantly monitor their health status over telephone. iii. Shall conduct house to house ILI surveillance, of listing vulnerable, symptomatic persons, people with high social contacts and screen them using the HR available with the PHC with the help of Block PHC. iv. Shall update the details of and positive quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. V. Shall ensure strict enforcement of SMS, Break the Chain, Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. A 11) Taluk in Charge Medical Officer, shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 12) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a daily progress report to this office by 8.00 PM every day through email [email protected]. 13) The concerned authorities should continuously provide awareness and advice to the locals of regarding the instructions to be followed in the Containment Zones. Children under 10 years adhere to the age, pregnant and lactating mothers, and persons with comorbidities should strictly guidelines by Health Department. Vide reference no. (10) restrictions u/s 144 Cr.P.C have been imposed in the Grama Panchayaths viz. Aruvikkara, Amboori, Karode, Perumkadavila, Kattakkada, Andoorkonam,Kollayil, Uzhamalakkal, Kunnathukal, Aryankode. THESE Grama Panchayaths have reported an average weekly TPR greater than 25% and relaxation in these regions shall be conferred once the TPR fall below 20%.
