    SURGEONS Philibert Joseph Roux (1780–1854) He´le`ne Perdicoyianni-Pale´ologou Summary: Philibert Joseph Roux (1780–1854), a French surgeon, was a student and friend of Marie Xavier Franc¸ois Bichat, the father of modern pathology and histology. He was assigned as a surgeon to the Hoˆpital Beaujon (1806), the Hoˆpital de la Charite´ (1810) and to Hoˆtel-Dieu de Paris (1835), where he succeeded to Guillaume Dupuyrten, a French anatomist, as a Chief Surgeon. Roux is best known for having performed the surgical repair of a cleft palate and for having been the first surgeon to stitch a ruptured female perineum. His contribution to surgery has also included the publication of Quarante anne´es de pratique chirurgicale. Roux was awarded the grade of Chevalier of the National Order of the legion of Honor and that of Officer. He also served as a President of the Academy of Sciences. He died of a stroke on 3 March 1854. Philibert Joseph Roux was born on 26 April 1780 at Medical studies Auxerre, a commune in the Bourgogne region in north-central France.   • Ethics and Sport in Europe Drugs, Extremism and Other Forms of Discrimination It Is Currently Facing
    SPORTS POLICY AND PRACTICE SERIES Defending ethics in sport is vital in order to combat the problems of corruption, violence, Ethics and sport in Europe drugs, extremism and other forms of discrimination it is currently facing. Sport refl ects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefi ts for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confi rmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and offi cials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action – particularly in terms of the setting of standards – that falls within the remit of the EPAS and promotes the Council of Europe’s core values.

    HOTELS ET CHATEAUX LOUIS Xin Bien que huguenots l'un et l'autre, Abraham Bosse, le gra­ veur, et Gédéon Tallemant des Réaux, l'auteur des Historiettes, ne sont point gens de même farine. Dix-sept années d'ailleurs les séparaient, Bosse étant né en 1602 et Tallemant'des Réaux en 1619. Maniant sa pointe avec soin et habileté mais sans grande imagination, assez gourmé et pesant, Bosse relève plutôt de la petite bourgeoisie des Caquets de l'Accouchée. Ce freluquet de Tallemant fréquente aine société plus relevée, qui se pique de lettres. Il n'a plus la lourdeur du bonhomme L'Estoile, bien qu'il appartienne comme lui à une famille de robe, moindre probablement, en dépit des apparences, que celle de son ancien. Il fait débauche avec les élégants, court les ruelles, écrit de petits vers, hante l'hôtel de Rambouillet. Il a décrit, avec beau­ coup plus de véracité qu'on ne l'a cru longtemps, un monde haut en couleurs, pittoresque, assez faisandé en somme. En tous les milieux de tous les temps, il y a toujours eu, pour em­ ployer l'expression de notre auteur, beaucoup « d'honnêtes femmes qui se gouvernent mal ». Mais enfin, la marquise de Rambouillet, qui est inattaquable, donne la faveur de son amitié à Mlle Paulet, la « lionne », qui sort d'assez bas lieu et qui n'est après tout que ce que nos aïeuls appelaient un « demi-castor ». Oancea All rights reserved ABSTRACT The Fate of Invention in Late 19th Century French Literature Ana I. Oancea This dissertation reads the novels of Jules Verne, Albert Robida, Villiers de l’Isle-Adam and Emile Zola, investigating the representation of inventors who specialize in electricity. The figure appears as the intersection of divergent literary movements: Zola, the father of Naturalism and leading proponent of a ‘scientific’ approach to literature, Villiers de l’Isle-Adam, decadent playwright and novelist, Robida, leading caricaturist and amateur historian, and Verne, prominent figure in the emerging genre of anticipation, all develop the inventor character as one who succeeds in realizing key technological aspirations of the 19th century. The authors, however, take a dim view of his activity. Studying the figure of the inventor allows us to gain insight into fundamental 19th century French anxieties over the nation’s progress in science and technology, its national identity, and international standing. Shortly the basswood turns yellow and the elm tree takes on a reddish hue. The real glory of autumn begins in October when the maples, as if blushing in modesty, turn to gold and crimson, and the entire forest around is aflame with color set off against deeper shades of evergreens and newly-planted Christmas trees. To me this is the most beautiful season of the year. But it is not of her beauty only that I write, but of her colorful past, for Portage County is already rich in history and legend. And I share, in part, at least, the conviction of Margaret Fuller who wrote more than a century ago that "not one seed from the past" should be lost. Some may wonder why I include the names listed in the first tax rolls. It is part of my purpose to anchor these names in our history because, if for no other reas­ on, they were here first and there can never be another first. The spellings of names and places follow the spellings in the documents as far as legibility permits. Some no doubt are incorrect in the original entry, but the major­ ity were probably correct and since have changed, which makes the original entry a matter of historic significance.

    1 Compulsory registration and its limits, 1665–1671 Every student of French history knows that Louis XIV deprived the parlements of their most important power and function – that of opposing new legislation, especially fiscal legislation, when it first appeared before them. Given the ten- dency of the parlements to obstruct new legislation, frequently under Henry IV and Louis XII and periodically under Louis XV and Louis XVI, the reign of Louis XIV stands in sharp contrast in this regard. Curiously, however, even the most recent studies offer little in the way of narrative, analysis or background to explain how, why and under what circumstances the parlements lost their powers to obstruct new laws for the first time in their history. In treating this subject, most historians point to the ordinance of civil procedure of 1667, which curtailed the use of remonstrances by the parlements, and the declara- tion of February 1673, which regulated the procedure by which the tribunals registered the laws. But other kings had restricted remonstrances in ways that resembled the provisions of the ordinance; and few historians have appreciated the original features of the declaration, let alone explained why the government needed to enact it, once it had issued the ordinance. In any event, the mere cita- tion of the laws of 1667 and 1673 cannot tell us how and why, or much about when, the government of Louis XIV, in contrast with both its predecessors and its successors, imposed its will upon the parlements in the registration of laws.1 The issue merits a fresh examination.
