Organisation, functions and duties : The Judicial First Class Magistrate Court-II,Nedumangad is one of the Lower Criminal Courts of the District Judiciary and the Judicial First Class Magistrate is its head. The Judicial First Class Magistrate Court- II,Nedumangad is situated at Nedumangad Municipality in Thiruvananthapuram District.Chief Judcial Magistrate Thiruvananthapuram is the Controlling Authority of this Court. Nyayadhikari ,Grama Nyayalaya Vellanad holding full additional Charge of this Court. Court deals with the criminal cases from Nedumangad, Pangode , Aruvikkara and Vattiyoorkkav Police Stations and Excise Ranges of Aryanad, Vamanapuram and Nedumangad. 1. The powers and duties of employees 1.Junior Superintendent 1. Junior Superintendent is the Chief Ministerial Officer of this Court. Receipt of all inward papers, verification and signing date seal done by Junior superintendent. 2. Preparation of Cash Books and Subsidiary Registers, Collecting Fine Amounts, Keeping the Account Registers and Valuables. 3. Junior Superintendent of this Court holding additional charge of VMU ( Vacancy Master User) Statewide. 4. Distribution of O.Ms issued by all the Hon'ble higher courts for general information and compliance and for obtaining particulars if any relating to the O.Ms and forwarding the same to the respected Hon'ble Higher Courts. 5. Prepairing Expenditure and other related Statements, Quarterly Inspection Reports. 6. Budget preparation. 7. File Regarding judicial Officers. 8. All files related to disciplinary proceedings, all kinds of complaint put in by public against cases, Judicial Officers and staff members 9. Public Information Officer,JFCMC II, Nedumangad. 10. Maintaining Service Books and Leave details of Employees. 11. Preparation and forwarding of applications etc to join the P.F. Account of employees. 12. Communication relating with charge allowance of officers and staffs. 13. Cr.C.D – Issue of Cr.C.D. Cheque and connected work. 14. Preparation of Lapse Bills. 15. Preparation of Refund Bills etc. 16. Issuing of salarycertificate and non- liability certificate. 17. Treasury reconciliation of monthly expenditure. 18. Overall Supervision of all Sections. 19. Maintaining various registers. 2. Property Section 1. Receive all Thondy Articles From Police Stationes and Excise office in the jurisdiction. 2. Enter details of thondy details in the property Register. 3. Keep all the Non-valuable Thondy items in the Thondy room Safely. 4. Carry over all old Thondy Articles Details Every Year, keep and maintain the reghister. 5. Receive and forward samples to Chemical and Forensic Labs for examination. 6. Forward Thondy Articles to Other Subordinate courts. 7. Submit properties in connection with committed cases to Hon'ble Appellate and Apex courts. 8. Dispose Ripe Thondy Articles as per Rules. 3.FIR section 1 Receive FIR and connected records from various police Stations and Excise range Offices under the Court Jurisdiction. 2. Maintain FIR Register,RC Register, UN/UD Registers Etc. 3. Verify all crime records after receiving charge Sheet/Final report ,Hand over to the Bench Section after entering in to the CIS Filing System 4. Keep all the crime records(FIR,Occurrence report and all connected records) till filing the final Report. 5. Prepair Statements related to filing of Crimes. 4.Establishment Section 1. Preparation of pay Bills of Officer, Staffs . 2. Preparing all Contingent Bills including PTS Bills , telephone bills, Electricity and water bills, TA Bills, Officers rent bills, Witness bata bill , Petrol Bills etc. 3. GPF proceedings and bill including temporary advance, NRA and closure proceedings - Staffs 4. Obtain allotment on various head of accounts and keep the transaction details. Surrender of Earned Leave of the Judicial officer and Staffs. 5. Handling files regarding Conveyance Allowance. 6. Fixation of pay of employees. 7. Creation of PEN of Non-Gazetted employees 8. Updation of Leave, Personal details, etc of the employees of Court. 9. Updation of Promotion, reversion and fixation of pay of the employees in SPARK. 10. Updation of Transfer, relieve on transfer, join on transfer of the employees in SPARK. 11. Updation of all the matters of the Judicial Officers in SPARK including their transfer 12. Maintenance of GPF, SLI, G.I.S., and LIC pass books. 13. Preperation of Tour T. A, Transfer T. A. of Officer and Staffs 14. Preparation of Medical Reimbursement Bills of Officer and Staffs. 5. Bench Section 1 . To attend the work in the bench Section ie, Calling of Cases Filing of CC/St/MC/CP/CMP/LP Cases Etc. 2. To prepair and submit periodical statements 3. Custodian of pendingcaes and LP cases. 4. Maintain all relevant registers (ie,Filing registers, A- Diary, Posting Book, Pending List of cases, Witness Attendance Register, CMP Register, and CF Register) of the Section. 5. Preparing monthly statement of Under Trial Prisoners, quarterly and monthly statements of all prisoners, Confidential Report Statements of Judicial Officer. 6. Record section 1. To Receive the records of disposed cases and registers and to take steps for destruction of ripe records. 2. To index Disposed cases 3. Give records to Copy section. 4. Distruct the records as per Record Destruction rules. 5. Maintain all relevant registers (ie,Record Destruction register, Return of Document Register-Form No.31, Record issue Register, Register for the Sale of Waste Paper)of the Section. 7.CIS Filing Section. 1. Enter all the case file details in the Case Information System(CIS Filing system and maintain up to date.) 2. Prepair Statement related to the progress CIS Filing. 3. Give information to the public out the case proceedings. 4. Maintenance of computer Hardware – maintenance of register and its monitoring. 8. Fair Copy Section 1.Fair copying, typing and preparation of readable copies of depositions. 2.Maintain A,B and C registers. 8.Appeal And Committal Section 1. Listing, Indexing and Submitting appeal and Committed Cases to Hon'ble Higher Courts, Receive back the the case records after appeal. 2. Maintain Registers of appeal and Committal Cases. 8.Process and L.P.Cases Section 1. Issue Summons and Warrants as per the order of the Judicial officer in pending cases and also issue Warrents in L.P cases periodically. 9.Confidential Assistant All confidential work of the Court. The norms set for the discharge of functions The functioning of Judicial First Class Magistrate Court-II is discharged in accordance with rules, under the supervision of the Chief Judicial Magistrate, Thiruvananthapuram. 2.
